We have reviewed the plans and have the following comments:
Engineering
1. Please use the Private Street fees for further submittals when private streets are proposed.
2. It does not appear that Lots 110 and 137 have access from their alleys. Please extend the
alleys or provide access easements. (14-236C)
3. Dead-end alleys will require a waiver request. (Design Standards Manual)
4. A minimum 25' radius is required on Alley C and the alley does not appear to meet the
required angle of intersection (14-41013). VDOT has requested a meeting to discuss these
design issues. Please include myself, Rachel Falkenstein, and Frank Pohl on the meeting
requests (which can be held at the County if wanted).
5. The stop sign/road name sign has been labelled incorrectly at the east end of Garland
Lane.
6. The ROW for Garland Lane should be a minimum of 30'. (Design Standards Manual, 14-
412B)
7. Show all required drainage easements on the plans (such as on Alley D on sheets 4 and 5).
Planning — Rachel Falkenstein
1. [14-422(a)] Sidewalks and street trees are required for Garland Lane. You may request a variation
or special exception from this requirement.
2. [32.5.2(a)] & 14-302(b)] Lot fronts shall be the portion abutting the street (Section 4.6.2). Revise
setback lines on lots 86-93 so that front setback lines are along the street. You may request a
special exception from setbacks requirements.
3. [32.5.2(b)] One guest parking space per four units is required for attached units. Clarify which
streets have street parking to meet this requirement.
4. [ 14-317] Provide an easement and instrument evidencing maintenance of street trees for areas
where trees are on private lots.
5. [14-401] Lot 124 is double frontage and is prohibited. You may request a variation or special
exception from this requirement.

1. Private Alley C does not appear to be necessary and complicates the design of Eastbrook Drive. Is
there an alternative layout that could eliminate this alley? Additionally, VDOT recommends a
meeting with Albemarle County staff and the Design Engineer to discuss.
2. A legitimate intersection angle should extend at least 15 feet in to the intersecting roadway; this
does not appear to be the case with the Alley C intersection onto Eastbrook Drive. The minimum
entrance radius is 25 feet, this is not provided at either intersection of Alley C and Eastbrook
Drive.
3. Eastern Avenue requires longitudinal underdrains.
4. Why are left turns being prohibited from Garland Lane on to Fernhill Drive? Provide detailed
dimensions showing the splitter-island meets Appendix F design criteria (p. F-114).
5. Show HGLs on drainage profiles.
6. Show crossdrains (CD-1 & CD-2) where applicable on profiles and plans. Note that crossdrains
must tie in to a drainage structure.
7. The VDOT Drainage Manual states that pipe velocities exceeding 10 fps are to be avoided.
Fire Rescue — Shawn Maddox
1. Alley C, Alley D, and Garland Lane shall be marked on both sides no parking.
2. All Streets that are 29' wide shall have no parking signs on one side of the street and spaced at 150'
apart.
3. Hydrant spacing shall be 500' per travel way. The distance to serve Alley D exceeds 500' from the
last noted hydrant.
4. Fire flow test required before final approval, attach a copy to the final plans.
Comments have not yet been received from the ACSA. E911 comments are included as a separate
document emailed with these comments.
