1. Shorten the nose of the median to accommodate the CG-12 ramps...
The nose has been shortened. A crosswalk has been added. As mentioned in our phone
conversation with Adam Moore on 5/12/17, this is the best we can do in this location and
feel we have satisfied the request. Adam Moore agreed to allow this solution and deal with
it if necessary in the field during construction.
2. Please show mill and overlay details and limits...
The mill and overlay limits have been corrected per note#4 on WP-2. The current WP-2
detail was added to Sheet 8. Additionally, detail E/8 provides information on overlay
requirements.
3. Change labeling of storm drain structures...
Done.

We have coordinated to the best of our ability with the different utility companies. What we
have shown seems satisfactory to all of them. Please refer to the attached letter from
George Ray.
6. Intersperse ornamental trees along the EC frontage at Building A...
The previous request was to plant ornamental trees. We added (3) Paperbark Maples to
satisfy this request which are located in the plaza out front of Building A. They were also
selected to correlate with the other Paperbark Maples around the building for compatibility
and purchasing reasons. These are labeled "ornamental trees" on the County's Plant
Canopy list and should suffice. Nothing was mentioned before this recent comment that
they had to be flowering. We feel we have meet the request and nothing further needs to
be addressed.
7. Relocate the dumpster away from the EC...
This was agreed at the ARB meeting on 5/15/17 this wasn't needed at this time.
8. Provide easement documentation for the off-site planting east of the parcel...
The off-site easement was submitted to JT and Engineering on Monday, May 8th. A off-site
plat was included and before the County Attorney for final review.

OTHER BUSINESS
a. ARB-2017-05: Oakleigh: Building C, dumpster
Staff reported on the request regarding the Oakleigh dumpster and elevations for Building C. After
discussing the information, it was the consensus of the ARB that the revised dumpster location was
acceptable with the brick dumpster enclosure and that the review of elevations for Building C could wait
until after Final Site Plan approval
Motion: Mr. Binsted moved to approve the revised dumpster location and to allow with Final Site Plan
approval without the elevations for Building C.
Mr. Van Der Werf seconded the motion.
The motion carried by a vote of 3:0. (Missel and Stoner absent)
Mr. Van Der Werf left the meeting at 4:18 p.m.,resulting in the lack of a quorum.

on Sheet 8. Additionally, detail E18 provides information on overlay requirements.

The Outside Lane Closure Operation on a Four-Lane Roadway (Figure TTC-16.1)figure

A fire hydrant has been added at the eastern side of the main entrance.

Fixture count for Building D is in progress and will be provided ASAP. Counts for Building A,
B, and C will not be available so the proposed service laterals have been sized

We have revised the gas routing so there is greater separation.

Our proposed solution would be to provide four 45 degree bends in the water line at the

was made at this time. Please advise.
8. Provide a fire hydrant about 30' prior to 90^ bend serving the townhomes. Reduce the water
main to 4-inch 53 ductile iron. Provide 4-inch gate valve and Type A blow-off at the end.

We were not able to do this easily so it has been left as planned.A change here would

The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on
Monday, February 21, 2017. The Board, by a vote of 4:0, approved the request, pending staff
administrative approval of the following conditions:
1. Provide to-scale elevation drawings for Building C.
2. Provide for review material and color samples for the brick, whitewash, and roofing for
Building D.
3. Provide for review the architectural design of the townhouse block to be reviewed by staff
prior to approval of the building permit for that building.
4. Add the standard mechanical equipment note to the plan. "Visibility of all mechanical
equipment from the Entrance Corridor shall be eliminated."
5. Revise the lighting plan to indicate the number of lumens emitted by the sign floodlights.
Ensure that the fixtures emit less than 3,000 lumens.
6. Coordinate the number of plants illustrated on the plan with the quantities listed in the plant
lists.
7. Revise the landscape plan to"clearly and accurately identify all plants. Coordinate the plan
and plant schedules.
8. Move the following plants from the "supplemental" list to the "required" list: the AP at the
northwest corner of Building A, the plants along the EC elevation of Building B, and the trees
along the EC-elevation of Building D.
9. Provide assurance that the utility easement and the planting along the EC frontage can coexist.
10. Ensure that the correct quantity of EC street trees is provided and increase the planting size of
all EC street trees to 3W caliper minimum.
11. Intersperse ornamental trees along the EC frontage at Building A.
12. If the emergency access is located at the northwest corner of the property, provide a revised
plan for ARB review. Ensure that all EC landscaping guidelines are met and relocate the
dumpster away from the EC.
13. Provide VDOT approval for the trees proposed in the right-of-way.
14. Provide easement documentation for the off-site planting east of the parcel.
15. Add the standard plant health note to the plan. "All site plantings of trees and shrubs shall be
allowed to reach, and be maintained at, mature height; the topping of trees is prohibited.
Shrubs and trees shall be pruned minimally and only to support the overall health of the
plant."
16. Note that a full review of the sign proposal has not been completed and the sign locations
are not approved with tsite plan. A full review will be completewhen a separate sign
application is submitted for review. Note that shrubs should be added around the Oakleigh
sign to screen the floodlights and integrate the sign into the development.
17. Confirm the sediment pond has been moved to allow for planting of EC frontage trees east
of the entrance, following completion of Building D. If not, EC frontage trees east of the site
entrance shall be planted following completion of Building B. If Building B is not started within
24 months of the completion of Building D, the sediment pond shall be landscaped as
illustrated in a separate landscape plan to be approved by staff prior to issuance of a
Certificate of Appropriateness.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB
revision dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If
changes other than those requested have been made, identify those changes in the memo
also. Highlighting the changes in the drawing with "clouding"or by other means will facilitate
review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your
revisions to ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met, a
Certificate of Appropriateness may be issued.

Comments on Landscape Plan—Oakleigh
1. Most of the plant quantities listed in the required plant schedule do not match the quantity of
plants shown in the plan.
2. There is no distinction between the supplemental plant schedule and the required schedule on
the plan itself. It is too difficult to determine which plants correspond with which schedule.
3. Many of the plants are represented by the same symbol in the plan and some are even labeled
as two different species simultaneously.There are also species that are represented in the plan
with two different symbols. In some cases, counts had to be confirmed against labeled
quantities; in other cases, counts had to be confirmed by symbols.There are still some instances
where it is impossible to determine the intention of the symbol/label.
