H~ff and Nr. Campbell Holt as members~bf the Board of Publice Welfare expired on June 30,
1945~ Upon motion, duly made and seconded, Mr. Huff was re-appointed for a term of three
years and Mb. Holt was re-appointed for a term of two years.
It was also brought to the attention of the Board that vacencies ha§ occurred on
the District Home Board, Joint Health Board, and Albemarle County Planning Commission, due
to ~the ~esignation of Nr~ H. A. Haden. Upon motions, duly made and seconded, I~. H. G. Cockre~l
was appointed to succeed Mr. Haden.
A communication from George W. Dean~ Sta.te Forester, setting forth the following
wage rates~ was presented and ordered filed:
Fire fighters - 35¢ and 40~ per hour (40¢ for regular fire crew
members, and 35~ for pickup labor)
Local forest war~Rs~ - 48~ per hour
Chief forest wardens - $6.00 per day
Fire towermen - not to exceed $4.$0 per day
A communication from Nr. C. H. Norrissett, State Tax Commissioner, approving the
appointment of Mr. H. G. Cockrell as County Executive and Director of Finance, was pre-
i sented and ordered filed~
A communication from ~jor R. N. Youell, Commissioner of Corrections, concerning
the consolidation of the City and County Jails, as well as a report from Mmjor Youell on the
~conditions of the County Jail, was presented. The County Executive was instructed to write
i Najor Youell to the effect that the Board did not favor the consolidation of the two jails
but that it woul~ make the adjustments suggested in his report at such time when materials
and labor are available~
Comr~unication from the Planning Commission cencerning the proposed School Program
was presented and ordered filed.
A committee consisting of ~r. T. E. Bruce and Mr. Eo J~ Ballard, was appointed to
burn the Bonds of the Noolen Mills Sanitary District~
The following resolution was unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia~ that the Board hereby approves the
comprehensive plan for the development of the James P~iver Basin
for $~cal flood control, pollution abatement, and other allied
purposes as outlined at Public Hearing held in P~ichmond~ Virginia
on June 26~ 1945.
BE IT FU~iTHE~ RESOLVED that a copy of this resolution
be sent to the Office the the District Engineer, U. S. Engineer
Office, Norfolk, Virginia
Notice was presented by the Chesapeake and Ohio Railway Company stating that it
anticipated discontinuing the passenger trai~ stops at intermediate stations between Char~
lottesville and Gordonsville for train No. 42 to dischar§e revenue passengers from points
west of Charlottesville, and a hearing of this would be held in Richmond on July ~l, 19~5~
Claims against the County amounting to $21,268.0~ were presented~ examined, and
allowed and ordered certified to the Director of Finance for payment and charged against the~
following f~nds:

Dog tax fund
Crozet Fire District Fund
National Defense Training Fund

A regular meeting of the Board of County Supervisors of Albemarle County, Virginia,
was held at the Office Building of said County on the 15th day of August, 19~5.

Minutes of the meeting of July 18, 1945 were read and approved.
Mr. O. A. P~andolph, Mr. Lo H. Peterson, and Mrs. isabelle Nur~ually appeared and
asked the Board to appoint a committee to confer with a committee from the City concerning
a proposed airport for this community. After a discussion of the matte~, Nr~ ~en~y appointe
Mr. We W. Wood and Mr. H. G. Cockrell to serve on this committee.
The following report o£ Viewers apppinted at the meeting of July 18, 1945, was
presented and accepted:
TO THE HONOR.~BLE BOARD OF COUNTY SUPERVISOAS OF ALBE-
MARLE COUNTY:
The undersigned~ Viewers appointed by your order ma~e on
the 18th day of July, 1945, respectively report that on the 3rd day
of August, 1945, they went upon the lands of ~s. Loula Yancey~
Durrett~ proposed to be taken for the purpose of establishing a
public road through her lands from the present en~ of state Route
6Al, and that your said Viewers are of the opinion that ther® is no
necessity to establish another public road, because of the fact that
a public road now exists upon and along an old location which is 20
feet in width and is considered adequate for all persons concerned.
The undersigned Viewers are further of the opinion that ~he
said road is required for use by such a small n~mber of persons as to
make it inadvisable to request the State Highway Department to take and
maintain the same in the Highway System.

Mr. H. G. Cockrell, Director of Finance, submitted a Statement of Expenses of the
Department of Finance for the month of July, one,third of which to be borne by the State.
Upon motion, du[y made and seconded, this Statement was examined, verified, and approved.
Mr. ~. G. Cockrell, Director of Finance, submitted a statement of Expenses of the
Sheriff ~s Ofz _ce for the month of July, two-thirds of which to be borne by the State. Upon
motion~ duly made and seconded, t~is Statement was examined, verified, and approved.
Mr. H. G. Cockrell, Director of Finance, submitted a Statement of Expenses of the
Commonwealth~8~ Attorney's Office ~or the month of July, one-half of which to be borne by the
State, Upon motion, duly made and seconded, this Statement was examined~ v&rified, and ap-
proved.
A Statement of Expenses incurred in the maintenance of prisoners confined in th~
County Jail during the month of July wa~ submitted. Upon motion, duly made and seconded, thi
Statement was examined, verified, and approved.
A Summary Statement off PriSoner Days was presented. ~pon motion, duly made and
seconded, this Statement was examined, verified, and approved.
Communications were received from Mro George Gi~mer concerning suits filed against
Walter Thomas and Susan Ann Via erroneously which communications were approved and ordered
filed.
A report was received from ~. C. H.~ Shapleigh concerning an erroneouse assessment
of 61.2 acres of land in the name of William Harding. The Board requested that this report
be referred to ~. George Gilmer for. further study and investigation.
Nr. H. G. Cockrell called the Board's attention to the fact that an a~propriation
of approximately ~1590.00 was necessary to pay for new copies of Registration Books. Npon
motion~ duly made and seconded, an appropriation was made for $1,500.00 ~ as much thereof
as may be necessary.
A communication was received from },~. Daley Craig, Secretary-Treasurer of the
District Home Board, concerning the resignation of Sr~ and Nrs~ Naylor~ Each member was re~
quested to keep this matter in mind and the County Executive was instructed to make the
matter public ~

An offer/was received from Jesse G. Powell for approximat&ly seven ~7) acres of
land in the Rivanna District. Upon motion, duly made and seconded, this offer was accepted~
Communications from WRAter, Woody & Heimerdinger concerning refund of bonds were
presented and action was deferred unt~.l a laterdate.
Communication was received from Wiley and Wilson~ Consulting Engineers, advising
that they would be unable to undertake ~ny more work for three or four months. The County
Executive was instructed to write Wiley~ Wilson and ask that the County be placed on their
list for future contracts.
A communication and report of Clerk's Fees~ Expenses, etc. was received from ~
E. R~ Combs, Chairman of the Compensation Board~ and the r~port was .ordered published once
a week for two weeks in the Scottsville News Paper.
Notice from Virginia Stage Lines~ ~Inc~rporated was presented and ordered filed.
A communication was received from Irving ~. Hadsell concerning post-war construction
and the matter was referred~to the Planning Commission.
Upon motion~ duly made and seconded, the following resolution was unanimously
adopted
BE IT RESOLVED by the Board of County Supervisors o~ A~be-
marle County that a petition to be signed by at least a majority of
this Board shall be presented- to the Circuit Cotu~t of Albemarle
County praying that an order be made by said Court requiring the
judges of election at the next regular election~ the first Tuesday
in November, 1945, to open a poll and take the sense of the qualified
rotors of the County upon the question of whether the County shall
ass~me the road indebtedness of Samuel Niller and Scottsville Districts.

allowed and ordered certified to the Director of Finance for payment and charged against theii
