Chairman An adjourned meeting of.~the2Board of County Supervisors of Albemarle County, Virginia, was held at 7:30 P.M. on January 7, 1954, in the County Office Building, with the following members present: Messrs. C. Purcell McCue, E. H. Bain, H. Ashby Harris, Edward L. Smith, JAbsent: Messrs. John W. Williams and W. W. Wood. '0fficers present: County Executive and Commonwealth's Attorney. Mr. E. C. Compton, Stat~ Legislator, was also present. The meeting opened with the Lord's Prayer led by Mr. E. H. Bain. The Sheriff serv~e~ Process on the Board in session relative to suit instituted against the and taxpayers Board by certain citizenS/of ~he Cr~zet Sanitary District. Mr. Downing Smith, Commonwealth's Attorney, discussed with the Board said suit and recommended the employment of Mr. T. J. Michie as additional council in this case. Mr. Michie appeared before the Board and discussed this matter. Upon motion, made by Mr. Harris and seconded by Mr. Smith, it was ordered that council be employed to assist the Commonwealth's Attorney in the suit regarding the Crozet Water System. Upon motion, made by Mrl Bain and seconded by Mr. Smith, ~w~ ~rdered that the County retain Mr. T. ~. Michie to assist the Com- monwealth's Attorney. Legislative~matters were discussed at length with Mr. E. C. Compton. Upon motion~ made by ~. Smith and seconded by Mr. Bain, the following resolution was unani- mously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that representatives of this district in the General Assembly be requested to support and urge the passage of certain legislation as recommended by the League of Virginia Counties, namely: (1) That the monies new paid into the State Treasury by the Clerk's Office be paid to the general fund of the localities. (2) That the State of Virginia be required to participate to the exten~ to ~0% of the cost of the operation of the Commissioner of Revenue's Office aod the~Of- fice of the Treasurer, which cost shall include'.~h~ cost of office space. (3) That the Board of Supervisors, by resolution d~ly adopted, should be entitled to opinions from the office of the Attorney General. (4) That a general sales tax at wholesale l~e~el be adopted by the General Assembly with the entire revenue derived therefrom to be distributed to the localities on an equitable basis and to abolish the personal property tax. Upon motion, made by Mr. Bain and seconded by Mr. Harris, the following resolmtion was BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia,tthat representatives of this district in the General Assembly be requested to support and urge the passage of legislation as recommended by the League of Virginia Counties whereby the counties of Virginia should be granted additional powers of taxa- tion, as follows: (1) Local motor vehicle license tax° (2) Taxation of billboards. (3) Business and professional license tax. (4) Admission Tax. (5) Public Utilities Tax. (6) Recordation taxes collected in the Clerk's Office remain in the counties. BE IT FUETHER RESOLVED that, the Counties of Virginia be granted all the taxing powers that the cities now have. Upon motioH~made by Mr. Smith and seconded by Mr. Bain, the following resolution was unani- mously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that representatives of this district in the General Assembly be requested to introduce and urge the passage of an act ~o amend and reenace Section 58-851 of the Code of Virginia, relating to different rates of levy on different classes of property, whereby the governing body of any county may in its discretion classify household goods including the items set forth in Section 58-829 (9), (10), (11) and (12) separately from other tangible personal property and may fix the rate of levy thereon. Upon motion, made by Mr. Harris and seconded by Mr. Bain, the following resolution was ~ani- mously adopted: BE iT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that representatives of this district in the General Assembly be re- quested to introduce and urge the passage ef appropriate legislation with respmt to matters pertaining to local Welfare Departmentw, as follows: (!) That local Welfare Department~ be permitted to record claims en real estate of a recipient immediately upon execution of such claim and prior to the death of such recipient. (2)That a step parent be required to accept the responsibility of the support of step children. (3)That the Code of Virginia provide for the compulsory support of an illigi- timate child by the father. UPon motion, made by Mr. Bain and seconded by Mr. Smith, the following resolution was unani- mouslyadopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that representatives of this district in the General Assembly be re- quested to urge the passage of proper legislation to provide coverage under Work- man's Compensation for Sheriffs, Deputy Sheriffs, Sergeants and Deputy Sergeants.
