of Mr. Bain, seconded by Mr. Smith, it was ordered that the Board's intent to pass such ordinance at the
next regular meeting be advertised in the Daily Progress in accordance with law.
Mr. Harris reported that his Committee appointed regarding establishment of election districts
had met and discussed this matter with Mr. Bill Perkins. He advised that the law provides for three
judges in each precinct and that the precinct lines are well established.
Upon motion, the meeting adjourned.

Pursuant to the following waiver, the members of the Board of County Supervisors of Albemarle
County, Virginia, met in special session on this date at 7:30 P.M. in the County Office Building, with
the following members present: Nessrs. C. Purcell McCue, E. H. Bain, H. Ashby Harris, Edward L. Smith,
John W. Williams and W. W. Wood~
We, the undersigned, members of the Board of County Supervieors of Albemarle County,
Virginia, hereby waive notice and~special service thereof, of a meeting to be held
on the sixth day of August, 1954, at 7:30 P.M., in the Co~unty Office Building, Char-
lottesville, Virginia, for the purpose of considering matters pertaining to bridge
on Route 240 between Crozet and and Route 250 West, and Mr. W. W. Shields, Resident
Highway Engineer, and we do hereby consent to the transaction of any a~ all business
and the taking of such action at said meeting upon the matters hereinabove mentioned
as may be lawful, incident, and necessary thereto.

Officers present: County Executive, Commonwealth's Attorney, and Resident Engineer.
Dr. E. D. Davis, Crozet, Virginia, explained to the Board proposed changes in Route 240 by his
place between Crozet and Brownsville which would result in the construction of a new bridge. He stated
~k~ his objections to the proposed changes as planned by the State Highway Department but advised that
he had informed the Highway Engineers that if his objection would result in the bridge not being widened
rather than making a change in plans, he would withdraw such objection rather than impede the plans of
the Highway Department. Dr. Davis stated, however, that it is most evident that the change as proposed
not only would ruin h~s entrance but would result in a more dangerous barrier than now exists.
On motion of Mr. Bain, seconded by Mr. Williams, the following resolution was unanimously
adopted:
WHEREAS, the plans for widening of a bridge on Route 240 south of Crozet,
between Crozet and Route 250 west, has been brought to the attention of this Board,
and it being the considered opinion of this Board that a study of the proposed plan
tion adopted Nay 21, 1952 and forwarded the State Highway Department, and
WHEREAS, it being believed that it would be in the interest of maximum
safety to widen said bridge on the east or downstream side,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia, that the State Highway Department be requested to
permit a correction of alignment in order to provide for a change in location of
the bridge so as to correct a traffic hazard which appears apparent under the
present plans, and
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to
General J, A. Anderson of the State Highway Commission.
It was brought to the attention of the Board that Mr. Shields, Resident Engineer, would be
transferred from Charlottesville. On motion of Mr. Harris, seconded by Mr. Smith, the Chairman was
requested to appoint a committee to recommend the Highway Commission to keep Mr. Shields in Charlottes-
ville until his retirement. Mr. Bain and Mr. Williams were appointed to serve on this Committee with
M~. Pence.
Upon motion, the m~eeting adjourned.

at the office building of said County on the 18th day of August, 1954.

The meeting opened with the Lord's Prayer led by Mr. E. H. Bain.
Minutes of the meetings of July 21, 1954, August 4, 1954, and August 6, 1954, were read and
Mr. T. ~V. Ross, Associate E/W Engineer, and Mr. W. W. Shields, Resident Engineer, again apm
pezred at the request of this B~ard i.,egarding resolution proposed by Mr. Ross at the last regular meet-
ing concerning sidewalk on Route 240 in Crozet. Mr. Ross advised that if the Board did not adop~ such
a resolution, the County would be charged for the entire project by the Highway Auditing Department.
After discussion of the matter, the following resolution, offered by Mr. Bain and seconded by Mr. Williams,
was-unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that WHEREAS this Board passed a Resolution of July 18, 1951 guarantee-
ing to the Virginia Department of Highways the additional Right of Way required
for constructing sidewalk on Route 240 in Crozet, Virginia, Project 5902-01, and
by this Resolution the Highway Department was requested to pay for the Right of
Way as secured, the total amount to be refunded to them at the completion of the
securing of the Right of ~Way,
AND WHEREAS, the intent of this Resolution was to guarantee the cost of
the necessary land required for this sidewalk project, and the resulting damage
according to an understanding between the Board and some of the officials of the
