RE: ARB-2017-32: SpringhilifTownplace Suites
Dear Mr. Dowdy,
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on
Monday, May 15, 2017. The Board, by a vote of 4:0 approved the request, pending staff
administrative approval of the following conditions:
1. Provide for review samples for EIFS colors 1-4. Consider a darker shade for color 3.
2. Consider a darker shade for EIFS 1.
3. Continue the materials and colors shown on the front of the central tower on all sides of the
tower.
4. Increase the proportion of masonry to EIFS visible from the Entrance Corridor, particularly
on ti-le north elevation.
5. Ensure that the material/color on the face of projecting bays wraps to the sides of those
bays.
6. Include the standard window glass note on the architectural drawings. Visible light
transmittance (VL7) shall not drop below 40%. Visible light reflectance (VLR) shall not
exceed 30%.
7. Provide the VLR for the glass sample that was submitted.
8. Revise the shrubs at the dumpster to include a mix of species with a minimum planting size
of 24".
9. Indicate on the drawings the color of the penthouse walls. Provide a color that minimizes
noticeability.
10. Add the standard mechanical equipment note to the architectural drawings. Visibility of all
mechanical equipment from the Entrance Corridor shall be eliminated.
11. Revise the lighting plan to make it easily legible.
12. Include the cut sheets for the proposed light fixtures on a sheet of the site plan.
13. Revise the lighting plan to clearly indicate that proposed color for poles and fixtures. Bronze
or black are recommended.
14. Add a note to the lighting plan to clarify that the 20` mounting height includes any bases that
might be proposed.
15. Revise the lighting plan to include complete information on building -mounted lights.
16. Eliminate non -full -cutoff fixtures that emit 3,000 lumens or more.
17. Update the photometric plan to include ground -level illumination from building -mounted
fixtures. Show that the building entrance is not over -illuminated.
18. Eliminate building -mounted light fixtures other than those required for safety/security.

19. Add the standard lighting note to the plan. Each outdoor luminaire equipped with a lamp that
emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or
shielded to reflect light away from adjoining residential districts and away from adjacent
roads. The spillover of lighting from luminaires onto public roads and property in residential
or rural areas zoning districts shall not exceed one-half footcandle.

21. Increase the plant species such that the number of proposed plants for any one species
does not exceed 25% of the total proposed for that plant type (tree, shrub).
22. Revise the planting size of the large EC frontage shade trees to 3%" caliper.
23. Intersperse flowering ornamental trees among the large EC shade trees.
24. Increase shrub planting height to a minimum of 24".
25. Add perimeter parking lot trees near the south end of the eastern property line where there
are no easement conflicts.
26. Increase the variety of trees along the north side of the building and parcel.
27. Locate trees on the north side of the building to coordinate with the architectural design.
28. On the north side of the building, in areas where planting space is wider, pursue alternate
grading and/or additional planter boxes to soften the appearance of the building's walls and
to possibly provide for larger -growing trees.
29. Add the standard plant health note to the plan. All site plantings of trees and shrubs shall be
allowed to reach, and be maintained at, mature height, the topping of trees is prohibited.
Shrubs and trees shall be pruned minimally and only to support the overall health of the
plant.
30. Identify on the plan the color proposed for the retaining walls.
31. Coordinate site and architectural plans regarding retaining walls on the north side of the
building.
32. Show tree protection fencing on the landscape and grading plans.
33. Provide the tree conservation checklist on a sheet of the site plan.
34. Provide documentation that accurately reflects the colors proposed for the project at a work
session prior to final approval.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB
revision dates on each drawing.
2. A rnerno including detailed responses indicating how Each condition has been satisfied. If
changes other than those requested have been made, identify those changes in the memo
also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate
review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your
revisions to ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met, a
Certificate of Appropriateness may be issued.
