June 2, 2017 Ms. Margaret Maliszewski, Chief of Planning/Resource Management Department of Community Development Planning Services 401 McIntire Road Charlottesville, Virginia 22902 Re: ARB-2047-53: American Legion Lighting Amendment On Behalf of: Randy Smith, American Legion, PO Box 6566, Charlottesville, VA Dear Ms. Maliszewski, Regarding the comments provided by you and Heather McMahon as of June 19, 2017, I offer the following responses: Margaret Maliszewski 1. A cut sheet for a shoebox fixture was included with the ARB submittal. This cut sheet differs from the shoebox fixture cut sheet that is included on the plan. Please explain. • The proposed light was changed while creating the lighting plan. The cut sheet on the plan will be used and has been provided for other submittals. 2. What is the color proposed for the B fixture and pole? Bronze or black are approvable. Include a note on the plan that indicates the proposed color. • The proposed fixture and pole will be black. The "Light B" notes have been revised. 3. The zoning ordinance limits spillover of illumination onto public roads to 0.5 footcandles (fc). The lighting plan shows spillover from the relocated fixtures along the Rt. 22 frontage in excess of that limit. To meet ordinance requirements, spillover at the property line from the relocated fixtures cannot exceed 0.5 fc. Please revise the plan accordingly. • Aluminum panels will replace the three glass lenses closest to US Route 22 to block light spillover on the public right-of-way. The plan has been revised and a note added. 4. Add the standard lighting note to the plan: "Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and Q:\David Robinson\8673 - American Legion\17 0620 - Plots\17 0620 - Comment Letter Response.docx property in residential or rural areas zoning districts shall not exceed one-half footcandle. " • Note added. S. To meet ordinance requirements, the LLF (maintenance factor) used in calculating the photometrics must be 1.0. Confirm and note on the plan that the LLF used in calculating the photometrics is 1.0. • The LLF used in calculating the photometrics is 1.0 and a note has been added on the plan. Heather McMahon 1. [18.4.17.4.bl] The zoning ordinance limits spillover of illumination onto public roads to half (0.5) footcandles fc). The lighting plan shows spillover from the two relocated fixtures along the Rt. 22 frontage in excess of that limit. To meet ordinance requirements, spillover at the property line from the relocated fixtures cannot exceed half (0.5) of a footcandle (fc). Please revise the plan accordingly. • Aluminum panels will replace the three glass lenses closest to US Route 22 to block light spillover on the public right-of-way. The plan has been revised and a note added. 2. The LOR submission was submitted to Building Inspections and the Architectural Review Board for their review. Building Inspections did not have any objections. The Architectural Review Board has provided comments separately. • Acknowledged.
