Subject: SUB201700079—Boundary Line Adjustment Plat(Spicer)
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced boundary line
adjustment plat. This review and approval process was completed using the sections listed under Section 14-208.1 of the
Subdivision Ordinance.
Please submit notarized signature copies to the Community Development Department at your convenience,to be signed
by the Agent.
Please also review the following information and comments from Albemarle County Planning,Virginia Department of
Transportation, and Virginia Department of Health.
Planning
1. [Chapter 14, Section 14-309 and Section 14-310] This proposed Boundary Line Adjustment requires Health
Department(VDH) approval of proposed Revised Tax Map Parcel 65-34,prior to any subsequent County
approval(as may be applicable). As such,the above referenced plat and associated Soils Study(prepared by Steve
Gooch Consulting Geologist, Inc. and dated 5/13/2017)was transmitted to Mr. Josh Kirtley of VDH on
5/17/2017.
As noted below,VDH indicated their approval in a letter received on 6/19/2017.
Proposed Revised Tax Map Parcel 65-3105 has previously been reviewed and approved by VDH(approval letter
dated 03/10/16),in conjunction with the approved plat identified as SUB201600039.
VDOT
[The above referenced plat was transmitted to Adam Moore of VDOT on 5/17/2017. Mr. Moore provided the following
comments which were received on 6/13/20171:
1. When subject parcel#65-3105 is developed,recommend installing entrance around the southeast quadrant of
parcel for adequate sight distance.
2. A VDOT Land Use Permit will be required prior to any work within the right of way.
For complete details,please reference the attached letter from VDOT(dated 6/9/2017).
Health Department
[The above referenced plat and associated soils information (dated 5/13/2017) were transmitted to Josh Kirtley of the
Health Department on 5/17/2017. Mr. Kirtley provided the following comments which were received on 6/19/20171:

1. The Proposed[Spicer] Bounry Line Adjustment Plat is approved for individual Onsite Sewage Systems in
accordance with the provisions of the Code of Virginia, the Sewage Handling and Disposal Regulations,and local
ordinances.
2. This subdivision was certified as being in compliance with the Board of Health's Regulations by: Steve Gooch
#1940001284. This subdivision approval is issued in reliance upon that certification.
For complete details,please reference the attached letter from VDH(dated 5/23/2017).

RE: Review of Proposed Boundary Line Adjustment Plat and attached Soils Information for
Individual Onsite Sewage Systems as part of a boundary line adjustment of Tax Map 65-
34&65-3105 located in Albemarle County,Virginia.
Dear Mr.Padalino:
On May 17,2017,the County of Albemarle requested the Virginia Depaitiiient of Health(via the Albemarle
County Health Department)review the proposed subdivision plat identified above.This letter is to inform you
that the above referenced subdivision plat is approved for individual Onsite Sewage Systems in
accordance with the provisions of the Code of Virginia,the Sewage Handling and Disposal Regulations,
and local ordinances.
This request for subdivision review was submitted pursuant to the provisions of§32.1-163.5 of the Code of
Virginia which requires the Health Department to accept private soil evaluations and designs from an
Authorized Onsite Soil Evaluator(AOSE)or a Professional Engineer working in consultation with an AOSE for
residential development. This subdivision was certified as being in compliance with the Board of Health's
Regulations by: Steve Gooch#1940001284. This subdivision approval is issued in reliance upon that
certification.
Pursuant to § 360 of the Regulations this approval is not an assurance that Sewage Disposal System
Construction Permits will be issued for any lot in the subdivision identified above unless that lot is specifically
identified on the above referenced plat as having an approved site for an onsite sewage disposal system,and
unless all conditions and circumstances are present at the time of application for a permit as are present at the
time of this approval. This subdivision may contain lots that to do not have approved sites for onsite sewage
systems.
This subdivision approval does pertain to the requirements of local ordinances.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced final plat as submitted by Roger W. Ray and
Associates, Inc.,dated April 24, 2017 and offers the following comment.
1. When subject parcel#65-3105 is developed, recommend installing entrance around the
southeast quadrant of parcel for adequate sight distance.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at(434)422-9399
for information pertaining to this process.
