C hairm~ n O~tober 19, 1951 Pursuant to the following waiver, the members of the Board of County Supervisors of Albemarle County, Virginia, met in special session on this date with the following members present: Messrs. C. Purcell McCue, E. J. Ballard, Henry Chiles, C. R. Dorrier, J. W. Williams and W. W. Wood. We, the undersigned, members of the Board of County Supervisors of Albemarle County, Virginia, hereby waive notice, and special service thereof, of a meeting to be held at 2:00 P.M. on the 19th day of October, 1951, in the County Office Building, Char- lottesville, Virginia for the purpose of discussing improvements to the Crozet Water Supply, and we do hereby consent to the transaction .of any and all business and the taking of such action at said meeting upon the matter hereinabove mentioned as may be lawful, incident, and necessary thereto. Cecil Haney, operator of the Charlottesville plant, and i~. Hom~r~.Cheavacci, Sani- tarian of the Joint Health Department, and Dr. S. D. St~kie, Joint Health Director. Mm. Chiles sta~ed that the pm~s~teeons~ption of water in Crozet does not exceed !00,000 gallons in 24 hours and the committee felt that a 250,000 gallon filter ta~ would be sufficient. He stated that the co~ittee would like to purchase 3~ acres of property in the name of Dora farish, p~l up all orchards, and forest the area which he advised would cost $25,000.00. He also advised that it would cost approxi- mateiy $15,000.00 to raise the dam ten feet, and adding the $35,000~O0 for the filter ta~, this would require approximately s total of $75,000.00 or $4700.00 additional debt service per year. Mr. J. W. Williams suggested that the necessary funds be loaned from the General Fund to tbs Crozet Sanitary District ~nd until a bond issue. Mr. D. A. Robinson reco~ended a Bond issue of $I00,O00~00 to pro- vide for needs with a callable provision. Upon motion, made by Mr. Chiles and seconded by ~. Wi!!i~s, Mm. D. A. Robinson was authori~ ~d authorized the Crozet Sanitary District to build a 250,000 gallon filteration plant, to raise the dam ten feet, to fence the reservoir with suitable fence and all other improvements made as necessary, and that Wiley and Wilson, Consulting ENgineers, prepare .specifications and secure bids for work, and that the cost of these improvements to the water supply shall be paid from the sale of the remaining ~100,000.50 worth of Crozet Sanitary District Bonds which were authorized in 1946, the General Fund to advance ~25,000.00 immediately for the financial needs at present until revenue becomes available from the sale of bonds, without interest. Said motion was approved unanimously subject to the approval of the Commonwealth's Attorney. Mr. J. W. Williams stated that his attention had been called to the fact that Mr. Robinson was driving the County's car home at night and questioned whether or not this had been authorized by tb Board. The matter was discussed at length and Me. Robinson wtated that this fact was true~ However, this had been practiced since the\Board originally authorized the purchase of the car and he assumed that each member of the Board was aware of the use that the car had been put to and he further stated that he was extremely careful ~to see that the car was never used for his personal benefit and that if working hours and conditions weze such, he -would much prefer not finding it necessary-to use the car at any time. Upon motion, made by Mr. Wood and seconded by Mr. Chiles, Mr. Robinson was authorized to use the County's car at his discretion. Mr. Robinson stated that some of the Board members were constantly questioned by citizens about various procedures of his office. He stated that he felt these people should be referred to his office fo~ any needed explanations and if not satisfied with the explanations given, then should be the time For action in the matter b.¥ the Board. Mr. Robinson further stated that the Board would probably recall that in accepting his position with the County, one of the prime considerations was his interest in good County government and that he felt with the form in Albemarle County, there was an opportunity for such and if the Board or citizens of this County are not satisfied with his work or the manner in which his office is conducted, rather than be a party to the obstruction of good county government in Albemarle County in any way, he would much prefe.r that the Board acdept his resignation. Mr. Robinson advised the Board that he was making an effort to replace the County's auto- mobiles. Upon motion, made byb!Nr. -Williams and seconded by Me. Wood, Mr. Robinson was aUthorized to replace 91! County automobiles. Upon motion, the meeting adjourned. Chairman
