Kean, LS(chris.kean@lincolnsurveying.com) From: Paty Saternye- Senior Planner Division: Planning Services Date: June 1, 2017 REV. 1: July 12, 2017 Subject: SUB-2017-69 TMP 94-24A — 2 Lot Subdivision The County of Albemarle Planning Division will grant or recommend approval of the Final Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] [14-302(A)(3) & (5)] Existing or platted streets; Public Easements. Provide the road width and prescriptive road easement width for State Route 616/Union Mills Road. REV. 1: Comment Addressed. 2. [14-302(A)(4), 14-302(A)(6) & 14-303(E)] Private Easements; Alleys and shared driveways, Dimension standards and information on all lots, streets, alleys, easements and shared driveways. Label the "New 30' Ingress and Egress Easement" to instead be "New 30' Private Street Easement". Access to the new parcel "A2" must be by way of a private street and not just an access easement. See the attached templates for and information on creating a private street. Once the required documents are create and submitted they will need to be reviewed by the County Attorney's office. Contact the plan reviewer if you have any questions about the requirements or process. REV. 1: Comment not vet fully addressed. County Attorney has approved the submitted document. Forward a signed and notarized copy of the document. Receipt of the signed document is required before the subdivision plat can be approved. This can be submitted either before or at the same time as the signed plats are submitted. 3. [14-302(A)(4), 14-302(A)(6)] Private Easements; Alleys and shared driveways. Note that the new private street will be the only access to the public street for both lots. If more than one access point is desired it cannot be granted through administrative approvals of private streets and would need to be approved by the planning commission. REV. 1: Comment Addressed. Applicants have been made aware of this requirement. 4. [14-302(A)(7)] Existing and departing lot lines. Provide the lot line between TMP 94-02-2 and TMP 94-22. REV. 1: Comment Addressed. 5. [1 4-302(A)(1 0)] Right of further division of proposed lots. Expand the right to division note to specify that the residue also may not be divided. The note should read "Parcel A2 is assigned 1 development right and may not be further divided. The residue of TMP 94-24A is retaining 1 development right and may not be further divided. REV. 1: Comment Addressed. 6. [14-302(B)(7)] Reservoir watershed; agricultural -forestal district. Revise the note to split it into two separate notes. The two notes should read "TMP 94-24A is within the Middle Rivanna River watershed and is not within a water supply protection area." and "TMP 94-24A is not within an agricultural -forestal district." REV. 1: Comment Addressed. 7. [14-302(B)(10)] Stream buffers. Revise the plat to show the WPO stream buffer. REV. 1: Comment Addressed. 8. [14-303(H)] Monuments. Please confirm that the monument near the proposed access easement/private street is "Stone Set" and not "Stone Found". If this is not correct then revise the label. REV. 1: Comment Addressed. Stone was "found" and then "reset". 9. [14-308.1 ] Groundwater assessment information. Submit a fee for a Tier 2 Groundwater Assessment. Once the fee is paid, and the assessment is generated, it will be sent to you. REV. 1: Comment Addressed. A copy of the groundwater assessment will be attached to this comments letter. 10. [14-309 & 14-310] Soils evaluations; health director approval. Soils work has not been submitted for review by the Health Department (VDH). Submit the documentation to the plan reviewer so that they can forward it to the VDH. The subdivision plat will not be approved until VDH approval has been received. REV. 1: Comment not vet fully addressed. The soils/drainfield paperwork was received and forwarded to VDH on June 22, 2017. When the VDH review is complete the applicant will be forwarded the information. The subdivision plat will not be approved until VDH approval has been received. 11. [14-316] Approval of entrance onto public streets. Submit confirmation of VDOTs approval of an entrance location onto the public street. The subdivision plat will not be approved until VDOT approval has been received. REV. 1: Comment Addressed. A copy of the VDOT approval will be attached to this comments letter. 12. [Comment] Attached find comments from engineering. Engineering comments must be addressed prior to plat approval. REV. 1: Comment Addressed. Engineering has no objection to the 2rd submission.
