STORMWATER MANAGEMENT NARRATIVE
IN GENERAL, THE PROPOSED PLAN UTILIZES A CLUSTER DEVELOPMENT THAT MINIMIZES LAND
DISTURBANCE AND MAXIMIZES OPEN SPACE PRESERVATION.
THE DEVELOPMENT ACHIEVES WATER QUALITY COMPLIANCE THROUGH THE EXTENSIVE LAND
PRESERVATION PROPOSED AND THE USE OF TWO LEVEL 1 BIORETENTION BASINS. THE PLAN ALSO
IMPLEMENTS CREATIVE DESIGNS CONSISTENT WITH THE ENVIRONMENTAL SITE DESIGN (ESD)
TECHNIQUES OUTLINED IN THE JULY 2013 DRAFT VSMH. EXAMPLES INCLUDE THE CONFIGURATION
OF THE ROAD/LOT LAYOUT TO MINIMIZE ITS IMPERVIOUS FOOTPRINT AND THE ALIGNMENT OF THE
ROADS HORIZONTALLY AND VERTICALLY TO REDUCE GRADING IMPACTS. THE END RESULT IS A
DEVELOPMENT THAT REQUIRES A MINIMUM PHOSPHOROUS LOAD REMOVAL OF 3.91 lbs/yr. THE PLAN,
AS CURRENTLY PROPOSED, REMOVES 3.98 Ibs/yr. PLEASE SEE THE ATTACHED VRRM CALCULATIONS
FOR EVIDENCE OF THIS COMPLIANCE.
STORMWATER QUANTITY COMPLIANCE WILL BE MET THROUGH THE USE OF A DETENTION CELL
IMMEDIATELY DOWNSLOPE OF THE PROPOSED BIORETENTION BASINS' FILTER CELLS. THIS
DETENTION CELL WILL DETAIN SUBAREAS A & B.
General Construction notes for Stormwater Management Plans
1. All dams and constructed fill to be within 95% of maximum dry density and 2% of
optimum moisture content. All fill material to be approved by a geotechnical
engineer. A geotechnical engineer is to be present during construction of dams.
2. Pipe and riserjoints are to be watertight within stormwater Management facilities.
3. For temporary sediment traps or basins which are to be converted to permanent
stormwater management facilities; conversion is not to take place until the site is
stabilized, and permission has been obtained from the County erosion control
inspector.
