The Site Review Committee has reviewed the development proposal referenced above. Initial comments
from the following divisions of the Department of Community Development and other agencies, as

1. [Section 32.6.2(h)] — On the final site plan, on Sheet SP1, please add signature lines for all of the
members of the Site Review Committee.
2. [General Question/Comment] — On Sheet SP2, under Parking Requirements, how many total ADA
spaces are required? Please consolidate this information for clarity (see also comments from Building
Official below).
3. [Section 32.5.2(a)] — Sheet SP1 notes the Prior Zoning Approvals, but does not also show their
conditions. Please update this section on the final site plan. As a reminder, Condition #3 of the special
use permit requires the ARB to approve the landscape plan prior to final site plan approval.
4. [Section 32.5.2(a)] — Sheet SP2, under Building Setbacks, please remove the language that states
"(whichever is more restrictive)".
5. [Section 32.5.2(i) and (m)] — On Sheet SP6, should the proposed access easement to the "future
development parcel" be enlarged to encompass both sides of the access aisle?
6. [Section 32.5.2(i)] — Will this site have any outdoor lighting? If so, please submit a photometric plan.
A photometric plan may be necessary to confirm compliance with Section 4.17.4(b) even if no lighting
above 3,000 lumens is proposed.
7. [Section 32.5.2(p)] — Will there be enough plantable area to provide the required landscaping within a
parking area under Section 32.7.9.6?

1. There is a proposed connection to the 21" RWSA Sewer Interceptor parallel to Hillsdale Drive.
RWSA must review and approve utility plans before a connection will be allowed. Additionally,
there is an existing 4" lateral connection where the new sewer connection is proposed, so the
design will have to be revised to show existing utilities and eliminate this conflict.

MEMORANDUM

RE: ARB-2016-70: Springhill Townplace
DATE: December 13, 2016
On August 15, 2016 the ARB completed a review of the above -noted request, which included the review
of both an original plan and a revised plan. Subsequently, the applicant submitted an Initial Site Plan to the
County. Because the Initial Plan is consistent with the plan previously reviewed by the ARB, another ARB
review is not needed at this time, and I am forwarding the ARB's preliminary comments to be used as
Initial Site Plan comments.
• Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c (2), (3) and (5):
A Certificate of Appropriateness is required prior to final site plan approval. The following items
shall be addressed in the final site plan submittal:
1. Provide material and color samples for review.
2. Provide a mix of shrubs in an irregular pattern to screen the dumpster from the EC street.
3. Provide a dumpster screen detail in the site plan. Shift the parcel line or shift the dumpster
location so that the dumpster is entirely on the hotel parcel after subdivision.
4. Clarify on the drawings the location and appearance of the elevator penthouse and any
associated equipment.
5. If existing trees are proposed to remain on -site or off -site in the landscape easement after
construction, indicate their location, size and species on the plan.
6. Add trees 2'/2" caliper at planting, 40' on center, along the southern side of the southern
access drive.
7. Revise the plan to define the planting area for the trees to be added along the EC frontage.
8. Increase the depth of the planting area for trees on the south side of the parking lot or
clarify how the trees will thrive in the minimal planting area provided.
9. Intersperse trees along the north side of the building, particularly at the east end, and place
them to coordinate with the architectural design.
10. Identify on the plan the material, manufacturer and color proposed for the retaining walls.
11. Include the standard window glass note on the architectural drawings: "Visible light
transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not
exceed 30%." Provide specs and a glass sample for review.
12. Add the standard mechanical equipment note to the architectural drawings: "Visibility of
all mechanical equipment from the Entrance Corridor shall be eliminated."
***Additional requirements: 1) the landscape plan shall reflect the plant size requirements in the
Entrance Corridor Design Guidelines, and 2) the final site plan submittal shall include all items on
the ARB Final Site Plan checklist.
Regarding recommendations on the plan as it relates to the guidelines:

Review #1
Dear Mr. Newberry:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Dominion Engineering, dated
13 May 2016, and offers the following comments:
I . Show and Iabel existing ROW for each road that appears on the plans.
2. CG12's at the proposed entrance should be in line with the existing/proposed sidewalks,
parallel to Route 29 and perpendicular to the entrance.
3. Please explain the jagged nature of the proposed sidewalk north of the entrance.
4. As per discussion with VDOT personnel during the 5/2/2016 County pre -application
meeting, an access management exception for entrance spacing is required.
5. The proposed emergency access entrance, as proposed, could create problems whereas it
could be perceived as a standard entrance. Drivers would pull in and be blocked by the
bollards and otherwise unable to safely get back on to Route 29. We recommend
providing mountable curb with "grasscrete" or other mountable grass surface to extend to
at least the edge of ROW.
6. Provide drainage area maps (pre and post) and drainage calculations.
7. Complete drainage information will be required on the final site plan. More detail on
Route 29 runoff and how it will be managed will be required.
8. Note that final site plan must show conformance with the VDOT Road Design Manual
Appendices B(1) and F, as well as any other applicable standards, regulations or other
requirements.
Please provide two copies of the revised plan along with a comment response letter. If further
