RE: SDP-2017-25 Field School of Charlottesville Phase I - Initial Site Plan
Mr. Shimp:
Prior to approval of the initial site plan, revisions are required. The plan must be revised in accordance
with Chapter 18 Section 32 of the Zoning Ordinance (Specific sections are cited below):
32.4.2.3 REVISIONS TO ADDRESS REQUIRED CHANGES
Each initial site plan for which changes are required shall be revised as follows:
Requirements identified, letter to the developer. If rile site review committee or the
architectural review board require or recommend revisions to the initial site plan, the agent
shall promptly issue a letter to the developer stating the required changes that must be made
and the recommended changes that may, in the developer's discretion, be made. The letter
shall be sent by first class mail, be personally delivered or, if consented to by the developer in
writing, by fax or email.
b. Plan revised to address required changes. The developer shall revise the plan to address all of
the required changes before approval of the initial site plan by the agent. The developer is not
required to revise the plan to address any recommendations of the site review committee or the
architectural review board.
The agent is requiring that the following changes to the site plan be made before initial site plan
approval is given:
1. [SP Condition #5] Show the primary and reserve drainfield locations for Phase I and Phase II/Full
Buildout on the initial site plan. Ensure that no Phase I uses or improvements impact the
drainfield locations.
2. [SP Condition #5] Provide a note on the initial site plan that states, "All bathroom facilities must
be serviced by subsurface drainfields." Neither the approved Special Use Permit nor the
County's Zoning Ordinance address or anticipate septic systems other than those served by
subsurface drainfields. Therefore, only bathrooms served by a subsurface drainfield will be
allowed by the County.
3. [Comment] Remove Phase 11 from the initial site plan.
4. [Comment] Add a note to the initial site plan that states "This Initial Site Plan is for Phase I of
the project only. Phase II will require a separate initial Site Plan."
5. [32.5.2(k)] If any water is to be provided to the site with Phase I show the utility alignment and
connection in the site plan.
6. [32.5.2(d)] Provide labels or a legend that clearly delineates the location the existing critical
slopes on every plan sheet. Ensure that no critical slopes other than those previously approve
are impacted.
7. [32.5.2(b)] Revise the "Proposed Use" statement to state "Private school ballfield (67 YD x 107
YD) as per SP201500024. For Field School of Charlottesville sporting event use only."
8. [32.5.2(b)] Revise the ITE Trip Generation note to include at the beginning the following
sentence: "The ball field are for Field School of Charlottesville private school sporting events use
only, as authorized by Special Use Permit SP201500024". If non -sporting events are to be held
at the site, and/or if the field it to be used by any other group or organization for sporting
events, then revise the ITE Trip information to include those uses and/or organizations. Any
additional uses or organizations could necessitate the inclusion of the turn lanes in Phase I of
the project.
9. [SP] Provide in the initial site plan the outlines shown in the approved SP concept plan which
were labeled as "+/- 3.0 Acre Multi -Purpose Ballfield Area" and "+/- 4.3 Acre School Campus
Location". Ensure that the proposed Phase I uses and impacts do not go beyond those areas.
10. [SP Condition #1(d), SP Condition #1(e), 32.5.2(b) & 32.5.2(p)] Revise the initial site plan
labels, notes and hatching to show that all of the required buffer and landscape requirements
specified in the approved SP will be provided in Phase I.
11. [SP] Once the initial site plan is resubmitted addressing all of the items listed above it will be
reevaluated as to whether it is in general accord with the approved SP.
These revisions must be submitted by July 7, 2017. Please note that because of the nature of the
revisions specified, and the need for VDH approval of the septic system(s), a deferral may be required.
That request should be made prior to the date specified. Once these revisions are made, staff will grant
initial site plan approval with conditions for the final site plan, and a separate letter will be given at that
time.
