PUBLIC HEARING on the proposed issuance of school bonds ,of Albemarle County in the estimated maximum amount of $7,850,000. The purpose of the proposed bonds is ~o finance capital projects for public schools. The public hearing was held. Adoption of the resolution was deferred until the night meeting. Agenda Item No. 3. Medical Plan/Wellness Program, Update. APPROVED the staff's revised recommendation for a two-month refund and funding of the increased incentive of $100.00 for participation in the voluntary screening program, subject to the School Board's concurrence. Tucker, Huff, Brandenburger AGENDA DATE: October tl, 1995 ACTION: X CONSENT AGENDA: ACTION: ATTACHMENTS: Yes (2) REVIEWED B~: ITEM NUMBER_: INFORMATIOn: INFORMATION: BACR~ROUN~_: At the joint Board meeting of October 4, 1995 the Boards approved a one-month premium refund to employees enrolled in the health plan as of June 1, 1995 and used the additional reserve to increase the incentive for participation in the proposed voluntary health screening from $50.00 to 5100.00. The Board also directed staff to offer employees receiving these refunds a choice between taxable cash and a non-taxable refund. Staff has further investigated these options/actions and provides the following additional information for Board consideration/action. DISCUSSION: 1. Non-taxable refund - IRS regulations will not ~llow a refund of these premiums as non- taxable income. The only option available to an employee is ~o tax-defer the refund by participating in one of our deferred compensation program. This option will be communicated to employees at the time of the refund as they can elect the deferred compensation option in time for the regular November or December payroll. Employees may participate in the County's PEBSICO (457) plan. 2. One month taxable refund - The initial staff proposal for a two month premium refund was based on providing a refund ~o employees in proportion to their contribuulou to the medical insurance program. The impact on an individual is sigu/ificant for anyone who has been paying for family coverage as compared to someone paying single coverage. Attached is a table showing the impact of a one month refund and a two month refund to employees/Board based on the type of health plan and option selected by an employee. Since the excess reserves were accumulated based on these contributions, staff feels the two month refund is the appropriate course of action and asks the Boards reconsider this recommendation based on this additional clarifying information. 3. Increased incentive Staff also supports the decision to increase the incentive for participating in the voluntary screening from SS0.00 uo $!00.00 as this should raise the level of participation. If the Boards agree uo approve the two month premium refund, staff ~ecommends the Boards consider funding the incentive from the refunded Board conEribution. This would still retain the $800,000 minimum reserve. Atta2hed is ~ breakdovau of the refunds, incentive costs, and reserves based on either a one month refund or a two month refund.
