was held at the Office Building of said County on the 18th day of July, 1945.
Present: Messrs. P. Ho Gentry, E. Jo Ballard, T. E. Bruce, and C~ Purcell McCue.~
Absent: Messrs. Henry Chiles and W. Wo ~ood.
Officers present: County Executive, Commonwealth's Attorney and Sheriff.
Minutes of the meetings of June 20, 19~5 and July 2, 19~5 were read and approved.
The following application was presented and accepted:
Application having been made to the Board o~ County Supervisors of this County by
~Willie Ho~gers through~ his Attorney, ~ro W. C. Williams, to establish a public road through
the lands of Loula Y. Durrett, a distance of approximately one,half mile to the property of
tWillie Rodgers, it is ordered that ~essrs~ J. Ashhy~dams, ~ill Carpenter, Hunter NcOreery,
Joe Henley, and A~ T. Durrer, resident freeholders of this County, any three of whom may act,
I be and they are hereby appointed Viewers whose duty it shall be to examine such road and re~
i port upon the expediency of establishing the same, they shall,?as soon as practible after re-
~ceiving this order, proceed to make the view, and may examine other routes and locations than
~the one proposed, and if of the opinion that there is a necessity for establishing a public
road they shall locate the same, return a map or diagram thereof, with a report to the Board
stating locations of much road, the convenience and inconvenience that will result as well as
to the individuals as to the public, whether the said road will be one of such mere private
convenience as to make it proper that it should be opened~ established, and 'kept in order by
the person or persons for whose convenience it is desired, whether any yard, garden, or6hard
will have to be take~; the names of the landowners on such road, which ~ much landowners
shall require compensation, what will he a just compensation to the landowners requiring
compensation for the land so taken, and for the damages of the residue of the tract, if any,
beyond the peculiar benefits to be derived in result to such residue from the road to be
established; and all other fact~ and circumstances in their opinion useful in enabling the
Board to determine its expeniency of establishing the road,, and they shall file such ~eport
with the Clerk of this Board;
In the event that some of the landowner~ do not require compensation and they will
execute written consent, giving the right of way in question, the said Viewers shall obtain
such consent and return it with their report;
Provided, however, that the Chairman of the State Highway Commission, sometimes
called the State Highway Commissioner, shall forthwith be notified of and made a party to
these proceedings, and that he s~all likewise be notified of the time and place of the
meeting of the Viewers herein designated.
A representative of the Minute Wen appeared concerning a suggestion of the Governor ~
to reduce the number of Minute Wen. The Board Advised the ~inute Men to send someone to
Richmond to find out the reason for this reduction before any action be taken.

A $~atement of the cost of maintenance of prisoners confined in the County Jail
i during the month of June, 19~5, was submitted~ Upon motion, duly made and seconded, this
Statement was examined, verified, and approved.
A Summary Statement of prisoner days served in County Jail was submitted~ Upon
motio~ duly made and seconded, this statement was examined, verified, and approved.
A Claim of Dro R~ T. Ergenbright, Jail Physician, amounting to $0°75, was presented
and approved for payment.
Communications were received from Mr. George Gilmer concerning the erroneous
assessment of certain land in Albemarle County. Upon motion, d~ly made and seconded, the
following resolution was unanimously adopted:
WHEREAS, Mr. George Gilmer, Attorney, who has been employed
to collect delinquent land taxes, haw recommended that the following
pardels of land be deleted from the County's Tax Rolls due to the
fact that in his opinion the land is erroneously assessed:

NON, THEREFORE, BE IT RESOLVED by the Board of-County Super-
visors of Albemarle County, Virginia, that these parcels of land be
considered as erroneous assessments on the basis of Mr. Gilmer~s re~
port and no further efforts be made to collect the taxes on same.
Communication was received from the Edward G. Taylor Company concerning bonds which
will mature in 19~7~ Upon motion, actiOn~on this matter was deferred until a later date~
Communication was received from Mr. N. N~ Hannah an~ the following resulution was
unanimously adopted:
~ERE~S, Mro ~ N~ Hannah, Attorney for Mr~ C. Mo Addington~
has presented his ch~ck amounting to $45,%2 in full settlement of all
taxes assessed against the property of C. M. Addington in Albemarle
County for the years 1933 to 1944, inclusive; and
~H~AS~ Mr~ Hannah has requested an order of the Board of
County Supervisors of Albemarle County, Virginia, exonerating the
property from the remainder of any taxes, which show on the land books
as delinquent~ to an including

visors- of Albemarle County, Virginia, that the $45~42 be ace~ted as
full payment of all taxes assessed against the property of C. M. Adding-

Au offer, of $96.92 for one (1) acre of land near Owensville was received from
Hahnah ~ite Catlin~ Upon motion, duly made and seconded, this offer was accepted.
~ne County Executive called the Board's attention to the fact that an assistant
janitor was needed. Upon motion, duly made and seconded, an~ appropriation of $360~00 was
made for this purpose.
A Claim was presented by Eva W. Maupin amounting to $598,75 for making and
dexing induction records of ~orld War Ii. Upon motion~ du~y~made and seconded, $598.75 was
appropriated for this purpose.
The Crozet Mater Supply was discussed and the County Executive was instructed to
write to Wiley and Wilson to see if their services would be available in approximately ninety
It was brought to the attention of the Board thatt~he terms of office of Nr. L. C~
Huff and ~r. Campbell Holt as members~bf the Board of Publice Welfare expired on June 30,
1945. Upon motion, duly made and seconded, tit. Huff was re-appointed for a term of three
years and ~. Holt was re-appointed for a term of two years.
It was also brought to the attention of the Board that vacencies ha§ occurred on
the District Home Board, Joint Health Board, and Albemarle Co~uty Planning Commission, due
to the ~esignation of Nrc H. A. Haden~ Upon motion, duly made and seconded, ~. H~ G. Cockre~
was appointed to succeed ~r. Haden~
A communication from George W. Dean, State Forester~ setting forth the following
wage rates, was presented and ordered filed:
Fire fighters - 35¢ and ~0¢ per hour (~0~ for regular fire crew
members, and 35~ for pickup labor)
Local forest war~m - 48¢ per hour
Chief forest wardens - $6.00 per day
Fire towermen - not to exceed $4~$0 per day
A communication from Nr~ Co H. Norri~sett, State Tax Commissioner, approving the
appointment of ~Lr. H. G. Cockrell am County Executive and Director of Finance, was pre-
isented and ordered filed~
A communication from Najor Ro N. Youell, Commissioner of Corrections, concerning
the consolidation of the City and County Jails, as well as a report from Najor Youell on the
conditions of the Co~unty Jail, was presented. The County Executive was instructed to write
Na~or Youell to the effect that the Board did not favor the consolidation of the two jails
but that it woul~ make the adjustments suggested in his report at such time when materials
and labor are available.
Communication from the Planning Commission cencerning the proposed School Program
was presented and ordered filed~
A committee consisting of ~r. T° E. Bruce and ~r. E~ J~ Ballard, was appointed to
burn the Bonds of the Noolen Nills Sanitary District.
The following resolution was unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia~ that the Board hereby approves the
comprehensive plan for the development of the James P~iver Basin
for l~ca! flood control, pollution abatement, and other allied
purposes as outlined at Public Hearing held in P~ichmond~ Virginia
on June 26, 1945.

Notice was presented by the Chesapeake and Ohio Railway Company stating that it
anticipated discontinuing the passenger trai~ stops at intermediate stations between Char~
lcttesville ~md Gordonsville for train No. 42 to dischar§e revenue passengers from points
west of Charlottesville, and a hearing of this would be held in Richmond on July ~l, 1945~
Claims against the County amounting to $21~268.04 were presented~ examined, and
allowed and ordered certified to the Director of Finance for payment and charged against the
General Fund
