Minutes of the meeting of June 16, 1948, were read and approved.
Mr. R. C. Ambler, Resident Engineer, appeared and requested the Board to approve
a transfer of $19,800.00 from the balance in the 1957-1948 budget to Route 712 to supplement
funds for the financing of the aforesaid Federal Aid Project. Upon motion, duly made and
seconded, Mr. Ambler's request was approved.
Communication was received from Mr. W. E. Buford concerning a section of the old
road between Esmont and Scottsville and Mr. Ambler advised tha~ this road had been abandoned
as far as highway maintenance was concerned but it was left open for property owners, He
further advised that in order for this road to be closed, it would be necessary for the
property owners to post a notice at the Court House and at two places on said road twenty
days prior to a regular meeting of the Board of Supervisors stating that the property owners
expected to petition the Board of Supervisors to have said road officially closed. Inasmuch
as there was no such request before the Board, no action was taken at this time.
Mr. O. R. Randolph and Mr. Allen Spitzer appeared before the Board and presented a,
plan whereby a .non-profit corporation known as the Lake Albemarle Commission had been organized
for the purpose of securing a long-term lease on Lake Albemarle. Mr. Eandolph pointed out
that the Corporation, if granted a lease on L~k~e Albemarle, would de?elop it as a recreational
center. He further pointed out that he was speaking for the various civic organizations of
the County and City which were interested in the development of this project. The matter
was tabled and referred to Mr. W. O. Fife with the understanding that a copy of the Charter
and By-Laws would be furnished Mr. Fife to e~amine.
,An offer of $10.00 was received from Mr. Julian Thomas for the road wagon owned
by the County located at the Wingfield Precinct. Upon motion, made by Mr. Dorrier and
seconded by Mr. Wood, this offer was accepted.
Mr. B. D. Chesshi~ presented to the Board a claim from R. L. Powell for seventeen
chickens killed by dogs. The 1948 tax return of Mr. Powell shows no chickens assessed and
Mr. Powell says he told our assessor, Mr. Black, to list them. Upon motion, made by Mr.
Chiles and seconded by Mr. Dorrier, it was ordered that this claim be held 2~ further in-
vestigation with Mr. Black.
Mr. Chesshir also presented a claim from' H. ~. Oliver for twenty-three fryers
weighing 2~ lbs. each and ten hens. Upon motion, made by Mr. Chiles and seconded by Mr.
Nood, it was ordered that Mr. Oliver be paid $0.70 each for the fryers and $0.25 per hen as
assessed on his 19%8 tax return.
It was brought to the Board's attention by Mr. Chesshir that he is unable to
render the proper services to the County because there are no facilities for getting gas and
oil at night and over the week-end. Upon motion, made by Mr. Wood and seconded by Mr. Balia~d,
it was ordered that the credit cards be given back to the employees with th~ understanding
that they are to be used only when it is impractical to draw from the County,s storage tanks.~
Mr. Robinson advised that he had not requested any employee to surrender their credit card.
~esolutions ws~e received from the following containing requests to the Governor
to call a special session of the Genera~ Assembly to enact a sales tax for the purpose of
establishing and maintaining an adequate school building program:
Upon~motion~ made by Mr. Chiles and seconded by Mr..W. ood, the following resolutions
were unanimously adopte~:
BE IT EESOLVED by the Board of County Supervisors of Albemarle
County, Virginia, that $11,190.23'be and the same is hereby appropriated
from the School Fund Surplus for the purchase of land for the Joint City
and County Negro High School site. This amount represents funds appro-
priated for this purpose in the prior fiscal year but not spent.
BE IT ~OLVED by the ~oard of County SUpervisors of Albemarle
County, Virginia, that $450.00 be and the same is hereby appropriated
from the School Fund Surplus for the purchase of the Deane property for
the Joint City and County Negro High School. This amount represents one-
half of the additional cost of this property not included in the attorney's
previous estimates.
THIS DAY CAME, David A. Lyon, Jr., and David A. Lyon, III, of Prince George County:
and offered their services to this Board, under certain conditions hereinafter set forth, as
Delinquent Personal Property Tax Collectors for this County, in accordance with the pro-
visions of Section 394 of the Tax Code of Virginia.
Whereupon, on motion made by Mr. Chiles, duly seconded and unanimously adopted:
BE IT RESOLVED that this Board appoint, and it hereby does,
David A. Lyon, Jr.~, and David A. Lyon, III, as Delinquent Personal Pro-
perry Tax Collectors for this County, in accordance with Section 394 of
the Tax Code OF Virginia, for the collection of delinquent personal
property taxes for this County for the years 19~3, 1944, 19~5, and 1946.
BE IT FURTHER RESOLVED the Board approve, and it hereby does,
the following agreement as to the compensation of the aforesaid Delin-
quent Personal Property Tax Collectors, the same to become effective when
the bond hereinafter described has been executed, or filed with the Clerk
of this Board.
1. The said Collectors shall furnish, and pay the premium there-
on, an official surety bond in the penalty of $1,OO0.00.
2. This Board shall furnish said Collectors with the necessary
office space at or near the Court House.
3. The aforesaid Collectors shall receive fore, their compen-
sation 35% of all funds collected by them, as and when collected, the said
County to have no .:6ther costs or expenses to pay.
4. The said Collectors shall report and r~mit to the Director
of Finance of this County weekly all collections mad~ by them, less their
said commissions.
5. The Director OF Finance and/or Clerk of the County is
a~thorized and directed to loam to the aforesaid collectors, and take their
receipt therefor, the delinquent personal property tax lists for the years
hereinabov~...me~tibned, ~in':,.~rde~tHat~.sAid Cbltec~ors may make out state-
ments for said unpaid taxes now collectable by them, which said lists
shall be returned to the Director of Finance and/or Clerk as soon as this
has been done.
A recorded vote being taken on the foregoing resolution re-
sulted as follows-:

Mr. D. A. Robinson, Director of Finance, submitted a Statement of Expenses of the
Department of Finance for the month of June, 1948, one-third of which to be borne by the
State. Upon motion, duly made and seconded, this Statement was examined, verified, and aPT
proved.
Mr. D. A. B~binson, Director of Finance, submitted a Statement of Expenses of the
Sheriff's Office for the month of June, 1948, two-thirds of which to be borne by the State.
Upon motion, duly made and seconded, this Statement was examined, verified, and approved.
Mr. D. A. Robinson, Director of Finance, submitted a Statement o£ E~enses of the
Commonwealth's Attorney's Office for the month of June, 1948, one-half of which to be borne
by the State. Upon motion, duly made and seconded, this Statement was examined, verified,
and approved.
~ Statement of Expenses incurred in the maintenance of prisoners confined in the
County Jail during the month of June, 1948, was submitted. Upon motion, duly made and
seconded, this Statement was examined, verified, and approved.
A Summary Statement of prisoner days was submitted. Upon motion, duly made and
seconded, this Statement was examined, verified, and approved.
Clai~. of Dr. Richard T. Ergenbright, Jail Physician, amo~uting to $1.25, was pre-
sented and approved for payment.
Repgrt from the Virginia Conservation Commimzion was presented and ordered filed
and claim in the amount of $10.00 was presented and approved fo~ paymentA
A contract with the National Bank and Trust Company covering the rental of two
safe deposit boxes was presented. Upon motion, made by Mr. Chiles and seconded by Mr.
Dorrier, it was ordered that this contract be executed for the year beginning July l, 1948.
An SLH Contract with the .University of Virginia Hospital for the hospitalization
of the County's indigent patients for the year beginning July l, 1948, was presented and
referred to Mr. Wood, Mr. Dottier, and Mr. Fife, the Hospital Committee, for further study.
The following Committee was appointed to draw up a Contract with the City of
Charlottesville for the use of the Court House and Clerk's Office: Mr. Chiles, Mr. Nood,
Mr. Fife, and ~r. Robinson.
The Library Contract for the year beginning July 1, 1948, was presented and re-
ferred to Mr. Fife and Mr. Robinson for study, their recommendations to be made at the next
meeting°
Upon motion, made by Mr. Dorrier and seconded by Mr: Wood, it was ordered that
Mrs. T. E. Bruce be requested to serve a two year term on the Library Board.
Upon motion, made by Mr. Wood and seconded by ~em. Peyton, the following reso-
lution was unanimously adopted:
BE IT RESOLVED by the Board of 'County Supervisors of Albemarle
County, Virginia, that $1,,~58.55 be and the same is hereby appropriated
from the Unappropriated Reserve of the General Fund to cover Albemarle
County's share of the cash for the services rendered by the State Health
Department Dental Clinic during the fiscal year 1947-1948.
Upon motions made by Mr. Ballard and seconded by Gen. Peyton, the following reso-
lution was unanimously adopted:

pointed out that the $562.00 is subject to a credit of $311.00 which
the County has received from Mr. C. ~C. Hurst for damages to the old car wrecked. This amoun$
was paid to the County by Mr. Hurst prior to July l, 1948.
Communication was received from Dr. Sturkie advising that ~uless he Was able to
secure suitable living quarters by September l, 1948, he would be unable to continue as
Joint Health Director for the City and County. This communication was ordered filed.- Dr.

Mr. Robinson stated that he proposed to consolidate all District Road Debt Funds
at June 30, 19%8, in accordance with the general plan for the retir~nt of the County's
'Road Deb~ obligations adopted in 1945 as a result of ~!~eferendum and that he had secured
the verbal approvals of Mr. N. O. Fife, Commonwealth's Attorney, and Mr. C. P. Johnson and
Mr. J. S. James, Assistant State Auditors of Public Accounts. He sJ~sOpproposed that as a
result of this consolidation, all future tax collections be distributed on the basis of the
current levy, namely: TWenty-five ~ cent~to the General Fund, TWo dollars and ten cents
to the School Fund, Thirty cents to the Road Debt Fund in all districts except the FSre
which carries a Ten cents levy for the Crozet Fire District Fund~

Upon motion, made by Mr. Chiles and seconded by Mr. Dorrier, it was ordered that
these funds be so consolidated and that-future ta~ Collections be so diStributed.
Communication was received from T. Coleman A~rews and Company advising that they
had been requested by the League of Virginia Counties to furnish the Bureau of Public
Administration of the University of Virginia a copy of the County's audit report. Upon
motion, ~ad~ by Mr. Chiles and seconded by Mr. Wood, this request was approved.
Communication was received from the Department of State Police advisi~ that thei~
Communications Gfficer and technicians would be here around the last week in July to make a
survey of our radio system.. Mr. Robinson was instructed to notify Mr. Arnold of this.
As provided by Law, Mr. D. A. Robinson, Director of Finance, submitted the de-

Upoh motion, made by Mr. Wood and seconded by Mr. Dorrier, it was ordered that no
part of the lists be published.
Upon motion, made by Mr. Chiles and seconded by Mr. Wood, retroactive June 30,
1948, the Director of Finance was authorized to make temporary loans from the General Fund
to the Crozet Fire District Fund of sums sufficient to take care of the operating expenses
Upon mo%ion, made by Mr. Chiles and seconded by Mr. Wood, it was ordered that the
insurance on County Cars be Placed with the State Farm Mutual Automobile Insurance Company.
Upon motion, made by Mr. Wood and seconded by Mr. Ballard, the Board re-affirmed
the appointment of the Director of Finance as sole Purchasing Agent for the County. Th~
Director of Finance is also to handle the sale of all County property except the sale of
School Heal Estate. Mr. ~obinson was instructed to notify each Department of the County of
this action.
Communications were received from Fred Kimbo.
Communication was received from the Virginia Aberdeen-Angus Association requesting-~
office space in the County Office Building. Upon motion, duly made and seconded, this matte~
was left with Mr. Robinson to work out.
Request was received from Lamed D. Randolph, Chairman of the Albemarle County
Planning Commission, for authority to spend up to $250.00 for the printing and distributing
of bulletins on zoning. Upon motion, made by Nr. Chiles and seconded by ~r. Dorrier, Mr.
~andolph is to he advised that $200.00 as appropriated in the 1948-1949 budget be made
available to the Planning Commission for this purpose and that if additional funds are
needed, the Boa~d should be so advised.
A communication was received from the Sheriff addressed~ to him by the Deputy
Sheriffs~ requesting a ten per cent increase in salary effective July l, 1948. On motion
made by Mr. Chiles and seconded by Gen. Peyton, it w~s ordered that the Sheriff make any
recommendations for salary increase which he had on an individual basis~
Mr. Robinson called to the Board's attention a difference of $261.88 in the amount!
of a purchase order issued to Superior Coach Company and the amount of invoices received.
This difference represented a price increase which became effective after our order was
placed, plus additional equi~ent, and work not included on our l~rchase order. Superior
Coach Company advised that their form order was-signed by the School Superintendent containing
a provision that all prices were aubject to increase without notice. Upon motion, made by
Gen. Peyton and seconded by Mr. Ballard, it was ordered that this, claim be paid.
Mr. Robinson presented a claim for $500.00 representing the balance due M. S.
Hudgins under contract from improvements to Crozet Water Works. Upon motion, made by Mr.
Chiles and seconded by ~r. Dorrier, this claim was approved fro payment.
A request was received from the Albemarle Tuberculosis Association for the amount
appropriated in the 1948-1949 budget, this amount ~eing $1,200.00. Upon motion, duly made
and seconded, it was ordered that this amount be paid to the Albemarle Tuberculosis
Association.
Nr..Robinson called to the Board's attention that he had received notice from Mrs.~
Via that she would not be with us after this month and suggested that her resignation as
Clerk of the B~ard be accepted effective July 31, 1948. '
Mrs. Via's reason for resigning
was to give full time to duties at home and the rearing of her expected family. Mr. Robinso~
stated that Mrs. Via had been a loyal, faithful, efficient, and cooperative employee and he
felt the Board would no. doubt like to express its appreciation to her for her services to
the County and to wish her all the possible success in her new venture and that she be
assured that we would like to have her back with the County any time that she might feel
she was in a position to or would like to continue her professional work, which expression
was concurred in by the
In view of Mrs. Via's resignation Mr. Robinson recommended that Mrs. Lucille J.
Stephenson be appointed Clerk of the Board of Supervisors effective ~ugust l, 1948. There
being no further nominations, Mrs. Stephenson was unanimously elected.
Unon motion, made bM Nr. Dorrier and seconded by Mr. Wood, an increase of $10.00
Upon motion, made by Mr. Dorrier and seconded by Nr. ~ood, the following resolution
was unanimouslyadopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle
County, Virginia, that $120.00 be and the same is hereby appropriated out
of the Unappropriated Reserve to be used for $10.00 monthly increase for
Henry Nicholas, Janitor.
It was brought to the Board's attention of the difficulty County residents and
County employees have in finding parking space around the Court House and County Office
Building. Upon motion, made by Nr. Wood and seconded by Gen. Peyton, Mr. Robinson was in-
structed to confer with City officials to discuss any possible solution to this problem.
Mr. Stuart Head appeared as a representative of the Veterans of Foreign Tars and
requested that the County license of $100.O0 per day be waived for a carnival to be sponsored
by the Veterans of Foreign Wars. Mr~ Head was advised by Mr. Fife, Commonwealth's Attorney,
that under the existing ordinance a waiver'of this license was impossible.
Mr. Robinson~ ~alled the Board's attention to the fact that the term of Mr. L. C.
Huff as a member of the Welfare Board expired on June 30, 1948. Upon motion, made by Mr.
Dorrier and seconded by Mr.~ood, Mr. Huff was reappointed to serve in this capacity for a
term of three years.
M~.-Robinson presented a letter from the Peoples National Bank advising that they
would make no charge for~ the collection of water bills at C~ozet for the calendar year 1948
provided that he would do all inks power to compensate the bank for this Service by using
~heir deposit facilities for the'funds of the CoUnty of Albemarle to the largest extent
possible. Mr. Robinson pointed out that a strict interpretation of this would require that
we c~ose all other bank accounts should we use the Peoples Bank facilities to the greatest
possible extent and that he felt that the County funds on deposit should be distributed
among the banks on the basis of the service received from each and he asked that he be per-
mitted to judge the service being received from each bank in which event he would attempt
to keep the deposits distributed on the basis of the Service being received.
Claims against the County amounting to $46,135.63 were presented, examined, and
allowed and certified to the Director of Finance for payment and charged against the
followsing funds
