Minutes of the ~eeting of March 15, i944were read and approved.
A group, including Mr. A. K. Randolph, ~r. John Faris, ~. J. R. Wingfield, and
~r. E. ~ McCue, Jr., appeared and requested that the Board ear-mark funds which it is
estimated will be received from the additional ABC profits and Wine Tax for teachers'
salaries.
Following a full discussion of the matter, a motion was made and passed providing
for the study of the problem by a committee consisting of:
1. The Superintendent of Schools.
2. A member of the ~chool Board.
3. A member of the Parent-Teachers Association.
4. A member of the Albemarle County Teachers Association.
5. A member of the Board of County Supervisors.
The County Executive.
and report back to the Board with its recommendation.
A Petition from the patrons of Broadus ~ood School, requesting an appropriation
of $700.00 for the purchase of materials to renovate a building on the school grounds to be
used for the teaching of home economics. Upon motion, duly made and seconded, an appropria-
tion of $700.00 was made for this purpose, provided the project was approved by the School
Board.
The following report of Viewers was presented, and upon motion, rejected:
We, the undersigned Viewers, appointed at a meetin~ of your Board
held on the 15th day of March, !gz~, to view a certain road, formerly
a part of the State Secondary System, known as Route 643 in Albemarle
County, and particu!ar~y described as, "a road beginning at the old ford
at Burnt ~ills on the property of Donald Kean~ an~ leading in a South-
easterly direction to the property line of A.-J. Birckhead and Hastings
Coles Estate, a distance of approximately one'thousand (1,000) feet~,
and report in writing whether, in our opinion, any and if any, what in-
convenience would resuld from discontinuing the s~s, be~ leave to re~
port as follows:
That on the 31st day of Narch, 1944, we met at the Court House of
said County, and after being first duly sworn, we oroceeded to view
said road proposed to be close~ such portion being d~siEnated as above,
and now report that in our opinion no inconvenience will result to any~
one if the said road, between the points described~ is discontinued and
closed.

The matter of the establishment of a Planning Board was again brought to the
attention of the Board. Upon motion, duly made and seconded, the following resolution was
unanimously adopted:
BE IT RESOL~ by the Board of County Supervisors of Albe-
marle Coun~y,~Virginia~ that a County Commission~ to be known as the
Albemarle County Plar~ing Commission, be and the same is hereby
created (Code reference - 2773-80 and following) and name the follow-
ing citizens as member~ for the terms opposite their names:

It was brought to the attention of the Board that it has agreed to provide a
road from the Corpora~Limits of the Town of Scottsville to the proposed site of the new
Industrial Plant and that some work would have to be done before July.
Upon motion, duly made ~ud seconded, the County Executive was instructed to ar-
range with the Department of Highways to have such work done as may be necessary.
In the matter of estab].ishing a public road from State RoadNo. 621,

Application having been made to the Board of County Suoervisors of Albemarle
County, by ~rs. W. W. [oberts and others to estab~_sh a oublic road ~rom Route 621,

that ~essrs. John Tyler, J. I. Haupin, and J. H. drist, resident free-holders of this County
be and they are hereby appointed viewers, whose duty it shall be to examine such road and
report upon the expediency of establishing the ss~e; they shall hs early as practibie af-
ter receiving this order, proceed to make the view, and may examine other routes and io-
cations than the one proposed, and i!~f opinion that there is a necessity for establishing
a public road, they shall locate the same, return a map or diagram thereof, with a report
to the Board stating their reasons for preferring the locations made, the probable cost of
establishing the locations of such road, the convenience and inconvenience'that will result

In the event that some of the landowners do not require compensation and they will
execute written consent, giving the right of way in question, the said Viewers shall obtain
such consent and return it with their report:
Provided, however, that the Chairman of the State Highwzy Commission, sometimes
called the State Highway Co~m~issioner, shall forthwi~ be notified of and made a party to
these proceedings, and that he shall likewise be notified of the time and place of the meet-
ing of the Viewers herein designated.

A Statemsnt of the Cost of Maintenance of Prisoners in the County Jail for the

A Summary Statement of Prisoner Days served in the County Jail during the ~onth
~of March 194A, was submitted. Upon motion, dulymade and seconded, this Statement was
examined, verified, and approved.

A petition was presented to extend ~oute 744 to Route 250. Upon motion, duly !~
made and seconded, the matter was referred to the Resident Engineer and the County Executive
to investigate and report back.
A copy of the Resolution adopted by the Greenwood Community League requesting that
additional ABC profits be ear-marked for teachers~' salaries, was presented and ordered filed~

Communications were received from Mr. George Gilmer, Attorney, concerning the
erroneous assessment of several tracts of land in Albemarle County, Upon motion, duly made
and seconded, the following resolution was unanimously adopted:
WHEREAS, ~r. George Gilmer, Attorney, who has been em-
ployed to'collect delinquent land taxes, has recommended that the
following parcels of land be deleted from the County's Tax Rol!s
due to the fact that in his opinion the land is erroneously assessed:

NO~, THEREFORE, BE IT RESOLVED by the Board of County
Supervisors of Albemarle County, Virginia, that these parcels of
Iand be considered as erroneous assessments on the basis of Mr~
Gilmer's reoort and no further efforts be made to collect the
taxes on same.
The Co~mty Executive reported that he had settled with the J. T. White Estate
concerning the fence at a cost of $t00.00.
The County Executive reported that he had been approached on several ocaasions
by attorneys suggesting that the interior of the Court House be painted. Following a dis-
cushion of the matter, the Count~ Executive wzs instructed to proceed with the work when
suitable labor could be obtained.
The County Executive was instructed to oroceed with the construction of the Nater
and Sewer Line from the Corporate Line of the Limits of the Town of Scottsville to the
property line of the Industrial Plant at such time as the Town of Scottsville made the lines
to the Corporate Limits Line.
Claims against .the County amounting to $41,225.61 were presented, ex,mined, and
allowed and ordered certified to the Director of Finance for payment and charged against the
following funds:
