~1r. ~. W. Shields~ Resident Highway Eugimeer, appeared and reported to the Board
that d~ages resulting from floods in the Co~uty had amounted to approxir~tely ~6000.00, the
worst d~age b~iag in the k~tl Fair ~a. ~. 8hi~!ds advised that the ~n~ay Department
would, attempt to ~aarge repairs to flood damage f~ds ra~her than re,ar cotmty f~ds.
~f~. Shields further reported that ~fm'. He~y Chiles and i~. Sam Clark had been
working on the rights of way on Route 240 for a sidewalk and that they had the work ~ned
in good s~pe~ but requested ~hat ~he Board ~dopt a resection giving authori~
the rights cZ way needed in this project. I¢2~. Shields advised t~t the Highway
would move all obst~cti~m off of proposed righ~of we~ ~d rep!ac~ same on o~ners property
in as good shape as possible. Upon motiom~ made by I4r. Williams and seconded by i,~h~. Bail~d

~d ~. S~elds advised that this road had been ~placed in the tentative oiling schedule in

this ~tter and conc~rsd in ~. ~cCue's reco~endation that an additional .9 ~le be in-
in the Highway Department's provue. A petition was received setting forth the l~downers'
r~quest.
A resolutio$ was received fr~[~the J~or Chamber of Co~aerce r~uesti~ the Bo~d
of Supe~isors and ~e State Highway Co~ssion to t~e action necessary to make appropriate
improvements to Route 732~ extendi~ from S~neon to Milton, in order to make this route
available to visitors going to and from ~enticello. ~. Shields aSvised that this road woul~
cost approx~uately $25,000.00 a~ that there w~e not sufficient f~ds in seconds~y allo-
cations to take c~e of this.
~. Leonard Herron and severaloother interested cit~ze~ appeared and presented a
petition addressed to the Highway Co~ission requesting that the Department take all necsss~
steps to sl~ traffic at the intersection of Route 29 ~d Route 649 ~d to erect such signs
and markings as may be necessary to cut down on accidents at this point~ and requested that
the Board of Supervisors m~e tl~s rsco~endation to the Highway D~p~tment. T~s petition
was sub~tted to ~r. Shields, and upon motion, made by ~. Chiles a~ seconded by ~.

~,rs. J. ~. ~acLeod~ President of the Albemarle Historical Society, appeared
garding the hanging of Pictures in the Court Room. ~;~rs. ~acLeod stated that numerous citi-
zens of the County were anxious to rehang the o~id pictures in the Court Room. ~k~s. ~acLeod
was advised that her committee could hang the restored pictures of co~z%ty notables in the
gallery of the Cotmty Room in uniform frames and that ~. Robinson would work with the com-
mittee on this matter.
~rs. ~acLeod also presented a resolution requesting the Board of Supervisors to
authorize the Historisal Society to initiate and supervise the raising of a fund for a
portrait of Thomas Jefferson to be hung in the Court Room. U.oon motion, made by ~r. ~il!iam
and seconded by ~Ym. Chiles, the following re~olution was unanimously adopted:

hereby authorized to initiate and supervise the rm&sing of a fund for a
portrait o~ Thomas Jefferson to be hund in the Court Room and to select
the artist to be commissioned to do 'the work.
~,~s. ~Y~acLeod also advised the Board that the Historical Society wished the Board
to know that it endorsed 'the proposed Jack Jouett Highway.
Claim of ~. C. ~. Pen~ington for five ewes was aggin presented to the Board and
~¢r¢. P'ennington appeared regarding his claim. Mr. Pennington advised that although only
two bodies were found, one of them was on the ~ank of the river and this showed evidence
of having been killed by dogs, and that he felt that on the basis of this, dogs nmst have
killed the other ewes and they were washed away by the river. ~,~. Napier stated that he
felt ~¢,r. Penniugton's claim was a just one although he did not ~ew all five bodies. ~pon
motion~ ~de by ~r. Chiles and seconded by ~. ~i!iiams~ ~. Pennington's c~.~im was ap-
proved on t2ze basis of the Game ~s~cden's statement.
Claim of Dr. John L. Nanahan for fouz' ewes was presented. .~. Napier, Game
?¢arden, advised that only one ewe was killed but that another was d~umaged to the extent thatil
it could not possibly live¢ and recommended that the Board reimburse B~I 5~anahan for these
~¢~o ewes. However, }Ch'. Napier stated that he could not recommend the Board to pay for the o

~. Robinson advised t2~at Mr. C. L. Brown who was allowed the assessed value of
e~cn for s~v~nte~n ducks at the last meeting of the Board~ had returned his check
stating that the ducks killed were not the ducksaassessed but had been purchased s~uce the
first of the year. Upon motion, made by ~Y¢. Chiles and seconded by Nr. Ballard, ~¢~. Brown
was allowed ~0.75 each for these ducks.

could be remedied just as well by a stamp on the claim stating the penalty for giving false

~. D. A. Robinson, County Executive, presented reports of the Welfare Department
for the month of November, 1950, in accorded%ce with Chapter 371 of the Acts of +Jne Assembly
of 1950.
Report of the District H~me for the two month's period ending October 31~ 1950, wa~'

~. Robinson reported that he had written to the Crippled ChilS~en's Hospital
requesting the information desired by th® B6ard but that he had received no reply to his
letter.
The following resolution was received from the School Board~

$500.00 for changing electric wiring in ~ne general shop for
Joint Negro High School, and

of Supervisors be and is hereby requested to pay to the Charlottesville
City' School Board ~250.00, its share Of this appropriation.
Upon motion, made by ~fm~. Dottier and seconded by ~. Ffilliams, the above request
was unanimously approved.

Communication wa~ received from Mrs. Julia G. Ault requesting the Board to
chase advertising space in the January issue of the Virginia County Magazine which is
saluting Sen. Harry F. Byrd. No action was taken on this matter and ~r. Robinson ~as
structed to advi~e ~s. Auit accordingly.
Communication was received from the State Chamber of Commerce requesting the
Board to make an additional contribution above its annual subscription of $75.00. No acti¢
was taken on this matter.
Communication wa~ received from the Office of Civilian Defense and ~. ~illiams
reported that all key positions in the Co~uty had been organized. Upon the request of
Nilliams, the following resolution, offered by Nr. Ballard and seconded by Mr. Dorrie~,~
was unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albenkmrle
County, Virginia, that $250.00 be and is hereby appropriated from the Un-
appropriated Reserve of the General ~Wttud to be used for expenses of the
Director of Civilian Defense in co~uection with this work.

Communication from Nr. W. O. Fife was received and read.
Co,un/cations were received from the State Compensation Board approving the'
requasts of the Departmen~ of Finance, the Sheriff's Office~ and the Co~monwealth's At-
torney's Office as prepared and submitted by the respective Department heads, With the
exception of the omission of the requested z..llowance for office equipment for the Departme_~
of Finance and the reduction from $3600.00 to $660,00 for mileage in the Sheriff's Office.
~.~. Robinson was requested to contact the Compensation Board regarding the a!low~nce for
Sheriff's mileage and to advise the 2ompensation Board that this Board objects to said
reduction.
I~. J. T. Henley suggested that the Board~ give thought to the nattier of the con-
struction of a new road leading off of Route 240 at approximately the new Acme Plant lead-
ing west to the ~oresent Route 230 intersecting north of the intersection of Routes 2~.0 and
230 to relieve the traffic conjestion at the maderpass in Crozet. Upon the request of ~r.
Henley, l~r. Chiles advised that he would discuss this matter with ~.' Shields.
Mr. Robinson ad~ed that in accordance with the understanding at the time of em-
ployment he and the Sheriff recommended that ~r. Linton Smith's salary be raised to ~150.00
per month effective January l, 1951, the same as that being paid to the other radio dis-
patchers. Upon motion, duly made and seconded, ~f~. Smith's salary was raised to ~150.00
per month effective January l, 1951.
Upon the recon~endati~on of ~'~o~ D. A. Robinson~ Director of Finance~ the salaries
of the tw~o janitors, Henry Nichols and Willie Smith, were increased ~5.00 per month effec-
tive January l, 1951~ upon motion, made by ~r. Chiles and seconded by ~fa~. Ballard.
~. D. A. Robinson~ Director of Finance, advised the Board that a new tax billing
machine was needed ~_u his office due to the fact that the S2ate income trax notices are re-
quired to made on a different form in the future~ ~ad that also the protectograph in his
office should be replaced, and estimated -the cost of this equipment to be approximately
~5,000.00. Upon motion~ made hy Nr. Wil?aimms and seconded by ~r. Ballard, ~. Robinson
was authorized to purchase the needed equipment £orbthe Department of F~ance, and upon the
request of ~. Robinson, ~-. ~cCue named the following cor~mittee to work wilde ~. Robinson
in purchasing this equipment: ~; He~zry Chiles and ~ir. C. R. Dottier.
Upon the request of Mr. D. A. Robinson, the following resolution was unanimously

Present: ~essrs. G. Purcell NcCue, E. J. Ballard, Nenry Ohiles~ C. E. Dorrier,
J. W. Williams, and W. W. Wood.
Absent: None.
Officers present: County Executive and Commonwealth's Attorney.
I/inures of the meeting of December 20, 1950, were read and apprevedo
Nr. C. R. Dorrier nominated Mr. C. Purcell McCue as Chairman far the year 1951~
which nomination was seconded by Mr. J. W. Williams. TI/ereCt.being no further nominations,
Nr. McCue was unanimously elected.
Upon motion, made by Mr. Williams and seconded by Mr. Dottier, it was ordered that
the present Clerk of the Board and the present department heads be reappointed for the
year 1951.
Mr. D. A..Robinson recommended that Mr. R. C. Sours be appointed as Assistant to
the Director of Finance and Mr. Samuel S. Clark be appointed as Assistan~ to the County
Executive, each having the power to act in his absence. Upon motion, made by Mr. Williams
and seconded by Mr. Ballard, Mr. Sours was appointed Assistant to the Director of Finance.
Mr. D. B, Marshall, Commonwealth's Attorney, advised the Board that the law did not provide
for an Assistant County Executive but provided that if a person were needed in this ¢mpacity~
the Board should convene to appoint someone. It was the exp~ essed opinion of the Board that
Mr. C~ark was the Beard's choice for such appointment. The Board ins+~acted Er. Marshall to
get an opinion on this matter.
Mr. O. M. Pennington appeared regarding his !~vestock ~ approved by the Board
at its previous meeting. The Commonwealth's Attorney advised that new legislation which
became effective July 1, 1950, provided for the payment of f~_~ value of livestock and
~owls regardless of the assessed value. Mr. Pennington was a~sed that this matter would
~ave to be taken under advisement.
~11 current dog claims were deferred until the Board adopts a new p~iicy for the
myment of claims against the Dog Tax Fund.
