The meeting was called to order by Ms. Thomas.
Vision Statement: Mr. Rotgin requested clarification of the vision statement to spec/fy who
articulates community needs. He cited examples of The Inn at Little Washington, Pantops, and
Csreenfront's Furniture in Farmville as niches that were filled in communities and it was unclear
whether these uses were articulated in the community prior to their inception. Ms. O~3rien
stated the articulated needs referred to in the vis/on statement were intended to mean those
specified in local comprehensive plans. Members agreed that a reference to comprehensive
plans should be added.
Comparison Regions: Members were g/yen further information on three comparison regions
including Columbia, Missouri; Boulder, Colorado; and Chapel Hilt, NC. The three comparison
re~ions were narrowed down from six because of the location of large univers/ties in these
communities. Ms. Thomas noted that Columbia. Missouri was home to the oldest university
west of the Mississippi River. On a motion from Ms. Slaughter and seconded by Mr. Rotgin,
members unanimously agreed to use Chapel Hill, NC. with the understanding that specific
indicators could be extracted from other regions for comparison.
Regional Competitiveness Program Point System: Ms. O~Brien reviewed the point system
being used by the Virginia Department of Housing and Community Development to review
requests for qualification. She noted that 10 of the required minimum 20 points for qualification
could come from existing regional agreements.
Priority Topic Areas: Ms. O~rien suggested that members needed to decide whether the
priority topics of economic disparity and housing should be combined into a larger category of
economic underclass as they were grouped during the prior group brainstorming session,
Members suggested that a broader topic might be preferable; others thought housing should
remain as its own topic area~ Members agreed to keep as two priority topic areas both housing
and economic disparity.
Ms. O'Brien further stated that members needed to decide whether race relations should be a
priority topic area or a topic of discussion in all other topic areas. Some members suggested
race relations should remain a priority topic area so that it would not ~et lost in discussions;
others stated that race relations could be considered in every other priority and woven into all
other areas without being its own topic area_ Mr. Pullen restated the concern that issues could
become muddled and suggested it remain/ts own priority topic area. Ms. Snook stated that
members consider human relations and the sense of community. Members agreed unanimously
to keep race relations as a separate priority topic area~
Strategic Plan Projects in Priority Topic Areas: Members broke into six groups to develop
projects from the six priority top~c areas: Beauty, Education. Sprawl, Economic Disparity,
Affordable Housing, and Race Relations. Reports from each priority group were delivered at the
end of the meeting by Mr. Lunsford, economic disparity; Ms. Snook, race relations; Ms. Webber,
sprawl; Ms. Taylor, beauty; Mr. Harvey and Ms. Richards, education; and Ms. Thomas, housing.
Ms. O~Brien told members that staff would combine these six reports into draft form to be
mailed to members over the weekend. She further reminded members that a public hearing on
the draft regional strategic plan would be held at the next TJ Venture Meeting on May 29, 1997
from 4:30 p.m. to 6:30 p.m. at Walker Middle School Cafeteria.
