No refacing design (no combination of colors, images, text and layout) will make the billboard an appropriate appearance. Existing billboards may not increase in size and may not include modifications beyond the existing sign surface. No new illumination of any kind may be added to the billboard. Reader boards shall not exceed 40% of the size of the overall sign face. The background color of the reader board shall be black or some other color already on the sign face. Construction of the reader board shall be integral with the main sign. The track holding the letters shall have minimal visual impact.
