An adjourned meeting of the Board of County Supervisors of Albemarle County, Virginia, was
held at 10:00 A.M. on this date in the City Hall, Charlottesville, Virginia, with the following members
present: Messrs. E. H. B~in, Edward L. Smith, John W. Williams and W. W. Wood. Absent: Messrs. H.
Ashby Harris and C. Purcell McCue.
Officers present: County Executive and Commonwealth's Attorney.
Mr. Gus Tebelt, Acting Chairman of the Airport Commission, after announcing the purpose of
the meeting, asked if all bids relating to the leasing of the Charlottesville-Albemarle Joint Airport
has been presented~ After receiving sealed bids, M~. James E. Bowen, Jr. proceeded to qoen the same
which are tabulated as follows:
Messrs. Warren & Richard Holladay: $1200.00 per year base rental.
50% on the first $5,000;00 nOt'operating profit.
25% on the second $5,000.00 net operating profit.
10% over $10,000.00 net operating profit..
Aero Mart Corporation (R. M. Davis):
$50.00 per month base rental.
5% on the first $5,000.00 net operating PrOfit~
5% on the second $5,000.00 netOperating'profit.
10% over $10,000.00 net operating-profit.
W. R. FranCe:
$50,00 per month base rental.
5% on the first $5~000.00 net operating profit.
5% on the secon~ $5,000.00 net operating profit.
10% over $10,000.00 net operating profit.
The Joint Airport Commission then adjourned to consider the foregoing bids and after considers
tion of same presented to the two governing bodies the following resolution:
"BE IT RESOLVED by the Joint Airport Commission that this Commission
recommends to the Board of County Supervisors of Albemarle County, Virginia, and
to the City Council of the City of Charlottesville, Virginia, that the bid of
Holladay and Holla~ay be accepted subject to approval of the State Corporation
Comm~ission."
On motion of Mr. Bain, seconded by~. ~ood, the following resolution was adopted by the
following recorded vote: Ayes - Messrs. Bain, Smith, Williams and Wood. Noes - none.
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that in accordance ~ith recommendation of the Airport Commission sub-
mitted this date, that said Commission be and it is hereby authorized to enter
into contract for lease of Airport with Messrs. Warren and Richard Holliday in
accordance ~ith the terms of the lease as set forth below, said lease being here-
by approved, subject to similar action bythe City Council of the City of Char-
lottesville and approval by the State Corporation Commission.

Members of the Board then adjourned to the Board Room in the County Office Building where
action on the foregoing was again taken by like recorded vote.

Gentlemen:
In connection with the bid for a contract to operate the airport
submitted herewith by Mr. Warren Holladay and Mr. Richard Holladay they
wish to reserve as follows:
If the bid for contract submitted by the Holladays is accepted
by the commission they wish to enter into the contract in the name of
HOLLADAY AVIATION INCORPORATED of which they are the principal stock

Commission with officers and directors as above.
The corporation will have an authorized capitalization of
$200,000.00.

the Crozet Water Committee.
Communication was also received from the Crozet Water Committee advising that said committee
had studied and approved plans of the proposed W~ter layout in Wayland Park Development and recommended

~nite and Mr. W. A. Young as members of the Dump Committee from the Samue~ Miller District. On motion
of N~. Bain, seconded by ~. Wood, Messrs. White and Young were appointed to serve on the Dump Committee
as representatives from the Samuel Miller District.
Communication was received from the Crozet Water Committee recommending Mr. Norman P. Gill~m
as a member of the Crozet Water Committee to fill the ?acancy created by the resignation of Mr. T. O.
Perkins. On motion of Nr. Bain, seconded by,Lt. Smith, Mr. Noramn P. Gillum was appointed to serve on
the Crozet Water Committee.
Communication was also received from the Crozet Water Committee advising that said committee
had studied and approved plans of the proposed w~ter layout in Wayland Park Development and recommended
that the system be accepted into the Crozet Water System upon completion by the Crozet Development Cor-
poration. Upon motion, made by Nr. Bai~, seconded by Nr. Smith, and unanimously carried, the report
of the Water Committee was accepted and the following resolutions adopted:
(1) BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that upon completion of a water line to serve the proposed lots in the
Wayland Park Subdivision, said line will be accepted for maintenance by the Crozet
Sanitary District when same has been completed according to specifications by the
developer.
(2) BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that upon completion of a road in the Wayland Park Subdivision, same will
be recommended for acceptance into the State Secondary System for maintenance, pro-
vided that said road meets with specifications of the State Highway Department with
relation to width, Wade, sub-base, etc.
Upon motion, the meeting adjourned.
