The following revisions are requested to make the proposal consistent with the design criteria that apply to the County -wide Certificate. 1. A cut sheet for a shoebox fixture was included with the ARB submittal. This cut sheet differs from the shoebox fixture cut sheet that is included on the plan. Please explain. 2. What is the color proposed for the B fixture and pole? Bronze or black are approvable. Include a note on the plan that indicates the proposed color. 3. The zoning ordinance limits spillover of illumination onto public roads to .5 footcandles (fe). The lighting plan shows spillover from the relocated fixtures along the Rt, 22 frontage in excess of that limit. To meet ordinance requirements, spillover at the property line from the relocated fixtures cannot exceed .5 fe. Please revise the plan accordingly. 4. Add the standard lighting note to the plan: Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall he a full cutoff luminaire and shall he arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lightingfrom luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle. 5. To meet ordinance requirements, the LLF (maintenance factor) used in calculating the photometrics must be 1.0. Confirm and note on the plan that the LLF used in calculating the photometries is 1.0. Within 15 days of the date of this letter, please send me a letter (by email is acceptable) indicating whether you will or will not proceed with these revisions. If you choose not to proceed with these revisions, staff will be unable to approve your application. If you choose to proceed with the revisions, please forward me one set of revised drawings together with a memo summarizing the revisions you've made. Your decision to make the revisions will suspend the 60 -day review period associated with your original submittal. However, I expect to complete the review of your revised proposal within 2 weeks of your re -submittal. If you have any questions about this action, please contact me as soon as possible. These trees should be Oak or Maple trees to match the other landscaping on site 2 Continue the row of shrubs along Route 22 in front of the new parking area. 3 The Hubbel-Magnusquare pole light shown on Sheet 1 of 2 is not part of the ARB -approved plan The fixture diagram and locations should be removed from the sheet, or the diagram and locations should be added to the photometric plan and submitted for review and approval by the ARB 4 The landscaping shown on Sheet 1 of 2 does not correspond to the ARB -approved plan and the "Landscape Plan" is not numbered consecutively as part of the Amendment plan set. To clarify the proposal, I recommend that the landscaping be removed from Sheet 1 and that all sheets that are intended to be part of the amendment set be numbered consecutively Other options may exist for clarifying revisions to proposed landscaping. 11/10/99 03:58 PM Page 1 of 1 R Stephen Waller From Mark Graham Sent: Tuesday, November 02, 1999 11 43 AM To Stephen Waller Cc: Glenn Brooks Subject: Shadwell Antiquaries reviewed the plan amendment which was submitted on November 1, 1999 The plan has not changed except they are now showing the right deceleration lane The E&SC plan submitted still does not match the new plan and must be revised Therefore, I believe my previous approval condition still remains unchanged If you wish, I'll simply go into SPIN and change the date to make sure the Engineering comment reflects the current plan Otherwise, I don't think I have to do anything else with my comments Albemarle County Development Departments SPIN Submission and Comments Health Department M SDP -1999-128 Shadwell Antiquares Major Amendment [description and date] reviewer received reviewed decision unassigned 10/7/99 11/2/99 A permit has been issued with several conditions The Tearoom may open for no more than 8 hours per day and is limited to 40 seats No public restroom may be provided in the Antiquary building A new IIB well must be drilled The existing I I I B well must be abandoned in order to have a 100% reserve area available.
