Smith M. •:er Llandaff LC 234 Vineyard Lane Afton,Virginia 22920 Nov Nirie VERIZON - "CARTERS BRIDGE" (LLANDAFF LC PROPERTY) TIER III PERSONAL WIRELESS SERVICE FACILITY Project Description: Cellco Partnership, operating as Verizon, respectfully requests approval of a Tier III Personal Wireless Service Facility (PWSF), with a 106-foot tall monopole on a parcel with an address of 4319 Scottsville Road, and identified as Tax Map 112 - Parcel 9 (the "Property"). This proposal will also include the installation of a 149.28 square foot, covered, steel platform, housing radio transmitter and backup battery cabinets, with unistrut frames for other power and communications components,along with an emergency back-up power generator. The proposed PWSF will be contained within a 1,350 square foot lease area located on the Property at an elevation of approximately 531 feet Above Mean Sea Level (AMSL). The monopole, antennas, and base station equipment will all be painted with Sherwin Williams Java Brown -#6090, which is a matte enamel color that has been previously approved as an appropriate color for many other "Treetop" Personal Wireless Service Facility sites throughout Albemarle County. Request: Verizon Wireless has designed the proposed Treetop facility to conform with the Tier II criteria for PWSFs that are normally allowed as by-right uses in the Rural Areas and all other zoning districts throughout Albemarle County. However,a special use permit is required in this particular case because the subject parcel is located within the Southern Albemarle Rural Historic District. Although Historic districts are identified as "Avoidance Areas" by the Zoning Ordinance, the county's Personal Wireless Service Facilities Policy and previous approvals have clearly established that Avoidance Areas are not to be considered as "prohibited areas". Instead, Avoidance Areas are identified as areas where "visible" facilities should not be installed, and the Policy also acknowledges that there are certain conditions under which PWSFs might be located within these areas. The special use permitting process is intended allows the Board of Supervisors to apply those conditions to specific sites, if necessary. Network Objectives: Verizon Wireless is licensed by the Federal Communications Commission (FCC)to provide various types of state-of-the-art wireless communications services within Albemarle County. These are comprised of Cellular(CDMA/800 MHz), PCS (Personal Communication Service/1900 MHz),the Long-Term Evolution 4G Network (LTE / 700 MHz) and Advanced Wireless Service (AWS / 2100 MHz) technologies combined for services that are used for a wide range of mobile voice, data, video and text messaging among other services. Whenever possible, it is Verizon Wireless' goal to provide seamless in-building, in-car and on- street coverage and the full range of voice and data services to existing and future customers. In doing so,Verizon Wireless has identified that this particular site is needed for expanded coverage into the southern areas of the county to help fill in the coverage gaps, while also offloading capacity from the nearest active site on Carter's Mountain. Character of the Area: The Property is zoned Rural Areas (RA) and Entrance Corridor (EC), and each of the surrounding properties share the same zoning designation. The proposed PWSF will not substantially impact Verizon Wireless PWSF Page 1 Carters Bridge (Llandaff LC Property) 4 the rural character of the aredue to the fact that this site is locat within a heavily wooded area that will provide camouflaging for the dark brown monopole and also assist in screening the ground equipment shelter from nearby property lines. There is an existing PWSF on the subject parcel, adjacent to this site and it is located approximately 67 feet south of this site. That existing facility was originally approved for nTelos as Special Use Permit#SP2012-00017. Access for the proposed PWSF will be provided from the eastern side of Scottsville Road (State Route 20), using an existing entrance and gravel road that extends north and uphill for approximately 775 feet, then turns east toward the site for approximately 675 feet to the existing facility. Verizon's facility will be split off from the main driveway just north of the existing facility and head into a mostly cleared for approximately 14 feet to the equipment compound. The proposed facility will be located approximately 118 feet southwest of the nearest boundary line shared with the parcel identified as Tax Map 102 - Parcel 17D, and approximately 570 feet north and uphill from the nearest off-property dwelling unit. Adjacent properties to the north, east and south are held in a conservation easements and also located within the Carters Bridge Agricultural/Forestal District. Compliance with Section 5.1.40 of the Albemarle County Zoning Ordinance Section 5.1.40(b) - Development Requirements for Tier II Personal Wireless Service Facilities (Items 1 - 12): 1. General design:The facility shall be designed, installed and maintained as follows. (a) Guy wires:The proposed monopole will not require any installation of guy wires. (b) Outdoor lighting: Four fully shielded LED lights will be near each corner of the equipment platform. These lights will only be used by Verizon's technical operations staff when needed during unexpected events that would require nighttime visits. Ground equipment:The proposed equipment platform, cabinets and generator will be placed in a location that is screened from offsite views by the existing wooded area that surround the site and board on board, wooded security and privacy fence will also be put in to help fortify the natural screening afforded to this site. (c) Whip antenna: No whip antennas are currently proposed with this application. (d) Grounding rod:The grounding rod proposed to be mounted at the top of this monopole will comply with the County's sizing requirements for a maximum of 2 feet in length and 1-inch in diameter. 2. Antennas and associated equipment. (a)Number of arrays:Verizon Wireless will use a mounting collar and mounting frames that will allow all six(6)of the necessary antennas to be installed in a single array with three (3) horizontally separated sectors at the same height. This antenna array will be centerline mounted at the 102-foot AGL level (637' AMSL) level and two (2) antennas will be will be grouped in each sector supporting the combination of Cellular, PCS, LTE and AWS frequencies all at one mounting level on the monopole. Other supporting devices that consists of six (6) remote radio heads and one (1) fiber optics surge Verizon Wireless PWSF Page 2 Carters Bridge (Llandaff LC Property) New' Nee protection box will be placed behind each antenna so that they are not likely to be visible from any nearby or distant off-site views. (b) Size: The currently proposed antennas to be installed in both arrays are identified as Commscope Model# JAHH-65C-3RB [9 ,,Z."(.I .x 138"(W) x 8.2"(Q), equaling 1,320.66 square inches]. Any antennas models that are proposed and installed in the future will also have to be within the county's surface area size requirements - currently 1,400 square inches, or require approval of Special Exceptions. (c) Projection:The proposed antennas in all sectors will be mounted so that there is 1' and 2-7/16" (or approximately 14.5")of distance between the face of the monopole and the backs of the antennas. Thus these antennas will be in compliance with the County's flush-mounting requirements (12" - 18" maximum between the face of the monopole and the back of the antennas). (d) Color: All antennas will be painted Java Brown to match the color of the proposed monopole. 3. Tree conservation plan; content. The locations of proposed tree protection fencing are shown on the Grading & Erosion Control Plan Sheet C-6. Prior to the approval of a building permit,Verizon Wireless will also provide a tree conservation plan that has been prepared by a Certified Arborist. As standard practice,the designated arborist has not issued written conservation plan letters until after they have had the chance to review Verizon's Final Construction Drawings/Site Plan and visit the site. The final issued letters normally provide recommendations for any post-construction tree care techniques in addition to granting approval for all proposed land disturbance techniques, vegetation protection fencing locations, and other design elements that might affect the health of trees that surround this site. 4. Creation of slopes steeper than 2:1. Upon the completion of this project, none of the remaining slopes will be greater than 2:1 as a result of construction and land disturbing activities for the proposed facility. 5. Ground equipment shelter; fencing. Verizon Wireless is proposing the installation of a 6-foot high wooden, stockade fence in order to prevent trespassing, while also providing additional screening the from nearby properties during the fall and winter. The location and design details of the proposed screening fence are provided in the construction drawings/site plan being submitted with this application. 6. Screening and siting to minimize visibility. The proposed facility will be located in an area that has at least 118 feet of existing vegetation between it and the adjoining property line. The mature trees that are spread all over the wooded parts of this parcel will assist in screening views of the monopole and base station equipment from all other sides of the facility. 7. Open space plan resources. The Historic and Entrance Corridor Overlay Districts are the only open space plan resources that has been identified on the property that could be potentially impacted by an approval of this application. However, it should also be noted that the strict criteria that are placed Verizon Wireless PWSF Page 3 Carters Bridge (Llandaff LC Property) Nome upon facilities that meet the Tier II requirements, treetop facilities have been deemed appropriate for broad application across the county's various zoning and overlay districts, mostly due to their limited visual impacts. This is evident in the fact that the existing facility on this property has been installed without changing the character of the district or any factors that qualify the adjacent and nearby properties for inclusion within the AG/FOR District and their conservation easements. 8. Horizontal separation of multiple facilities. Up to three PSWFs are allowed to be located within a 200-foot radius and the proposed facility will only be the second treetop facility located on the subject parcel. 9. Diameter of monopole. As indicated in the attached construction drawings, Verizon Wireless' proposed monopole will be designed and constructed so that it is 30 inches at its base and tapers to 18 inches at its top. 10. Height of monopole. At 106 feet tall (637.21 feet Above Mean Sea Level-AMSL),the proposed monopole will be nearly 10 feet above the top elevation of the reference tree, which is identified as an 28" diameter Poplar that is 98 feet tall (628.55 feet AMSL), and has a drip line that is approximately 14 feet north from where the monopole will be installed. 11. Color of monopole, antennas, and equipment. The monopole and all antennas will be painted Sherwin Williams Java Brown#6090,a color that has been applied to previously approved Tier II and treetop PWSF monopoles in Albemarle County. All parts of the base station equipment that are visible above the 8' high Java Brown fence will also be painted the same color. 12. Placement of cables, wires and similar attachments. The proposed monopole will be designed and constructed to contain all of Verizon Wireless's coaxial and fiber optic cables that will run from the ground equipment to all antennas and their supporting devices. Section 5.1.40(c) -Applicability of other regulations in this chapter (Items 1-6): 1. Building site. Verizon Wireless acknowledges this exemption from the standard building site requirements for Personal Wireless Service Facilities. 2. Vehicular access. The longest stretch of access to the proposed facility will pass over the existing driveway that serves the existing dwellings and wireless facility on the property. From there, access to the proposed facility will be extended west into a mostly clear area where only three trees larger than 6 inches in caliper will have to be removed and there are not any areas of critical slopes that will need to be disturbed. Verizon Wireless PWSF Page 4 Carters Bridge (Llandaff LC Property) 3. Setbacks. Verizon Wireless has selected a monopole location that is approximately 118 feet (111%of its height)away from the southern property line shared with Tax Map 102/ Parcel 17. This exceeds the standard, minimum required setback distance for towers and similar structures, which is equal to 100% of the monopole's height from all parcel lines shared with adjoining lots. 4. Area, bulk, and minimum yards. Although, Verizon Wireless acknowledges this exemption from established area, bulk and minimum yard requirements for Personal Wireless Service Facilities,it should be noted that the proposed facility will greatly exceed all standard front, rear and side yard setbacks that are established for structures in the RA District. 5. Required yards. Verizon Wireless acknowledges this exemption that allows relief to Personal Wireless Service Facilities from the required yard standards. 6. Site plan. Please refer to the attached construction drawings and antenna/equipment specifications demonstrating that this site has been designed to comply with the Tier II PWSF criteria set forth in Section 5.1.40(a)(4) - Plans and Supporting Documents, as well as any of the relevant requirements set forth in Section 32 of the zoning ordinance for site plans. Conclusion: An approval of this PWSF application will contribute to the expansion of coverage for Verizon Wireless' services for nearby residents, businesses and travelers in this rural part of the county. The requested special use permit is only required because the proposed Personal Wireless Service Facility is located within the Southern Albemarle Rural Historic District, which is an Avoidance Area. However, Verizon Wireless is confident that the proposed Personal Wireless Service Facility meets the siting and design criteria that would otherwise qualify it for the by-right approval of a Tier II facility. Therefore, approval of the proposed facility does not conflict with the zoning ordinance provisions for issuing special use permits or with the goals and objectives set forth for the Rural Areas by the Albemarle County Comprehensive Plan.
