Dear Mr. Wentland:
The Department of Transportation, Charlottesville Residency Transportation and Land Use and
Traffic Engineering Sections, have reviewed the above referenced plan as submitted by Collins
Engineering, revised 19 April 2017, and offers the following comments:
Land Use
1. Provide weave analysis showing that the U-turn spacings are adequate for all existing and
proposed conditions.
2. Provide merge/queueing analysis for U-turn movements demonstrating acceptable levels
of service and appropriate storage lengths.
3. Provide Auto -turn diagrams for a WB-67 for all movements of the RCUT.
4. Is the additional right -turn lane onto Route 29 SB necessary? This may complicate the
merge and weave for NB traffic from Lewis & Clark Drive.
5. Show more detail regarding the right turn lane and entrances on the west side of Route 29
south of Lewis & Clark Drive, including further detail of existing pavement widths in this
area.
6. The proposed U-turns do not appear to sufficiently restrict traffic to one direction.
7. The proposed CMP pipe exiting through the retaining wall at Structure R4 should be
RCP, not CMP.
8. Note #1 on Sheet 3 references signal warrant analysis; what is the timing and/or trigger in
performing that analysis?
9. Prove time of concentration calculations; this can be provided separately.
10. Intersection sight distances, including profiles, must be shown for all movements at each
RCUT intersection junction.
11. Provide detailed dimensions showing that the splitter-island at the proposed new
subdivision entrance meets Appendix F design criteria; it should be offset from the future
through lane.
12. CG-7 or CG-3 should extend to at least the edge of the clear zone at entrances along
Route 29.

13. Please check all pavement marking and sign labels. All left -turn lane arrows are labeled
"right -turn".
I4. As noted in our 5 December 2016 email correspondence with Collins Engineering, design
plans, including geotechnical report, for the proposed retaining wall along Route 29 must
be approved by our Structure & Bridge Department; we have not received these plans to
date.
15. The plan must show conformance with the VDOT Road Design Manual, as well as any
other applicable standards, regulations or other requirements. Comments herein may not
be exhaustive, particularly due to the amount and scale of requested revisions.
Traffic
16. The splitter island should be narrowed so as to not encroach on the future thru lane while
extending north far enough to block left turns out of the development. This could be
accomplished by offsetting the SB left turn lane from the future SB thru lane and
extending the splitter island further north.
17. Add note to the MOT plans stating that "All existing pavement markings shall be
eradicated per TTC-55.1. Temporary pavement markings shall follow TTC-60.0 L"
18. MOT Plan Traffic Control note # 3 should state "current edition" vs. "May 2005"
19. MOT plan "NOTES" should include a note stating that "Contractor shall notify VDOT
Northwest Regional Operations TOC 72 hours prior to any work at 540-332-9500".
20. Remove all guardrail or provide guardrail warrants per current VDOT standards. The
current plans show guardrail in Iocations that are not warranted (example: at the removal
of the signal pole at station 466+85). The use of guardrail increases hazards to the
traveling public. All other efforts should made before the installation of guardrail to
remove hazards or reduce slopes. Cross Sections, including additional shoulder width for
guardrail installation, should be provided to review the guardrail warrants and
constructability of the lanes.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
