was held at the Office Building of said County on the 15th day of January, 19&7.
Present: Messrs. P. H. Gentry, E. J. Ballard, T. E. Bruce, Henry Chiles, C. Purcel
McCue and W. W. Wood.
Absent: None.
Officers present: County Executive, Commonwealth's Attorney, and Sheriff.
Mr. T. E. Bruce nominated Mr. P. H. Gentry as Chairman for the year 1947, which
nomination was seconded by ~r. Henry 8hiles. There being no further nominations, Mr. Gentry
was unanimously elected.
Mrs. June T. Via was nominated as Clerk of the Board. There being no further
nominations, Mrs. Via was unanimously elected.
Mr. Gentry appointed the following to serve on the Finance Committee: ~r. C. Purcel
McCue, Mr. W. W. Wood and Mr. Henry Chiles.
The appointment of an Equalization Board was deferred until the next meeting and
Mr. H. G. Cockrell was instructed to request Mr. C. M. Garnett to continue to serve on this
Board until his successor could be appointed.
Minutes of the meeting of December 18, 19~6, were read and approved.
Mr. W. W. Finley appeared and presented a petition requesting that the short curve
on Route 601, on the hill known as "Joe Maupin Hill", be widened and sufficient super-
~evation be given the road to provide reasonable safety. Mr. Finley was advised ~hat this
matter would be taken under consideration.
The following reports were presented and ordered filed:

(D.) Joint Health Department.
Upon motion, made by Mr. C. Purcell McCue and seconded by ~r. E. J. Ballard, the
following resolution was unanimously adopted and ordered sent to the Chairman of the Joint
Health Department:

A Statement of the Expenses incurred in the maintenance of prisoners confined in
the County Jail during the month of December, 1946, was submitted. Upon motion, duly made
and seconded, this Statement was examined, verified, and approved.
A Summary Statement of Prisoner Days for the month of December, 19~6, was submitted.
Upon motion, duly made and seconded, this Statement was examined, verified, and approved.
Claim of Dr. Richard T. Ergenbright, Jail Physician, amounting to $~.50 was pre-

Comm~:~nications were received from Miss Junia E. Graves and Mfs. Louise A. Williams
expressing to the Board their appreciation for leaves-of-absence granted to them on account
of illness.
Claim of the Virginia Conservation Commission amounting to $32.30 was presented
and approved for payment.
A report was received from 'the Sheriff showing the total number of prisoners con-
fined in the County Jail during the year 1946.
An estimate bid for repairs to the County Jail wa~ received from the Charlottes-
ville Lumber Company but no action was taken on this matter.
Mr. H. G. Cockrell requested an appropriation of $180.00 for janitors' salaries
from January, 1947, ~n~il June 30, 1947. Upon motion, duly made and seconded, the following
resolution was unanimously adopted:
BE iT RESOLVED by the Board of County Supervisors of Albemarle
County, Virginia, that $180.00 be and is here~y appropriated to cover an
increase in the salary of janitors in the County Office Building from
~anuary 1, 1947, through~Jdne 30, 1947.
Mr. H. G. Cockrell advised the Board that an additional employee would be needed
in the Department of Finance due to extra duties which will have to be taken over by the
office on account of the Crozet Sanitary District and also due to the fact that the present
bookkeeper needed an assistant. Upon motion, made by Mr. C. Purcell McCue and ~econded by
Mr. T. E. Bruce, Mr. Cockrell was authorized to hire an additional girl in the office of the
Department of Finance as soon as he could do so.
Upon motion, made by Mr. Bruce and seconded by Mr. Chiles, the Finance Committee
and directed

following Districts maturing this day, such payment to be made out of funds heretofore pro-
vided for that purpose:

Upon motion, made by Mr. C. Purcell McCue and seconded by Mr. W. W. Wood, the
following resolution was unanimously adopted:
BE IT P~ESOLVED by the Board of County Supervisors of Albemarle County~ Virginia,
that the Secondary additions approved by this Board during the year have been taken in in
accordance with Code 2039, Sections 2, 3, 4, 5, 6, 8, and 9 of the 1942 Code of Virginia.

teachers and other persons employed by the School Board.
Upon motion, made by ~f~. C. Purcell McCue and seconded by ~. T. E. Bruce, the
~eneral plan for increases in salaries of school teachers and other persons employed by the
School Board, as submitted by Mr. R. Claude Graham, Superintendent of Schools, was approved.

of Albemarle County, Virginia, met in special session on this date with the following mem,
bets present: ~essrs: E. J. Ballard, C. Purcell ~cCue, Warren W. Wood, T. E. Bruce,
Henry Chiles amd P. H. Gentry.
Ne, the undersigned members of the Board of County Super-
visors of Albemarle County, Virginia, do hereby waive notice and
service of notice of a Special Meeting of The Board of County
Supervisors to be held at ll:3~ A. N. on the 206h day of January,
1947, at the Board Room, in the~ County Office Building, on Court
Square, in the City.of Charlottesville, Virginia, for the purpose
of receiving, opening and acting upon sealed bids for the purchase
of $!~0,000.O0 Water Supply Bonds of The Crozet Sanitary District
of Albemarle County, Virginia, and to do all other things at said
meetinE in and about the purposes heretofore stated, and in and
about the bond issue of The Crozet Sanitary District that may be
lawful, incident and necessary thereto.

~r. Hunter G. Cockrell, Director of Finance of the County of Albemarle, reported
that in conformity with provisions contained in resolution adopted by the Board of County
Supervisors at the Regular ~eeting of the said Board held on the 18th day of December, 19A6,
he 'advertised for sealed bids to be received at the Office of Director of Finance of the
County of Albemarle until twelve o'clock ~., E.S.T., January 20th, 1947, for $150~000.00
Water Supply Bonds of The Crozet Sanitary District of Albemarle County, Virginia; that the
advertising was done by insertions December 31st, 1946, January 7th and January 14th, 1947,
in the Daily Bond Buyer, a widely distributed medium for advertising municipal bonds, and
one insertion in weekly issue of January Ath, 1947~ of The Bond Buyer, and by circularizing
all municipal bond buyers in the State of Virginia and all interested and inquiring buyers
outside of said State; that the said advertisement was for the purchase of all, but not any
part~ of $150,000.00 ~ater Supply Bonds aforesaid to be dated February ist,
as.se~.afpr~h~i~maa~id~So~ution of December 18th, 1946, with other necessary information
from said resolution touching the character of bonds and coupons; that bidders were invited
by such advertisement to name the raZ$ of interest which the bonds are to bear, the same to
be a multiple of one-fourth (i/A) of one per centum, the rate not to exceed six percent per
annum, and no bid to be for less than par, with further information that the bonds would be
awarded to 'the bidder offering the ~owes% interest~cost to the District, to be determined by
aggregating the interest payable by the District over the life of the bonds, in accordance
with the terms of each bid presented, and deducting therefrom th~ premium, if any, stipu-
lated in a proposa!~ the said advertisement further provided that all Droposals must be
unconditional and accompanied by certified check in the amount of 2% of the face amount of
bonds, ($3,000.00), checks to be immediately returned if bid is not accepted, otherwise, to
be deposited and considered as oart payment for said bonds, or retained as and for liquidate~

and The Board of County Supervisors of Albemarle County with respect thereto.
A copy of said circular and of issue of The Daily Bond Buyer, of December 3]st,
1946, containing advertisement, was oresented to the Meeting and ordered to be filed among
the premanent ~ecords of the Board.
At the hour of 12:01 o'clock P.M., this 20th day of January, 1947, oursuant to

For the $150,000.00 Water Supply Bonds of The Crozet Sanitary
of
District, Albemarle County, ¥irginia, described in the attached notice
of bond sale which is hereby made a ~art of this bid, and bearing interest
at the rate of 1-3/4% we will pay the sum of ~152,161.51) One Hundred fifty-
two thousand one hundred sixty-one dollars and fifty-one cents plus
accrue~-interest from the date of bonds to date of delivery.
We enclose herewith a duly certified check payable to the order
of Director of Finance of Albemarle County, in the amount of two per centum
(2%) of the face amount of said bonds ($3,000.00), which check is' to be
funned to us if this bid is not accepted, otherwise, to be deposited by said
Director of Finance, and when the bonds are delivered and paid for under the
terms of this bid, to be considered a~ part payment therefor, or to be
rained as and for liquidated damages in case we fail to take up and pay for
the bonds.

was adopted, all members present voting in the affirmative:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County that the
bid set out above of Scott, Horner and Mason, of L~uachburg, Virginia, of $152,161.51, plus
accrued interest from the date of the bonds to day of delivery and upon and interest rate
of 1~3/4 per cent, be ~ccepted, and the sale of $150,000.00 Water Supply' Bonds of The
Crozet Sanitary District of A!bema~le County, Virginia, to Scott, Horner and Mason of
Lynchburg, Virginia, to bear interest at the rate of 1Q3/4 per cent per annu~, .or th~ sum

Pursuant to the following waiver, the members of the Board of County Supervisors
of Albemarle County, Virginia, met in special session on this date with the following mem-
bers present: Messrs. P. H. Gentry, W. Warren Wood, C. Purcell McCue, Henry Chiles,
and T. E. Bruce.

visors of Albemarle Comuty, Virginia, do hereby- waive notice and
service of notice of a Special Meeting of the Board of County Supervisors
to be held at 7:00 o'clock P.M., on the 30th ~ay of January, 1947, at the
Board Room in the County Office Building, on Court Square, in the City of
Charlottesville, Virginia, for the prupose of considering and acting upon
a pland for the joint ownership and operation of a~h school for negro
pupils proposed by the school boards of the City of Charlottesville and
the County of Albemarle; considering and making an appropriation toward
cost of acquiring a site for such proposed high school; and considering
and acting upon any and all other matters touching upon and relating to
the public school system in the County of Albemarle; and to do al! other
~hings at said meeting in and about the purposes heretofore stated that
may be lawfu~,bincident, and necessary thereto.

Upon motion duly made and seconded, the following resolutions were unanimously
adopted:
BE IT RESOLVED by the Board of County S~ervisors of Albemarle County that the
plan for the joint ownership and operation of a ~gh school for negro pupils propoeed by th~
school boards of the City. of Charlottesville and the County of Albemarle be and the same is
hereby approved, and it is recon~mended that the said Boards proceed to acquire a suitable
site for the establishment of such joint high school.
BE IT RESOLVED by the Board of County Supervisors of Albemarle County that
$10,000.00, or so much therof as may be necessary, be and the same is hereby appropriated fo
the payment by the County School Board of Albemarle County of one-half of the cost of ac-
quiring a site for a proposed high school for negro pupils to be established and operated
jointly with the City of Charlottesville.
