Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specifi Conditions of Initial Site Plan approval (9-28-16) 1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code. Rev 4. Comment addressed, item recorded. 2. [32.5.2(i)] Easements. Improvements are proposed within the existing publically dedicated access easement (DB 1429 PG 122). The applicant proposes to vacate the easement and plat a New 15' VDOT access easement as depicted on TMP 04500-00-00-068C1. The vacation and platting of new easement shall be reviewed by the County & VDOT, approved, and then recorded in the Clerk's Office, the DB page information of this action shall be provided on the final site plan. Rev 4. Comment addressed, item recorded. 3. [32.5.1(c)] As proposed offsite grading is taking place on TMP 45-68C1 and TMP 45-68A. All offsite grading easements shall be applied for/reviewed/approved/recorded prior to final site plan approval. Rev 4. Comment addressed, item recorded. 4. [32.5.2(k)] Proposed sewer & water facilities. The proposed sanitary sewer line is located on TMP 45-68C1 and 45- 68A. The final site plan shall depict the entire extent of this easement on these properties from where the line originates along Route 29 to where it connects to Building A. Rev 4. Comment addressed, item recorded. 5. [New Comment] The square footages listed on the cover sheet for Buildings E, F, and G do not appear to be correct. Rev 4. Comment addressed, item recorded. Additional SRC review comments are provided below: Engineering —Matthew Wentland 1. The SWM easement plat and deed will need to be recorded. ARB — Paty Saternye 1) An amendment to the ARB Certificate of Appropriateness has been submitted and is under review. This amendment must be approved prior to Final Site Plan approval. 2) There are conflicts between landscaping and the new alignment of utilities and their easements. Either realign the utilities if possible, or adjust the landscaping if necessary, to avoid the conflicts while still meeting the ARB landscaping requirements. This includes sewer, water and stormwater pipes and their easement. There are evergreen screening trees, some of which will be 8' at the time of planting, directly on top of the sanitary sewer line along the northern edge of the property. 3) Some of the required street trees, along Berkmar Drive, are now just within the proposed sight distance easement. If VDOT will not allow these trees in the easement they will need to be adjusted to be outside of the easement, while still meeting the ARB landscaping requirement. RWSA had some comments on the final site plan. I am no longer requesting a connection to the 12" in lieu of the 30". I am hoping to wrap up my review next week, but will need RWSA approval before I input mine. Comments pending, to be forwarded once received. RWSA — Victoria Fort RWSA has reviewed the site plan for Better Living Berkmar Drive (SDP 2016-062) as prepared by Shimp Engineering and dated 5/11/2017 and has the following comments: Sheet C4 of 16 1. Show the existing RWSA 15' utility easement on the property (sent previously via email). 2. ACSA has requested that the new 6" water connection be made onto the 12" RWSA water main along the southern boundary of the parcel, rather than across the road on the 30" RWSA main as shown. RWSA takes no issue with this change if the developer and ACSA wish to proceed in this manner. Note that the exact location and depth of the water main are not known. If this change is made, notes on sheets C4 & C9 should be revised accordingly to reflect the change in tap size (from 30"x6" to 12"x6"). 3. Please note that the maximum HGL for the 12" RWSA water main is 795', which could result in high pressures on site. Refer to ACSA's guidelines for reducing pressures down to an acceptable range.
