Once you enter the site, there will be signage directing you to the meeting location within the school. At the meeting, we will discuss the School's request to extend the existing Special Use Permit (the "SP") granted in 2014, which allowed an increase to enrollment with a maximum limit of 150 people (130 students, 20 staff). An expiration of the 2014 SP was set to ensure effective mitigation of potential traffic concerns in the area, allowing the County Board of Supervisors to ensure that the conditions included in the 2014 special use permit traffic were appropriate. Because the School has effectively mitigated any potential traffic impacts, we are therefore proposing to amend the 2014 SP to eliminate the expiration clause. To adhere to the conditions of the 2014 SP, Regents School has: • constructed a modified entrance that restricts left turn movements onto Route 250 from the site; • incorporated a van that picks up fourteen (14) students each morning from the Walmart parking lot; and • created a culture of strict adherence to the requirements of the 2014 SP. The purpose of the meeting is to provide an opportunity for residents to receive information and ask questions about the proposal, County review procedures, and relevant regulations and policies of the County. Ultimately staff decided it would suffice as the mandatory meeting based on the nature of the SP amendment, which was merely/solely to modify condition #9 (SP2014-5 shall expire on Aug 13, 2017) to extend the SP out an additional (2) or (3) years to allow more time for the school to find a suitable location. I'm really sorry, I can't find the mandatory letter, which leads me to believe I never actually wrote or sent the letter. I've discussed this w/Francis and he believes in this case we can accept this email as a mandatory letter of sorts due to the nature of the request. The following items where discussed at the meeting as being required to make the SP amendment application, in addition to all required legal documents/fees noted on the SP application: 1) Revised traffic study 2) Accident reports at this location since the school opened * A detailed explanation of why you are seeking an extension to condition #9 (SP2014-5 shall expire on Aug 13, 2017), and the duration of the extension you are seeking. (This is standard and required for all SPs) * Community Meeting (This is standard and required for all SPs) * At the meeting the Zoning Administrator strongly suggested/recommended you obtain your annual fire inspection from the County fire marshal prior to submitting the SP amendment, as it is condition #7 of the SP and will be reviewed for compliance during the SP review. If you have this completed provide documentation of the inspection. Otherwise this needs to be accomplished at the earliest stages of the application. Christopher 18. Let me check my records to see who I sent the pre app notes to. Was it truly a mandatory? In my head I believe it was an exploratory. Prior to submitting the SP you need to have the mandatory letter.
