The Site Review Committee has reviewed the development proposal referenced above. Initial comments
from the following divisions of the Department of Community Development and other agencies, as
applicable, are attached:
Albemarle County Planning Services (Planner)
Albemarle County Engineering Services (Engineer)
Albemarle County Information Services (E911)
Albemarle County Department of Fire Rescue (comments may be forthcoming)
Albemarle County Service Authority (comments may be forthcoming)
Virginia Department of Transportation (attached)
Comments reflect information available at the time the proposal was reviewed and should not be
considered final. However, the Site Review Committee has attempted to identify all issues that are
required to be resolved prior to final approval. The planner will request copies for final County signature
once all of the comments have been addressed. Please contact me if you have questions or require

Albemarle County Planning Services (Planner) — J.T. Newberry, jewberry a,albemarle.org — Requested changes
Comments are based on the plat last revised May 15, 2017 and the requirements under Section 14-206.
1. [Section 14-302(A)(2)] The County Attorney's office recently rejected a plat that showed an incorrect
vicinity map. Please revise the vicinity map to correctly show the subject parcel as abutting Rio Road.
The vicinity map from the offsite easement plat (SUB201700070) is acceptable.
2. [Section 14-302(A)(4)/Section 14-3171 Please identify the width of the proposed access easement and
relabel it as a "new private street" (this label is preferred to the "new private road easement" language
suggested by Engineering on May 16, 2017. The "private street" label is consistent with the
maintenance agreement). Please submit a private street maintenance agreement for review and
approval by the County Attorney's office. A template was emailed to Valerie Long on May 11, 2017.
3. [General Comment] Please number the list of notes on the right side of Sheet 1.
4. [Section 14-302(A)(9)] Please revise Note 1 to indicate "Lots 1-5 contain a building site that complies
with Section 4.2.1 of the Albemarle County Zoning Ordinance."
5. [Section 14-302(A)(14)/Section 14-303(G)/Section 14-3171 The plat identifies open space to be
dedicated to the HOA. Please submit HOA documents for review and approval by the County
Attorney's office.
6. [Section 14-302(A)(15)/Section 14-303(0)] On Sheet 1, please add the name and address of the
property owner to the signature panel. Please also add the names and addresses of any easement
holders from Berkmar Crossing that affect this property. These easement holders are identified on the
offsite easement plat under review as SUB201700070.
7. [Section 14-302(B)(5)] On Sheet 1, please revise Note 2 to indicate this property is subject to
ZMA201600015 including proffers. Please also indicate this parcel lies in the Entrance Corridor (EC),
Steep Slopes (Managed) and Airport Impact Area (AIA) overlay districts.
8. [Section 14-302(B)(7)] On Sheet 1, please revise Note 3 to state "South Fork Rivanna water supply
watershed..."
9. [General Comment] On Sheet 1, please revise the typo in the spelling of "Association" in Note 5.
10. [Question/Section 14-317] How do you plan to ensure the long-term maintenance of the emergency
access required by Fire Rescue? Will you be submitting an instrument similar to the private street
maintenance agreement?
Albemarle County Engineering Services (Engineer) — Bobby Jocz, jocz&albemarle.org — Requested changes
1. Offsite SWM easement located to the East of the parcel on TMP 61M-12-IAI will need to be shown, with
reference to deed book and page, on page 2 when recorded.
2. Road Plan approval and bonding/construction must occur before approval. (under review, Bond request
received)
3. WPO must be approved and bonded prior to approval. (Under review, bond request received)
4. Rename stormwater easements as "New SWM easement" rather than "new private"
Albemarle County Department of Fire Rescue — Robbie Gilmer, rgilmer@albemarle.org — See recommendation
1. The emergency access needs to be a 16-foot travel lane with an all-weather type surface. It can be
gravel if it is maintained.

Dear Mr. Newberry:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced as submitted by, Lincoln Surveying dated March
20, 2017, and offers the following comments.
Land Use
1. Please change label from hereby dedicated to VDOT. On the plat this right of way is to
be dedicated to the County for public use.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Willis C. Bedsaul at 434-422-9866.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
