The County of Albemarle Planning Division will recommend approval of the plan referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based on further review.):
[Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless
otherwise specified.]
Comments required to be addressed prior to Initial Site Plan Approval.-
[SP Condition #5] Prior to initial site plan approval provide VDH approval of the proposed septic facilities.
Condition #5 states, "No construction for the use shall begin without written approval of the proposed septic
facilities from the Virginia Department of Health." In order to meet the requirements for this SP condition the
following will be required:
• Phase I (prior to approval of the initial site plan):
o Acquire VDH approval of the portable toilet
o Show the primary and reserve drainfield locations in the Phase I initial site plan,
o Acquire VDH approval of the primary and reserve drainfield locations. Submit soils reports
to the County, to be forwarded to VDH for their review.
• Phase II:
o VDH approval of the central sewerage system
Note: VDH comments have not yet been received. This comment may need to be updated after VDH
comments are provided.
2. [Comment] Prior to initial site plan approval it is recommended that a note be added to the initial site plan
that states the months in which the ballfield will be used and also states that the portable toilet will be
removed from the site during the months that the ballfields are not in use. Note: VDH comments have not
yet been received. This comment may need to be updated after VDH comments are provided.
3. [SP Condition #1 (d), SP Condition #1 (e), 32.5.2(b) & 32.5.2(p)] ] Prior to initial site plan approval
include in Phase I of the initial site plan all of the required buffer areas and plantings. This must include
Tree Buffer "A", Tree Buffer "B", Tree Buffer "C" and the Landscaping Buffer along Barracks Road. All
requirements specified under "Landscaping along Barracks Road Frontage shall include the following:" and
"Tree Buffer/Preservation Areas:" as shown on sheet 4 of 5 in the Special Use Concept Plan must be
provided with Phase I. It is understood that if the turn lanes are not included with Phase I that some
plantings along Barracks Road will have to be replaced once Phase II is implemented. Since the proposed
phasing was not specified in the Special Use Permit approval it is the option of the applicant to provide the
plantings in Phase I and replace them if necessary once the turn lanes are built in Phase Il, build the turn
lanes with Phase I, or amend the Special Use Permit in order to allow some of the conditions of approval to
be delayed until Phase Il. Also, revise the plan, labels, notes and hatching to show that all of the required
buffer and landscape requirements specified in the approved SP will be provided in Phase I.

4. [Comment] Prior to initial site plan approval remove Phase II from the initial site plan.
5. [32.5.2(k)] Prior to initial site plan approval if any water is to be provided to the site with Phase I show the
utility alignment and connection in the site plan. See the attached RWSA comments.
6. [32.5.2(d)] Prior to initial site plan approval provide labels or a legend that clearly delineates the location
the existing critical slopes. The critical slopes appear to be shown on Sheet C3, but a label specifying this
does not appear to be included. Also, provide the critical slopes on at least one of the proposed sheets so
that the impact to the critical slopes can be seen and compared to those approved in the Critical Slopes
Waiver.
7. [32.5.2(n)] Prior to initial site plan approval include in the Phase I plan any required access and/or
improvements that will be necessary in order to build the picnic pavilion. It appears that a temporary
construction access road might be necessary to transport the necessary materials and equipment to the
site.
8. [32.5.2(b)] Prior to initial site plan approval revise the "Proposed Use" statement to state "Private school
ballfield (67 YD x 107 YD) as per SP201500024. For Field School of Charlottesville sporting event use
only."
9. [32.5.2(b)] Prior to initial site plan approval revise the ITE Trip Generation note to include at the beginning
the following sentence: "The ball field are for Field School of Charlottesville private school sporting events
use only, as authorized by Special Use Permit SP201500024". If non -sporting events are to be held at the
site, and/or if the field it to be used by any other group or organization for sporting events, then revise the
ITE Trip information to include those uses and/or organizations. Any additional uses or organizations could
necessitate the inclusion of the turn lanes in Phase I of the project.
10. [32.5.2(b)] Prior to initial site plan approval address attached transportation comment from Kevin
McDermott.
11. [SP 201500024] Prior to initial site plan approval describe how the 2,500 square foot picnic pavilion will be
built without impacting the tree canopy and without an access to its location. Either add a note to the initial
site plan that states how this will be accomplished without any improvements/impacts or include any
required improvements in the Phase I initial site plan layout, calculations and details. The impact to the
canopy, impervious surfaces, etc. must be determined. If the picnic pavilion cannot be constructed without
improvements/impact then any improvements/impacts will have to be reviewed in reference to whether they
will still be in general conformance with the approved SP.
Comments to be addressed with the Final Site Plan submission:
12. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code.
13. [32.7.2.1] Each entrance onto any public street shall be designed and constructed as required by the
standards of the Virginia Department of Transportation (VDU T ). VDU T approval of the entrance to the site
shall be required prior to final site plan approval. See the attached VDOT comments.
14. [4.12.15(a)] Surface material. Request a Modification or Waiver (4.12.2(c)) for the surface road, parking
access way and parking spaces or provide the standard surface material. The agent, in consultation with
the County Engineer, must approve the use of gravel throughout the site. The surface material must be
approved prior to the approval of the Final Site Plan. If the approval is granted the following note will be
required on the final site plan: "Gravel parking and access aisles have been permitted for the site pursuant
to section 32.3.5 Variations and exceptions, which allow modification of 32.7.3 Onsite parking, which is
designed and constructed as provided in section 4.12. " If the approval is not granted the final site plan will
need to be revised to show surface materials that meet Code and design standards.

15. [4.12.15(g)] Curb and gutter in parking areas and along travel ways. Request a Modification or Waiver
(4.12.2(c)) to not include curb and gutter or revise the plan to include it. The agent, in consultation with the
County Engineer, must determine that curb and gutter shall not be required for the site and the modification
would equally or better serve the public health, safety or welfare. This determination must be made prior to
the approval of the Final Site Plan. If the determination is made the following note will be required on the
final site plan: "Curb and gutter shall not be required for the site pursuant to section 32.3.5 Variations and
exceptions, which allow modification of 32.7.3 Onsite parking, which is designed and constructed as
provided in section 4.12. " If the approval is not granted the final site plan will need to be revised to show
curb and gutter as required.
16. [32.5.2(n), 4.12.16(e)] Bumper blocks. Bumper blocks shall be provided for all of the onsite parking spaces.
Bumper blocks shall be constructed of a durable material such as concrete or treated timbers. Each bumper
block shall be a minimum length of six (6) feet, a maximum height offive (5) inches, and shall be securely
anchored into the pavement in at least two (2) places. Revise the plan accordingly.
17. [32.5.2(n) & 4.12.16(c)(5)] Delineation of parking spaces. The location of the parking spaces should be
delineated. Specify how this will be done.
18. [32.5.2(n)] Provide the required handicapped parking spaces and signage.
19. [32.5.2(i) & (n)] Revise the plan so that the entrance road meets the minimum requirements of a 20' width
two way travel lane. Dimension the width, and centerline radii, and corner radii of the proposed entrance
road and ensure that the entrance road meets or exceeds minimum road requirements.
20. [32.5.2 (n)] Dimension the typical parking spaces, bus parking space, parking access way & the radii of
entrance from proposed road into to the parking access way.
21. [32.5.2(n)] Provide information on the size of buses that is expected to be used. Demonstrate that the
parking space and turning radii for the road and access ways will meet or exceed the requirements for that
size of bus.
22. [32.5.1(c) & 32.5.2(a)] Address the following:
• The previously submitted boundary line adjustment has not been approved and recorded and therefore
should not be shown on the plan as if it has been.
• Include all required information on all subject parcels. Only one parcel is listed on the cover sheet,
however, two parcels are shown on the County's online GIS.
• Revise the existing parcel information so that it shows all of the existing boundaries for the existing lots
and the bearing and distances for each of the property boundary lines for all subject parcels. This
should include the missing information on L1 through L5 as well as the boundaries between the two
subject parcels.
• Revise the plan to differentiate the existing boundary line and the proposed boundary lines.
• Revise the "Abutting Parcel Information" so that TMP 60-E-10 shows the correct owner and most recent
Deed Book and page numbers.
• Revise the "Abutting Parcel Information" so that TMP 60-68B, C & D shows the correct zoning
classification. They no longer appear to be zoned for the rural area.
• Provide "Abutting Parcel Information" for TMP 60-66.
• Include the date of the Critical Slopes Waiver in the information on approval dates under "Zoning" on the
cover sheet.
• Revise the boundary information to include the required datum reference for the elevation.
• Revise the adjoining property lines to show the adjoining properties correctly. TMP 60-66B no longer
shows up on the Online GIS. Either revise the property lines and property information or clarify why that
lot still exists.
• Revise the adjoining property information to include the present use of the abutting properties.

23. [32.5.2(b)] Revise the Land Use Schedule to include:
• Specify that the land use schedule is for Phase I only and ensure all values are for Phase I.
• The overall size of the parcels, how much is to be removed from the site plan area and added to
another parcel with a Boundary Line Adjustment.
• There is no proposed "pavement" currently shown in Phase I of the site plan. Revise the Land Use
Schedule to include a category such as "Roads and access ways". If pavement is added to address
comments then that category may need to still be included.
24. [32.5.2(a) & 32.5.2(b)] Revise all provided general information and proposed use information so that is only
for Phase I.
25. [32.5.2(b) & 32.5.2(p)] Provide a full landscape plan for Phase I that provides all required landscaping,
calculations and meets the buffer & landscaping requirements of the approved SP.
26. [32.5.2(e) & 32.7.9.4(c)] On the landscape plan identify whether existing wooded areas are evergreen,
deciduous, or a mix thereof.
27. [32.5.2(f)] Provide the name and location of any existing watercourses and bodies of water adjacent to or
on the site.
28. [32.5.2(f)] Provide the sewage system setback lines from watercourses including intermittent streams and
other bodies of water.
29. [32.5.20)] Provide the existing drainage facilities including, but not limited, to the existing drainage channels
and drainage easements.
30. [32.5.2(k)] Provide the proposed drainage facilities. The storm drainage system should include the
direction of flow on all pipes and watercourses with arrows.
31. [32.5.2(I)] Provide the location of any existing or proposed utilities and utility easements including
telephone, cable, electric and gas. Indicate the deed book and page reference for all exiting utility
easements located on the property.
32. [32.5.2(n)] Provide the existing and proposed:
• Walkways
• Fences
• Trash containers
• Loading areas
• If there is to be a sign for the proposed use, on the final site plan depict and label the sign location.
(Depicting the sign on the final site plan is not approval of the sign location or type).
• Information on the proposed paving material types for all walkways, access ways and parking lots.
33. [32.5.2(p) & 32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to
satisfy the landscaping and screening requirements of section 32.7.9, subject to the agent's approval. If you
intend to use existing trees to satisfy any of the landscape plan requirements, please include the following:
1. Areas and otherfeatures shown on landscape plan. The landscape plan shall show the trees to be
preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring
tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing.
2. Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to
ensure that the specified trees will be protected during construction. Except as otherwise expressly
approved by the agent in a particular case, the checklist shall conform to the specifications in the
Virginia Erosion and Sediment Control Handbook, pages III-393 through III-413, and as hereafter
amended.

34. [32.7.9.6] Landscaping within a parking area. An area of at least five percent of the parking and vehicular
circulation area shall be landscaped with trees or shrubs with at least one large or medium shade tree per ten
parking spaces or portion thereof. Provide calculations to show this requirement has been met with the final
site plan.
35. [32.7.9.51 Street Trees. Street trees are required along the proposed road. See ARB comments.
36. [32.5.2(c)] If Phase lines are still included in the site plan, after Phase II is removed from it, revise the phase
lines so that they incorporate all of the Phase II improvements including the 2"d athletic field to the west of
the Phase I field. Also, either change the line type or the thickness/darkness of the phase lines. They are
barely visible on the printed copy and even harder to see on the PDF version of the plan.
37. [Comment] Either change the line type or the thickness/darkness of the 100' Stream Buffer lines. They are
hard to see, especially in the area of the required landscape plantings. Also, include a label or hatch that
specified that it is also the WPO boundary.
38. [Comment] Revise the plan to include:
• Benchmarks
• Sight distances for the entrance
• The maximum height of all retaining walls.
• The deed book and page references for all existing utility easements on the property.
39. [Comment] Address any health safety and welfare concerns that could be caused by balls interfering with
traffic in the public road.
40. [Comment] See the attached comments from the other SRC reviewers. VDH and ACSA comments will be
