The project is located where our existing waterline crosses the North Fork Rivanna River just west of the Rte. 29 southbound lanes. The work will include relocation of approximately 300 L.F. of waterline with a new 12 inch ductile iron line. The relocation is necessary to move the waterline away from an eroding bank along the south side of the river. Expedient relocation of this important water transmission main is necessary, as continued bank erosion could result in exposure of the buried line, resulting in loss of structural integrity of the utility. This project is a linear waterline repair which will not disturb an approximate area of 0.76 acres. The temporary construction access road needed to get equipment and materials to the repair site on the south side of the river will have a crushed stone surface, protecting this area from erosion. Due to minimal disturbed area involved and an extremely confined work area available, a standard sediment trap per the VESCH will result in additional grading and disturbance than there is room for. The repair work is close to an existing river and VDOT bridge support, and minimizing disturbed area is of upmost importance. To reduce and minimize disturbance near the river we propose use of a modified mud trap in lieu of a standard sediment trap. In addition, the estimated total drainage area to the mud trap is approximately 2.6 acres, which per VESCH standards will require 174 CY of storage. Due to the limited, confined work area available, the design plans include a modified mud trap with approximately 108 CY of storage. Increasing this storage volume will result in additional disturbed area, not feasibly available in the limited space. The trap is mainly protecting the temporary access road disturbance. Since the road will be paved with a gravel surface, this will aid in minimizing erosion sediment into the trap. It is our opinion that increasing the disturbed area of the project from what is currently designed will not provide beneficial results to the local environment. With this understanding the RWSA would like to request a variance for this project, in accordance with Chapter 17, section 407 of the County Code, which states: "The administrator may waive or modify any applicable requirements of the VESCP that he deems to be inappropriate or too restrictive for the site conditions, by granting a variance in conjunction with his review of the erosion and sediment control plan."
