OSION & SEDIMENT CONTROL .NARRATIVE: PROJECT DESCRIPTION: The construction shown hereon proposes the construction of streets and utilities in support of 161 single family dwelling units in the Briarwood development. Approximately 49.3 acres will be disturbed as a result of this construction. EXISTING SITE COI DITIONS- The site is predol inantly wooded with 3% - 37% slopes. The treelines shown represent areas composed mostly of deciduous hardwoods with trunk diameters greater thlan or equal to six inches. The majority of the drainage from this phase of development flows to the southwest toward existing flows under Route 29. There is also a large drainage divide flowing to the northeast into the Rivanno River. Existing drainage patterns have been modified as detailed on the storm wo er management plan. ADJACENT PROPERTIES: The lots in this ection of the Briarwood development abut Albemarle County Service I Authority property, and Camelot Estates to the south, vacant property which may be developed in the future to the west and existing single family residential land within Briarwood to the north. EROSION AND SEDIIMENT CONTROL MEASURES: It is the intent of this plan to limit the amount of land disturbance and to maintain the existing ground an d tree cover conditions where possible. In those areas that are to be disturbed, construction shall be sequenced so that grading operations begin and end r; quickly as possible in order to minimize the length of time that these disturbed surfaces are exposed. Unless otherwise indicated, all vegetative and structural erosion and sediment control practices shall be constructed and maintained according to the minimum standards and specifications of he Virginia Erosion and Sediment Control Handbook. Prior to commencing land disturbing activities, tree protection barriers shall be installed outside the dripline of existing specimen trees that are to be preserved. Also, sediment trapping measures, such a^ a construction entrance, silt fence, rock check dam, diversion dike and sediment traps shh�all be constructed as a first order of construction in accordance with the details shown hereon and in the locations proposed on the Phase 1 Erosion Control Plan. Note that diversioIn dikes shall be seeded and mulched immediately following theiir installation in order to prevent further sedimentation. Cut and fill slope shall be seeded immediately so to prevent erosion. Concentrated runoff will be contained within an adequately sized, appropriately lined channel and discharged into existing wetland areas. Inlet protection shall be installed on all storm sewer inlets immediately following tlheir installation. Additionally, appropriate outlet protection shall shall be installed in accordance with the detail shown on this sheet. Topsoil shall be stripped from graded areas and stockpiled for use in final grading and permanent stabilization. Silt fence shall shall be installed around the perimeter off ail stockpiles. The stockpiles shall be kept clear of all construction activity. The stockpile must be stabilized with temporary vegetation to prevent soil loss and sediment transport from the stockpile!i itself until needed. The location of the stockpiles, if any, shall be coordinated with the Erosion and Sediment Inspector. Areas shown herein as 11 nontidal wetlands and tree save areas are to be considered as sensitive or critical erosion areas and measures as shown hereon shall be taken Y..e protect those areas. The controls shall be inspected daily and particularly each rainfall event. Any necessary repairs or cleanup required to maintain effec dvera r -.s 10i the controls shall be made by the end of the day. If additional erosion control :devices are deemed necessary,1 the contractor shall be responsible for the installation. 1 LI\IVt1n1XL.IV 1 Disturbed areas are to be replaced to grass. Disturbed areas shall have permanent and/or temporary soil stabilization applied within seven (7) days after final grade is reached. ",'Peding and selection of the seed mixture shall be in accordance with the Virginia Erosion Control Handbook. Permanent vegetat'on shall not be considered established until a ground cover is achieved that is uniform and mature enough to survive and that will inhibit erosion. If it Ibecornes necessary, seeded areas shall be fertilized and reseeded to insure a good stand of ground cover. Erosion corhtrols shall be removed only at the direction of a Albemarle Coounty inspector or, at the least, within 30 days of final site stabilization. Trapped sedirment resulting from the disposition of the erosion controls shall be disposed of properIV to prevent further sedimentation. S IURMWA I ER MANAULMLN I: 1 -he requirements for storm water management (SWM) and best management practiices (BMP) have been accounted for as follows: a SWM pond provides retention and water quamlity controls as shown on the -.WM/BMP Plans. Two large BMP's are being constructed in this 1phose to address water quality for stormwater that is being discharged without quantity reduaction to the North Fork of the Rivanna River. Properties and waterways downstream from this development site shall be protected from sediment deposition, erosion and damage due to increases in volume, velocity and Ipeak flow rate of storm watellr runoff for the stated frequency storm of 24-hour duration im accordance with the 19 minimum standards and criteria. When working in live watercourses, precautions shall be taken to minimize encroachiment, control sediment transport and stabilize the work area to the greatest extent possiible during construction. A temporary vehicular stream crossing shall be provided when a live wvatercourse must be crossed more than twice in a six month period. Ali work within a live watercourse must be in accordance with all federal, state, and local regulations pertaining to such work. The bed and banks of a watercourse shall be stabilized immediately after work in tl:he watercourse is completed. MAINTENANCE: In general, all erosion & sediment controls will be checked daily and after each sigrnificant rainfall. Specific attention will be given to the following items: A) Sediment shall be removed and the trap restored to its original dimensions whem the sediment has accumulated to one half the design volume of the wet storage. Seediment removal from the basin shall be deposited in a.suitable area and in such a monrner that it will not erode and cause sedimentation problems. B) The stone outlet of a sediment trap shall be checked regularly for sediment bu0ldup which will prevent proper drainage. If the stone is clogged by sediment, the stonee shall be removed and cleaned or the stone will be replaced. 1. The erosion and sediment control inspector has the authority to add or delet(e E&SC controls as necessary in the field as site conditions change. 2. No sediment basin or sediment trap can be removed without written authorizattion. This authorization rrl ay be in the form of a signed site report. 3. Before newly constructed storm water conveyance channels or pipes are made operational, adequate outlet protection and any required temporary or permanernt channel lining shall be 'nstalled in both the conveyance channel and receiving channel. 4. All temporary erosion and sediment control measures shall be removed within -,30 days after final site stabilization or after the temporary measures are no longer needed, unless otherwise authorized by the local program authority. 5. The plan approving authority must be notified one week prior to tlhe pre-construcr ic--yc. conference, one week prior to the corimiencement of land disturbing activity, and one week prior to the final inspection. 2. All erosion and sediment control measures will be constructed and mainta'rz,d according to minimum standards and specifications of the Virginia Erosion and Sediment Control Handbook and Virginia Regulations VR 625-02-00 Erosion and Sediment Control Regulations. 3. All erosion and sediment control measures are to be placed prior to or as the first step in clearing. 4. A copy of the approved erosion and sediment control plan shall be maintained on the site at all times. 5. Prior to commencing land disturbing activities in areas other than indicated on these plans (including, but not limited to, off-site borrow or waste areas)), the contractor shall submit a supplementary, erosion control plan to the owner forr review and approval by the plan approving authority. 6. The contractor is responsible for installation of anv additional erosi(on control measures necessary to prevent erosion and sedimerrtati..on as determined by tlhe plan approving authority. 7. All disturbed areas are to drain to approved sediment control measuires at all times during land disturbing activities and during site development until final stabilization is achieved. 8. During dewatering operations, water will be pumped into an approved filtering device 9. The contractor shall inspect all erosion control measures periodicallyy and after each runoff -producing rainfall event. Any necessary repairs or cleanup t(o maintain the effectiveness of the erosion control devices c.,ihall be made inimediattely. 10. All fill material to be taken from an approveal,, designated borrow, arrea. 11. Alt waste materials shall be taken to an appn:rved waste area. Earth fill shall be inert materials only, free of roots, stumps, wood, nebbish, and other debriis. 12. Borrow or waste areas are to be reclaimed within 7 days of completiion per Zoning Ordinance section 5.1.28. 13. All inert materials shall be transported in compliance with section 1:3-301 of the Code of Albemarle. 14. The developer shall reserve the right to install, maintain, remove or convert to pennanent storinwater management facilities where applicable all erosion control I measures required by this plan regardless of the sale of any lot, unit, building or other portion of the property. 7. Temporary stabilization shall be temporary seeding and mulching. Seeding is to be at 75 lbs/acre, and in the months of September to February to consist a 50/50 mix of Annual. Ryegrass and Cereal. Winter Rye, or in March and April to consist of Annual Rye, or May through August to consist of German Millet. Straw mulch is to be applied at 801bs/100sf Alternatives are subiect to approved by the County erosion control inspector. 8. Permanent stabilization shall be lime and fertilizer; permanent seeding and mulch. Agricultural grade limestone shall be applied at 90lbs/1000sf, incorporated into the top 4-6 inches of soil. Fertilizer shall be applied at 1000lbs/acre and consist of a 10- 20-10 nutrient mix. Permanent seeding shall be applied at 180lbs/acre and consist of 95% Kentuckv 31 or Tall Fescue and 0-5% Perennial Ryegrass or Kentucky Bluegrass. Straw, mulch is to be applied at 80lbs/100sf Alternatives are subject to approved by the County erosion control inspector. 19. Maintenance: All measures are to be inspected weekly and after each rainfall. Any damage or clogging to structural measures is to be repair immediately. Silt traps are to be cleaned when .50% of the wet storage volume is filled with sediment. All seeded areas are to be reseeded when necessary to achieve a good stand of grass. Silt fence and diversion dikes which are collecting sediment to half their height must be cleaned and repaired immediately,, All temporary erosion and sediment control measures are to be removed within 30 dans of final site stabilization, when measures are no longer needed, subject to approval by the County erosion control inspector. These hive outfalls were designed and analyzed in accordance with Albemarle County DSM standards for storm water conveyance. In compliance with the adequate outfall ordinance (MS -19), the site does comply since the site contributing drainage area is 0.07% of the overall area drainage area at the point of outfall. (50 acres / 74,240 ac. = 0.00067 = 0.7%) This is well below the 1% threshold. However, to ensure that site runoff is conveyed to the North Fork in accordance with County standards, the submitting engineer has provided computations on this sheet to indicate compliance as summarized here: Pond #1 Q2 = 17 cfs Q10 = 22 cfs The outfall ditch frc)m this pond is designed as a 4' wide riprap channel with 3h:1v side sllopes. Two cross sections are shown. A -A and Al -A1 represent a flatter longitudinal slope and sections A2 -A2 and B -B represent the steeper slope of the channel. Velocities and depths are provided in the table. Pond #2 Q2 = 22 cfs Q10 = 29 cfs The outfall ditch from this pond is designed as a 4' wide riprap channel with 3h:1 v side slopes. this channel will bel installed after SB -3 is removed. Runoff is conveyed from this ditch to an existing 361t culvert that conveys runoff underneath Route 29. There is also an approximate 16.5 acres of additional area that flows to this iculver# for a peak Q25 of 58 cfs total. Based on culvert computations on this sheet, the culvert pipe is adequately sized to convey the 25 -year peak runoff while maintaining a freeboard of at least 18(� below the edgof shoulder. The 2 -year velocity in the pipe is non-erosive. SB#3 The outfall to this temporary facility is via storm sewer pipe flow that connects to an underground storm sewer pipe system underneath Route 29. Computations on this sheet indicate that the existing storm sewer outfall pipe is adequately sized to convey the 10 -year design storm at a non-erosive 2 -year velocity. Pond #3 (rear of ite) Q2 = 21 cfs Q10 = 28 cfs The existing configuration of this outfall ditch from this pond is adequately sized to convey the 10 -year runoff within the bed and banks of the channel, Rip Rap will be added to the exiisting bed and bank confguration to mitigate potential erosive velocities. Pond #4 (rear of Ite) Q2 = 20 cfs Q10 = 27 cfs The outfall ditch from this pond (see sheet 20A) is designed as a 6' wide grouted Rip Rap channel with 2h:1 v side slopes. Velocities and depths are provided in the table below. No adverse impacts downstream are anticipated as a result of the 100 -year storm. Since the onsite runoff is conveyed per County standards to the North Fork and to the Route 29 storm sewer system and the site contributing drainage area to the overall drainage shed is less than 17., it is the ,opinion of the submitting engineer that the outfall is adequate.
