Pursuant to the following waiver, members of the Board of County Supervisors o£
Albemarle County, Virginia, met in special session on this date with the following m~mbers
present: Messrs. E. Jo Ballar&~ Henry Chiles, C. R. Dorrier, and W. Wo Wood°
We, the undersigned members of the Board of Comnty Supervisors of Albe-
marle County, hereby waive notice, and special service thereof, of a
meeting to be he]~d at ~:00 P.M. on the~l~th day of September, 1950,
at the County Office Building for the purpose of discussing the proposed
C~arlottesville Distribution Road (Route 250 By-Pass), and we do hereby
consent to the transaction of any and all business and the taking of
such action at said meeting upon the matter hereinabove mentioned as may
be lawful, incident, and necessary thereto.

After a disuussion of the Proposed Charlottesville Distribution Road, the follow-
ing resolution, offered by Mr. Chiles and ~econded by ~,~. Williams, was unanimously
adopted:
WHEREAS, the B&ard of County Supervisors of Albem~le County~
Virginia, has carefully studied the proposed Charlottesville Distribution
Road ~:U. S. 250), a larEe part of which is contemplated to be constructed
in the County of Albem'arle and which, if constructed, would pass through
and be very damaging to one of the best residential subdivisions in the
County~ and
WHEREAS, a large part of this road, as presently proposed, is
to be constructed within the corporate limits of Charlottesville; this
Board is of the opinion that said distribution road should be constructed
wholly within the cor~oratedli~its of the City of Charlottesville and if
such distribution road were to be constructed along Rugby Avenue to
Stonefield Lane, thence to Mason Lane at or near the intersection of ~a~on
Lane and Barracks Road, and thence along Barracks Road to U. S. 29 (desig-
nated as "A" on the enclosed ms.p), the service benefits to the City of
Charlottesville would be greater than if the proposed route partly i~u the
city mud partly in the county, ruling through the Meadowbrooks Heights
section of t~he co~s~ty were used; and
WHEREAS, if this route is not acceptable to the Highway Depart~
ment, then it is the ooinionoof'this Board that alternate routes wholly
within the city (designated as Routes "B" and ~C" on the enclosed map)
should be considered; and

constructed wholly without the city along the previously surveyed
route rumuing North of the City of Charlottesville along the Riva~aa
River and Neadow Creek to U o S. 29;
~OW, THEREFO?~, BE IT RESOLVED that this Board doth hereby
respectfully request that the State Highway Department make available
an engineering suz~¢ey of the above designated routes, "A~, ~'B", and
"C" and that in the consideration of these r~tes, recognition be
given to the fact that the construction cost might be considerably
less than the previously proposed route, with right-of-way costs
certainly no more, and the v~lUe to the City of Charlottesville for
distribution of travel greater; and
BE IT FUP~THE~ RESOL~ED that should the Highway Department
not feel inclined to make such ~nginee~ing surveys av~ilable~ this
Board doth request an opportunity to appear before the State Highway
Commission in order that its full views in this matter may be made
known to the Co~m~ission.
Upon motion, the meeting adjourned.
