Subject: SDP-2017-0009 UVa Indoor Golf Practice Facility — Initial Site Plan
The Planner for the Planning Services Division of the Albemarle County Department of Community
Development (CDD) will recommend approve of the plan referred to above when the following items have
been satisfactorily addressed. The following comments are those that have been identified at this time;
additional comments or conditions may be added or eliminated based on further review. [Each comment is
preceded by the applicable reference to the Albemarle County Code.]
This Initial Site Plan depicts the proposed plan and design for a new 6,710 square foot golf facility. As
previously determined, the development and use of this proposed facility requires a Special Use Permit
(SP) approved by the Board of Supervisors (BOS). Given the general nature of the conceptual plan
submitted with the required SP, it has yet to be determined what impacts this facility will have on
historic resources on the site and the Entrance Corridor. Preliminary reviews indicate concerns with the
visibility of the facilities and the placement of the parking lot between the mansion core and out
buildings. Staff is not able to grant approval of the initial site plan for the proposed facility until it is
determined that impacts to the historic resources and the Entrance Corridor will be properly mitigated.
Staff recommends deferral of the Initial Site Plan until the Special Use Permit review provides for more
clarity around these issues.
2. [32.5.1c] Boundary lines and setback lines are not shown. Please revise to include this information.
3. [32.5.2a] Boundary line dimensions are not specified. Please revise to include this information.
4. [32.5.2a] Minimum setback lines, and yard and building separation requirements, are not shown. Please
revise to include this information.
5. [32.5.2b] Please include a description of the proposed use(s) and improvements, including (but not
limited to) a description of the proposed improvements within the extensive linear areas of disturbance.
6. [32.5.2d] Tree Protection practices are shown around three (3) trees on Sheets 2.02 ("Demolition and
E&S Control Phase I Plan"); C3.06 ("Grading, Drainage, and E&S Control Phase II Plan"); and 1-1.01 ("Tree
Clearing and Protection Plan"). Specifically, Sheet 2.02 notes "Protect existing magnolia tree" and also
shows an additional two (2) unspecified trees also to be protected. However, Sheet C3.06 shows the
limits of disturbance and grading activity would encroach into/under the dripline of all three of the trees
specified for protection: contours 576, 577, and 578 would be graded (cut) from underneath the dripline
of the magnolia; contours 567, 568, and 569 would be graded (cut) from underneath the unspecified
tree adjacent to the exit lane of the proposed parking lot; and contours 571-574 would be modified
within/under the dripline of the other unspecified tree located within the proposed parking lot. Please
review and address this issue by revising the grading plans and/or refining the tree protection practices.
Also, see Comment 11 (below) regarding identification of existing trees.
7. [32.5.2e] Please provide details of existing landscape features; specifically, please revise Sheets C1.02,
C2.02, C3.02, and L1.01 to identify existing trees between the proposed development site and existing
Birdwood Mansion by location, common name, and approximate caliber.
8. [32.5.2f] Please include the location (and name, as may be applicable) of all on site water features.
9. [32.5.2j] Please confirm the location(s) and size(s) of existing drainage easements, or denote that no
drainage easements currently exist.
10. [32.5.2k] Please specify the location(s) and size(s) of proposed water and sewer facilities, and the
proposed storm drainage system. The plans show extensive linear areas of disturbance, which are
presumed to be associated with installation and/or maintenance of water and sewer facilities, but this is
unclear. Please revise to include graphic depiction and/or narrative annotation that explain these areas
of disturbance, and which explain the proposed water and sewer facilities.
11. [32.5.2m] Required information about ingress and egress appears to be omitted. Please revise to show
the distance from the proposed ingress and egress to the centerline of the nearest existing street
intersection.
12. [32.5.2n] Please clarify the details regarding the existing retaining wall adjacent to the existing 1-story
brick barn. This wall is shown on Sheets L1.02 ("Landscape Layout Plan") and L1.03 ("Landscape Planting
Plan") as being approximately 100' in length, but is shown on Sheet C3.02 ("Site Plan") as being
approximately 30' long. Please revise to achieve consistency/accuracy regarding this proposed
improvement.
13. [32.5.2n] Please identify and explain the proposed use of the rectangle that subtends the 1-story brick
barn, shown on Sheet L1.03 ("Landscape Planting Plan"). Also, this rectangle is not shown (either as an
existing feature or proposed improvement) on Sheet C1.02 ("Existing Conditions"), Sheet C3.02 ("Site
Plan"), or Sheet L1.02 ("Landscape Layout Plan") — please revise as necessary.
14. [32.5.2n] Please revise to address any/all proposed trash containers (location and type).
15. [32.5.2n] Please confirm that there are no proposed loading or service areas, or revise to indicate the
location of proposed loading or service areas.
16. [32.5.2n] A lighting plan is not required for an Initial Site Plan, but please note that a lighting plan will be
required for the Final Site Plan. Please also note that the preparation and submission of a lighting plan
may be a requirement of the Architectural Board Review, as may be applicable. Lighting plans must
specify all proposed outdoor lighting locations and materials in accordance and in compliance with
Albemarle County Code 4.17 ("Outdoor Lighting")
17. [32.5.2p] Please revise the Planting Calculations and/or Planting Schedule on Sheet L1.03 to specify the
canopy coverage of each species of proposed landscaping in accordance with the Albemarle County
Recommended Plants List.
