This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following approvals are received: 1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. Approval of all easements for facilities for stormwater management and drainage control. Submittal of a tree conservation checklist with areas for tree preservation identified. The final site plan will not be considered to have been officially submitted until the following items are received: A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. A fee of $1,500. Please submit 8 copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies (for ACSA, please submit 3 copies of construction plans directly to them, as stated in their comments). Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Requirements: 1. The notification fee of $215 has not been paid. The initial site plan will not be approved until the fee is paid. 2. 32.5.2a — Please show all areas on each parcel within the Steep Slopes Overlay District (managed and preserved). Please add the Steep Slope Overlay District to the Site Data table on Sheet C0.0. 3. 32.5.2a — Please state the zoning map amendment number to the Site Data table on the Cover Sheet- ZMA2013-002. 4. 32.5.2a — Please state the exact proffers that were approved as part of ZMA201300002 somewhere on the plans. 5. 32.5.2a — The private road design as proposed on this site plan does not meet the intention of proffer #1 for interconnectivity that was approved by the County through ZMA201300002. Parking stalls which back into the travel lanes of the private road are not permitted. Please consult with the County Engineer for further questions regarding permitted design of the private road. 6. 32.5.2a — Please state the zoning districts of all abutting parcels in the property description labels across all drawings. 7. 32.5.2a — The drawings show incorrect property boundaries for the abutting parcel T.M.P. 78-5C. The property is not divided into lots C and D as shown on the plans, please amend. 8. 32.5.2n — On Sheet C4.0, please show the areas within the building that will be utilized for retail use and warehouse uses, and include a label stating the square footage for each use which corresponds with the parking area calculations provided on the Cover Sheet. 9. 32.5.2n — Please state the proposed paving materials to be used on all walks, parking lots, and driveways in the item labels shown on Sheet C4.0. 10. 32.5.2n — Please provide verification that all outdoor lights proposed on site will be full cutoff luminaires. The spec sheets provided for each model do not indicate what cutoff classification each luminaire type falls under. 11. 32.5.2n —The lighting plan shows footcandle measurements that are higher than the maximum 0.5 footcandles permitted along property lines and right-of-ways. Please amend the light locations as necessary to bring the footcandle measurements into compliance with the regulations set forth in Section 18-4.17 of the Albemarle County Code. 12. 4.17.4 — Please add a note to the lighting plan which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." 13. 32.5.2n —The lighting plan shows two handicap parking spaces on the west side of the building which are not shown on any other drawings. Please amend the plans so that handicap parking space locations match across all drawings. 14. 32.5.2r — Please provide a legend showing all symbols, line types, and abbreviations used on the plan. 15. 32.5.2b — On the landscaping plan, please provide a calculation stating the maximum amount (in square footage) of paved parking and all other vehicular circulation areas. 16. 32.5.2p — Please add an additional column to the Plant Schedule on Sheet L2.0 which states the canopy coverage of each species of proposed landscaping in accordance with the Albemarle County Recommended Plants List. 17. 32.5.2p — Please add an additional column to the Plant Schedule on Sheet L2.0 which states the specific vegetation type (i.e. Large Shade Tree, Small Ornamental Tree, etc.) of each species of proposed vegetation in accordance with the Albemarle County Recommended Plants List. Recommendations: 18. 32.5.2a — As a reminder, the other proffers (#2 and #3) and the required access easement to TMP 78-6 (as stated in proffer #1) approved through ZMA201300002 must be addressed on the site plan for any future development proposed on TMP 78-5G1. Include ADT, design/posted speeds, and show/label ROW for Routes 250 and 20 on plans. 2. Provide entrance spacing, geometry, and intersection sight distance for both proposed entrances. Both entrances, as proposed, do not meet Access Management spacing standards. If they are to remain as proposed, both would require Access Management exceptions. 3. Entrances require a landing of at least 50 feet with a slope no greater than 2%. 4. The 2 -way left turn lane on Route 20 does not extend beyond the proposed entrance shown on the plans. There appears to be room to extend the turn lane but striping would be required. 5. Provide right turn lane warrants for both entrances and a left turn lane warrant for Route 20. 6. Show that trucks can make the left turn in to the Route 20 entrance. 7. The respective design storms for principal (Route 250) and minor (Route 20) arterials are 50 and 25 years; only 10 year storms are provided. 8. Show existing drainage structures, particularly in the vicinity of the proposed entrances. 9. CG -12s are needed for the existing sidewalk at the Route 250 entrance. 10. Note that final site plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. Recommended conditions are as follows: ARB -2016-151: LiDL Initial Site Plan - Initial Site Plan (TM/Parcels 078000000005A0, 078000000005130, 078000000058G1) Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c (2), (3) and (S) and recommended conditions of initial plan approval: 1. Show planting area on site along Rt. 20 and Rt. 250, clear of utilities and easements, to accommodate required frontage planting: large shade trees, interspersed ornamentals, and shrubs. 2. Clearly show all utilities and easements on the plan. 3. Increase the size of the long planting islands located between the double parking rows to accommodate trees. • Regarding recommendations on the plan as it relates to the guidelines: o None. • Regarding conditions to be satisfied prior to issuance of a grading permit: o None. Regarding the final site plan submittal: A Certificate of Appropriateness is required prior to final site plan approval. The following items shall be addressed in the final site plan submittal: 1. Continue to revise the proposal to use forms, features and materials that together establish a design that reflects the historic architecture of the area. 2. Continue to revise the architectural design to establish human scale and use architectural detail to relieve blankness. 3. Show Rt. 20 frontage planting on site and include a note to clarify when it will be planted. 4. Add the standard mechanical equipment note to the architectural drawings: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 5. Include in the site plan set light fixture cut sheets that clearly show the fixtures are full cut off fixtures. 6. Provide information to clarify the impact of interior illumination on the Entrance Corridor at night. 7. Identify the retaining wall material on the plan and provide a sample for review. 15. Provide evidence that VDOT has approved the two trees in the right-of-way at the entrance into the site from Rt. 20. 16. A separate application for signage will be needed. Note that internally illuminated cabinet signs must have opaque backgrounds, such that only the "LiDL" letters of the wall signs could illuminate at night. Also note the following issues of concern: 17. The taper in the retaining walls. 18. Adding climbing or cascading plants on the retaining walls. 19. Moving the development back on the site to increase planting area along Rt. 250. 20. Landscaping that meets the guidelines along the Rt. 250 frontage. 21. The screen on the south elevation: sample, cut sheet, photos, options for a fixed screen? 22. Further develop the scale and texture of south fagade to further unify the building. 23. Consider the entrance for greater consistency with datums on the elevations and/or with procession.
