following:
o Streets, easements and travelways. The existing and proposed streets, including
proposed bike lanes, access easements, alley easements and rights-of-way, and
travelways, together with street names, state route numbers, right-of-way lines and
widths, centerline radii and pavement widths.
o Existing and proposed improvements. The location and dimensions of all existing and
proposed improvements including buildings (maximum footprint and height) and other
structures; walkways; fences; walls; trash containers; outdoor lighting; landscaped areas
and open space; recreational areas and facilities; parking lots and other paved areas;
loading and service areas; signs; and the proposed paving material types for all walks,
parking lots and driveways.
- Ensure that the critical slopes are clearly shown on every plan sheet. The only disturbance
allowed to the critical slopes is that shown on the approved plan SDP201500024.
- Please remove sheet C5 & eliminate phase lines on Sheet C6. This plan is only for Phase 1.
- Disturbance is not allowed in the 100 ft stream buffer.
- Note that silt fence must be placed 5 to 7 feet from the base of disturbed slopes great than 7%
(page III -20 of the VESCH). This may affect some of the proposed grading.
- The detail on sheet C7 does not show a slope. Please revise the detail to show a 2% crown or
cross slope in the pavement.
- Proposed travelway is 18'. The minimum is 20 with 7 ft. shoulders (Per County Code Chapter 18,
section 4.12.17). Please revise.
- The grading from the travelway into the parking appears too steep. Please revise and ensure
the grading meets all travelway/entrance standards.
- Gravel for the proposed grass parking area may be required. This will depend on how quickly
and how well the turf is established before the parking area is used.
- WPO VSMP Plan approval will be necessary before final site plan approval.

RWSA has reviewed the Initial Site Plan for Phase I of the Field School of Charlottesville as prepared
by Shimp Engineering, PC and dated 4/24/2017 and has the following comment for the engineer:
1. It appears that Phase 11 of this development will require a water service connection to the existing
RWSA 12" water line in Barracks Road. RWSA will need to review and approve site plans for Phase
II prior to a connection being made to the RWSA main. If water service is needed for Phase I, RWSA
requests that the proposed utility alignment and connection be shown in the Initial Site Plan prior to
approval.

Dear Ms. Saternye:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Shimp Engineering, dated 24
April 2017 and offers the following comments:
1. A paved commercial entrance is required; provide entrance geometry and dimensions.
2. A conditional approval may be granted for this phase, in light of turn lanes being a
requirement for additional phases, so long as Virginia Access Management Regulations
(24VAC30-73-110) are not compromised.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The

This site will require a one (1) new private road name. Per Sec. 7-200-B of the County's Road
Naming and Property Numbering Ordinance (Page 2 of PDF). "It is intended by this article that all
roads within the county which serve or are designed to serve three (3) or more dwelling units or
business structures shall be named."
Please review the procedures in the Road Naming and Property Numbering Manual to decide upon
a road name for the road accessing Old Lynchburg Road.
We recommend providing three (3) candidate road names to our office for review, in
case your first choices are not acceptable.
