RE: ARB-2017-9: IHOP - Signs
Dear Ms. Mahone,
I have reviewed the above -noted sign application. The following revisions are requested to make the
proposal consistent with the Entrance Corridor Sign Guidelines.
The sign plan must include all of the information required. Include all of the information you have
previously submitted and the additional information requested in this letter. The sign plan must include:
General Comments:
1. The date of the first submission and the revision dates. Specify the revision date of the
resubmission once these modifications have been made and the sign plan is ready for resubmittal.
Rev. 1: Incorporate the revision date into the actual sign plan. Update the revision date for
date of the resubmission.
2. Submit the appropriate application fee. There is no Comprehensive Sign Plan (CSP) for this
building. Comprehensive Sign Plans are only created for multi -tenant buildings. Therefore, on
the Application and Checklist for Sign Permit, the wrong check box was checked for "ARB
review" and the required fee was not paid. The first of the check boxes applied to this sign and
the fee required is $129. Submit the fee. The fee must be received before a certificate of
appropriateness can be issued.

reviewer to discuss.
Freestanding Sign Comments:
3. The height of the text. Specify and/or dimension the height for the text on the sign.

4. The background colors must be opaque. Guideline 8.e.iv states, "Cabinet signs shall have a non -
illuminated background, or an opaque (zero light transmission) background. Specify on the sign
plan that any and all background colors on the sign are opaque.

5. Under "Colors and Finishes", on the Pylon Cabinet Retro Fit sheet, "C" is shown to be "3M.
3630-143 Poppy Red''. However, no PMS equivalent color is specified for "3M 3630-143 Poppy
Red". If "3M 3630-143 Poppy Red" is the equivalent to PMS 1795, that appears to be utilized for
the Channel Letter wall signs, then that color is within an acceptable color rangel'intensity.
Update the sign plan to specify the PMS equivalent color for "3M 3630-143 Poppy Red".
Rev. 1: Comment Addressed.
6. If "3M 3630-8246 Blue" is the equivalent to PMS 285 then that color is not within an acceptable
color range/intensity and may not be utilized for the sign. A previously approved ]HOP sign
utilized 3630-167 Bright Blue (ARB2011-58), which was specified to be the equivalent of PMS
2945. A color that is the equivalent of PMS 2945 would be considered to be in the acceptable
color range/intensity. Another color that would be within the acceptable color range/intensity is
one that is the equivalent of PMS 287. Either revise the sign plan to specify one of these two
colors or work with the sign plan review staff in order to select another color that is considered by
the ARB to be less intense than PMS 285.

7. Under "Colors and Finishes', on the Pylon Cabinet Retro Fit sheet, "B" is specified as a 3M color
but no PMS equivalent color is specified. Once another blue color is selected (see comment
above) update the sign plan to include a PMS equivalent color for the blue specified on the
resubmission.

8. Add the standard LED internal light note to the sign plan that states, "The level of illumination
provided by the LED lights will not exceed the illumination produced by a single stroke of 30
milliamp (ma) neon."
Rev. 1: Comment not fully addressed. Revise the note added to be worded exactly as the
required note which states "The level of illumination provided by the LED lights will not
exceed the illumination produced by a single stroke of 30 milliamp (ma) neon."
9. Clarify the meaning of the label that states "Clearance around logo: One "0- fi-om the Nvidest and
tallest points." The sign shown in the plan appears to have a significant clearance between the
letters, the arc and the edges of the sign. Revise the sign plan if this was an error.

Wall Signs Comments:
10. The height of the text. 1n addition to the dimensions already provided specify and/or dimension
the height for the text, including the tail of the letter "p" on the sign.
Rev. 1: Comment not fully addressed. In addition to the dimensions already provided
dimension the height for the text for the "p" that includes the tail of the letter.
11. Specify the material for the trimcaps of the channel letters. Note that channel letters must have
no light spilling outward from the top, bottom, sides and back.
Rev. 1: Comment not fully addressed. Specify in the sign plan that the "Jewelite Plastic
Trimeaps" will be "opaque" or revise the sign plan so that the trim cap material is one that
is opaque.

12. Under "Colors and Finishes", on the Direct Mount Channel Letters sheet, "D" is shown to be
white. However, the leader for "D" points to a red section of the sign. Update the sign plan so
that the labels for the leader or the colors are consistent.

13. Under "Colors and Finishes", on the Direct Mount Channel Letters sheet, "E" is shown to be
"3630-143 Poppy Red". However, no PMS equivalent color is specified for "3630-143 Poppy
Red". If "3M 3630-143 Poppy Red" is the equivalent to PMS 1795 then that is within an
acceptable color range/intensity. Update the sign plan to specify the PMS equivalent color for
"3630-143 Poppy Red".
Rev. 1: Comment not fully addressed. The color shown for "E", "F", and "G" is now shown
as a PMS 1795 red, which is within an acceptable color range/intensity. However,
information on what component of the sign the color applies to has been removed. Revise
"E", "F", and "G" to once again specify which is face, return, and trimcap.
14. Under "Colors and Finishes", on the Direct Mount Channel Letters sheet, "H" is shown to be
"3M 3630-8246 Blue". However, no PMS equivalent color is specified for "3M 3630-8246
Blue". If "3M 3630-8246 Blue" is the equivalent to PMS 285 then that is not within an
acceptable color range/intensity and may not be utilized for the sign. A previously approved
IHOP sign utilized 3630-167 Bright Blue (ARB2011-58), which was specified to be the
equivalent of PMS 2945. A color that is the equivalent of PMS 2945 would be considered to be
in the acceptable color range/intensity. Another color that would be within the acceptable color
range/intensity is one that is the equivalent of PMS 287. Either revise the sign plan to include
one of these two colors or work with the sign plan review staff in order to select another color
that is considered by the ARB to be less intense than PMS 285. Update the sign plan to specify
the PMS equivalent color for whichever blue color is specified on the resubmission.

16. [NEW COMMENTI Specify the color of the internal LED lights. A white sign should have
white internal LED lights.
17. [NEW COMMENT], Provide the width and height for the area of the front wall (the sign
band area) in which the sign will be mounted. The proportion and size of the signs, in
comparison to the sign band area, is part of the Entrance Corridor design review. Because
a note on the elevations in the sign plan specifies that the "Product is for visual only and
may not be to scale." the accuracy of the graphic is not ensured and dimensions are
required.
18. [NEW COMMENT] Add a note to the "Front Elevation' and "Side Elevation" sheets that
specifies that the signs will be horizontally and vertically centered in the sign band area or
dimension the distance from the edge of the sign band areas to each of the four sides of the
sign (top, bottom, left and right). For the bottom dimension the dimension should be to the
bottom of the red portion of the sign. Although the signs appear to be centered the note
specifying that the "Product is for visual only and may not be to scale." seems to specify
that the scale and location of the signs shown in the sign plan may not be accurate.

19. [NEW COMMENT] Specify on the Front Elevation and Side Elevation sheets that the
channel letter sign shown and detailed on the "Direct Mount Channel Letters" sheet is to be
installed on both elevations of the building.
20. [NEW COMMENT] Provide a sign plan that fits to the page and does not have extensive
white space above and below the actual graphics. It appears that the sign plan is formatted
to be landscape but was printed or exported as portrait orientation. A correctly formatted
landscape sheet must be provided for the permanent ARB proiect folder.
Please respond by email within 15 days of the date of this letter indicating whether you will or will not
proceed with these revisions. Your decision to make the revisions will suspend the 60-day review period
associated with your original submittal. If you choose to complete the revisions, please email the revised
drawings to me. If you choose not to proceed with these revisions, staff will be unable to approve your
application. Failure to respond to this letter shall be presumed to be a request to proceed to action on the
application without further revisions.
