Hi Tanya,
Thank you for your latest resubmission. Please find attached to this email your Certificate of Appropriateness.
Somewhere between the 6/7/17 proof and this last one (dated 6/21/17), the note which you added as per my request in
regard to the internal illumination being non -blinking disappeared. I thought it unnecessary to ask for a fourth
resubmittal, so you'll find that the CoA is conditioned so that the internal illumination of the proposed sign must be non -
blinking in order to comply with the ARB standards and criteria.
And in regards to the ARB standards and criteria, we understand that neon is no longer the preferred method of sign
illumination; however, the neon equivalent note is based on an ARB requirement. We (ARB staff) are happy to ask the
ARB to consider an update to this language and appreciate your assistance in the matter. Recommendations on specific
wording are welcome. Please keep in mind that the intent was to provide a comparison to a familiar light source.
Although LED illumination is much more popular now, "X lumens per X feet" is probably still not going to result in a
recognizable level of illumination for the ARB. I anticipate that we will have an opportunity to bring this item to the ARB
on July 17.

I was relieved of jury duty, so I am back in the office. We have updated the art proof as requested, however after some
discussion in-house, we find the notation request re: illumination based on 30 Ma of Neon to be an incredibly difficult
measurement in today's lighting specs. Neon is archaic in the signage world, very few signage companies work with Neon.
Therefore, we respectfully request your consideration to update the requirements for standard illumination notations on
ARB submittals.

As noted, it is very difficult for a signage company to actually determine exactly how bright a single stroke of 30Ma of
Neon is in comparison to LED brightness. In today's signage market, the overwhelming majority of signs are fabricated
with only LEDs. LED brightness specs are provided in Lumens per foot or Wattage per foot, which we feel is more in line
with the requirements for outdoor lighting.
Our notes from the Albemarle ordinance are below. Again, we have updated the Automotive Aesthetics proof with the
current standard verbiage, but would like you to consider updating the requirement.

4.15.17 SIGN ILLUMINATION
Each sign shall be subject to the following:
a. Illuminated signs. Signs using any form of outdoor luminaire shall comply with the requirements of section 4.17.
b. Signs using rare gas illumination. Signs using exposed, bare, or uncovered rare gas illumination, and signs within the
entrance corridor overlay district visible from an entrance corridor overlay street that use rare gas illumination covered by
a transparent material, shall not have a brightness that exceeds thirty (30) milliamps. Brightness shall be determined by
the zoning administrator, ALBEMARLE COUNTY CODE 18-4-50.6 Zoning Supplement #95, 12-9-15 who shall consider
information provided by the sign manufacturer, the rated size of the sign's transformer, and any other relevant
information deemed appropriate.
c. Signs within the entrance corridor overlay district; opaque backgrounds. All internally illuminated box -style and
cabinet -style signs within the entrance corridor overlay district shall have an opaque background.
4.17.4 STANDARDS
The following standards shall apply to each outdoor luminaire:
a. Except as provided in section 4.17.6, each outdoor luminaire subject to these outdoor lighting regulations shall be a full
cutoff luminaire. (Amended 10-17-01)
1. For each outdoor luminaire subject to these outdoor lighting regulations pursuant to section 4.17.2.a, whether a
lamp emits three thousand (3,000) or more maximum lumens shall be determined from the information provided by
the manufacturer of the lamp including, but not limited to, information on the lamp or on the lamp's packaging
materials. (Amended 10-17-01)
2. For each outdoor luminaire subject to these outdoor lighting regulations pursuant to section 4.17.2.a, the following
rated lamp wattages shall be deemed to emit three thousand (3,000) or more maximum lumens unless the zoning
administrator determines, based upon information provided by a lamp manufacturer, that the rated wattage of a lamp
emits either more or less than the three thousand (3,000) maximum lumens: (Amended 10-17-01)
a. Incandescent lamp: one hundred sixty (160) or more watts.
b. Quartz halogen lamp: one hundred sixty (160) or more watts.
c. Fluorescent lamp: thirty-five (35) or more watts. d. Mercury vapor lamp: seventy-five (75) or more watts.
e. Metal halide lamp: forty (40) or more watts.
f. High pressure sodium lamp: forty-five (45) or more watts. g. Low pressure sodium lamp: twenty-five (25) or more
watts.
3. If a luminaire is equipped with more than one lamp, the lumens of the lamp with the highest maximum lumens shall
determine the lumens emitted. (Amended 10-17-01)

4.17.3 DEFINITIONS
The following definitions shall apply in the implementation and enforcement of these outdoor lighting regulations:
Decorative luminaire with full cutoff optics. (Repealed 10-17-01)
Full cutoff luminaire. The term "full cutoff luminaire" means an outdoor light fixture shielded in such a manner that all
light emitted by the fixture, either directly from the lamp or indirectly from the fixture, is projected below the horizontal
plane. ALBEMARLE COUNTY CODE 18-4-53 Zoning Supplement #48, 7-9-08
High intensity discharge lamp. The term "high intensity discharge lamp" means a mercury vapor, metal halide, or high
pressure sodium lamp, and for purposes of this section 4.17, a low pressure sodium lamp.
Initial lumens. (Repealed 10-17-01)
Lamp. The term "lamp" means the component of a luminaire that produces light. A lamp is also commonly referred to as
a bulb.
Lumen. The term "lumen" means a standard unit of measurement of luminous flux.
Luminaire. The term "luminaire" means a complete lighting unit consisting of a lamp or lamps together with the
components designed to distribute the light, to position and protect the lamps, and to connect the lamps to the power
supply. A luminaire is also commonly referred to as a fixture. Outdoor luminaire. The term "outdoor luminaire" means
a luminaire which is permanently installed outdoors including, but not limited to, devices used to illuminate any site,
structure, or sign, except that it does not include an internally illuminated sign.

As per my last email to you on 6/8/17, there is still one outstanding revision that needs to be redressed before I can
complete my review of your sign application. Each applicant has 15 days from receiving such a notice to inform me
whether he/she intends to submit revised drawings that address all of the requested changes, or the application is
considered withdrawn. For this project, that deadline (from my last email of 6/8/17) is this Thursday, 6/22/17. Please let
me know as soon as possible whether you intend to submit revised drawings that address all of the requested changes
and please submit those drawings at your earliest convenience.

Hello Tanya,
The phrase "Light output should not exceed three thousand (3,000) Lumens per luminaire" does not suffice in this case.
Luminaires are a measurement of outdoor, external lighting. MA or milliamps are a measure of LED output, which is what
your proposed cabinet sign is using; this is why I have twice and very specifically asked you to include the standard
lighting phrase THE LEVEL OF ILLUMINATION PROVIDED BY THE LED LIGHTS WILL NOT EXCEED THE ILLUMINATION
PRODUCED BY A SINGLE STROKE OF 30 MILLIAMP (Ma) NEON. Please add this standard note to this drawing (and for
future reference, we require this note on ALL drawings that utilize internal illumination) and return the proof to me for
review.

Good afternoon Ms. McMahon,
The sign for Automotive Aesthetic is an existing one, fabricated for their old location within the City limits. The intent is to
move the existing sign to their new location and not make any changes, if possible, thus why the sign is a internally -
illuminated cabinet sign instead of channel lettering. The color of the LEDs are "Natural White", not Amber, updated on
the attached proof.
The other requests we have updated as well. Please let me know if we need to make any additional changes or if you
would like us to submit another hard copy.

the Automotive Aesthetic business on Rt. 250. The present proposal does not meet the criteria established by the ARB's

has been posted today.
You have 15 business days (i.e., until June 16, 2017) to submit the corrected documents and supporting materials so that
