Subject: SDP -2017-029 Hollymead Town Center BI C6- Initial Site Plan
The Planner for the Planning Services Division of the Albemarle County Department
Community Development will recommend approve the plan referred to above when the
following items have been satisfactorily addressed. (The following comments are those
that have been identified at this time. Additional comments or conditions may be
added or eliminated based on further review.) [Each comment is preceded by the
applicable reference to the Albemarle County Code.]
Requirements:
1. The notification fee of $215 has not been paid. The initial site plan will not be
approved until the fee is paid.
2. [32.5.2(a)] The ZMA that should be referenced is ZMA2013-004. This is the most
recent rezoning for this area.
3. [32.5.2(b)] A sidewalk should be provided from Bushwood Lane to open space as
shown on the application plan.
4. [32.5.2(b); COD] Table C on page 25 of the Code of Development states that
Meeting Street should have an 80' right of way, including 10 foot sidewalks. As
shown, this does not meet the COD. Also, Table B, on page 24 states that the
build- to lines shall be 0-10 feet from either the sidewalk, or green space. The
lots fronting on the greenspace (Lots 12-26), do not meet this requirement. In
order to allow for an additional 10 feet of right of way required, the 10 foot
sidewalk, and to meet the build -to requirements, please shift Lots 1-20 and the
alleyway over 10 feet to the west. Additionally, revise lots 21-26 to meet the
build -to line requirements.
5. [32.5.2(b)] To allow better alignment of the sidewalk connection from Meeting
Street to the open space, please adjust Lots 7-11 north so that the crosswalk is
more in line for safe pedestrian crossing.
6. [32.7.9] Any required street trees outside of the right of way will require a
landscaping easement and a deed stating the maintenance of those trees.

7. [32.5.2] A plat will need to be approved for all easements prior to final site plan
approval.

Dear Ms. Yaniglos:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced as submitted by, Dominion Engineering dated
May 8, 2017, and offer the following comments.
Land use
1. Meeting street; please add route number and speed limit on plans.
2. Please show the full limits of right of way dedication.
3. Please change labeling on ROW dedication. On the plat this right of way is to be
dedicated to the County for public use.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Willis C. Bedsaul at 434-422-9866.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.

Hollymead Towncenter Block C6 Road Plan
Megan,
I have reviewed the above referenced plans. I have a stand-alone submittal which references a final site plan as well an
SRC submittal that references and initial site plan. My comments are based on an initial site plan. I also have the road
plan but cannot determine which engineer signed the cover sheet. I have CC'ed Frank Pohl so he can forward this to the
appropriate person. I hereby recommend approval of the initial site plan with the following conditions:
• Water and Sewer Construction Plan Review will be required at the final site plan stage. Submit 3 copies of the
final site plan along with water and sewer data sheets to the ACSA, Attn: Jeremy Lynn, PE, to begin the review.
• A sewer capacity agreement with the ACSA will be required before final site plan approval.
• Water meters for Lots 1 and 2 appear to be connected to the curb and gutter instead of the proposed water
main.
• The proposed sewer along Gilmore Drive should be relocated so it is not in the center of the travel -way.

I have reviewed the road plan referenced above. The ACSA will need to approve the utility plan through a construction
plan review before I can recommend approval of the road plan. Once approval is granted I will follow-up with an
approval recommendation for the road plan.

The following road names are will need to be changed:

Per Part I, Section 4-a of the County's Road Naming and Property Numbering Manual (page 6 of
PDF):
"A proposed road name which duplicates an existing or reserved road name in Albemarle
County or the City of Charlottesville shall not be approved. An exception may be made for
cul-de-sacs which have the same name as the road from which they originate (example:
"Amberfield Court" which originates from "Amberfield Drive")."
A Gilmer Drive already exists and these sound too similar and could be confusing in case of
emergency.
Please keep in mind, "A road name shall not exceed more than sixteen (16) characters including
spaces and the designator's abbreviation." (Part I, Section 4-c).
We recommend providing three (3) candidate names for each road to our office for
review, in case your first choices are not acceptable.
