To establish an automobile dealership, which entails the renovation of the existing commercial building into an automobile showroom as well as the construction of an
addition at the south end of the building for service drop-off. Buildings behind the showroom would be renovated to accommodate parts, service, vehicle prep and
body shop functions.
Context
This parcel extends from Rt. 29 at the east to Berkmar Drive at the west, in a heavily developed commercial corridor. Automobile dealerships with vehicle display are
located nearby at the Jim Price and Brown sites a short distance north on Rt. 29. The Carrsbrook neighborhood is located across Rt. 29 to the east.
Visibility
The main building on site is readily visible from the EC. The metal buildings located behind the main building are also visible from the EC, but they have less impact
due to their position behind the main building and the increased distance from the road. Each of the proposed vehicle display/storage areas will be visible from the EC,
with the display area at the front having the most visual impact on the EC.

SITE/PROJECT HISTORY
The ARB completed a review of the request for a Special Use Permit to establish outdoor sales, storage and display at this site on June 6, 2016. Among the recommendations made at that time was the
following note: "standard trademark/branding elements may require modification to meet the EC Guidelines." On September 6, 2016, the applicants presented a conceptual design to the ARB on which
the ARB offered comments for future submittals (included as Attachment A). The ARB's comments primarily focused on the proposed materials, including that the applicant use less reflective metal
panels on the fagade, darker paint color options for the rear service structures, and replacement materials for the ribbed and corrugated metals that had a less utilitarian appearance. The ARB also advised
the applicant to use metal panels in conjunction with more traditional building materials and to reduce the amount of hairline aluminum metal panels overall, as well as to better integrate the entrance
element (which curved) into the design. Lastly, the ARB requested that the applicant submit larger material samples and window glass manufacturer's specifications as well as revise the plans to indicate
the location of mechanical equipment and to include the standard window glass and mechanical equipment notes.
CHANGES TO THE PLAN SINCE THE LAST REVIEW
In the current proposal, as per the ARB's recommendations made September 6, 2016, the applicant has revised the design to better integrate the entrance element into the whole: from a curved form, the
entrance has been rendered as a rectangular volume flanked by stepped wing walls; the ensemble extends above the flat roofline and protrudes from the wall plane, adding relief to the otherwise -planar
fagade. The applicant has eliminated the hairline aluminum decorative metal panels and has provided a less -reflective, matte option for the decorative metal panels (MTLC SMX SLVR metal paneling by
Alpolic), as well as a darker color option for the paint (`Flagstone' by PPG 10001-4) intended for the rear service structures. Tangentially, the applicant has reduced the amount of the decorative metal
panels by substituting `Pietra Serena' limestone paneling by Ciot on the entrance feature. Similarly, the corrugated metal has been eliminated and the amount of the ribbed metal panels was reduced with
the introduction of General Shale's `Smoke Grey' brick veneer on the service wing and as wing walls to the centralized entrance feature; however, the ribbed metal panels have not been eliminated
entirely, as they figure as lintels above the storefront windows and as cladding on the sidewalls of the centralized entrance feature. The applicant has also submitted a detailed lighting plan and landscape
plan as part of the final site plan submission. The latter addressed the screening of the stormwater facility and vehicle storage areas as per the ARB's previous request, but does not provide shrubs along

Staff recommends the following as the primary points of discussion:
1. Appropriateness of the use of the MTLC SMX SLVR metal paneling by Alpolic for the Entrance Corridor (i.e., reflectivity and finish) as well as the ribbed metal paneling, and whether the use of
grey -colored brick veneer is a successful allusion to regional building traditions.
2. Appropriateness of exploring replacing the limestone with soapstone or a material that mimics soapstone and whether a darker hue of grey (or black) would create a better balance with all of the
silver and grey tones already used in the design.
3. Appropriateness of elevated architectural planters instead of at -grade planting beds along the fagade, which may address the property owner's maintenance concerns.
Staff recommends approval with the following conditions:
1. Choose a darker stone for the entrance element, such as granite, soapstone, or a stone that imitates or is comparable to soapstone.
2. Eliminate the use of the MTLC SMX SLVR metal paneling by Alpolic and replace with MICA MZG GREY metal paneling by Alpolic.
3. Choose a medium -grade paint color for the rear service buildings so that they better blend with their natural environment. The current paint color is similar to Pantone "Cool Gray 6c"; consider
Pantone "Cool Gray 8c" or "Cool Gray 9c" as alternatives.
4. Eliminate the ribbed metal panels as accent features (i.e., storefront lintels) and cladding of the sidewalls of the entrance feature. Eliminate the lintel and pilaster accents altogether.
5. Choose an alternate, truer grey brick or a darker, glazed brick with a more refined finish. Alternatively, choose a grey paint color for the brick that better complements the metal panels and polished
stone surfaces.
6. Reduce the number of total cladding materials to 3, in 3 colors/hues.
7. Provide the LRV and SRI information of the Alpolic MTLC SMX SLVR for review.
8. Add vegetation (in addition to the two trees flanking the fagade already proposed) in elevated architectural planters instead of at -grade planting beds along the fagade.
9. Provide on the site plan and architectural drawings the standard mechanical equipment note: Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated.
10. Only dark bronze or black are appropriate color choices in the Entrance Corridor. Add a note to the lighting plan which details the color choice for the lighting fixtures and poles.
11. Indicate on the plans whether wall -mounted lights are proposed, and if so, revise the lighting and architectural plans to reflect this change.
12. Add the standard lighting note to the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to
reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning
districts shall not exceed one half footcandle. "
13. Indicate on the plans whether ground -mounted landscape lighting is proposed, and if so, revise the lighting and architectural plans to reflect this change.
14. Increase the size of the 2 European Hornbeams located near the service bay entrance to 21/2" caliper at planting, minimum.
Note that a sign application will need to be submitted, reviewed and approved by ARB staff. The applicant will need to submit detailed specifications in the sign application.
