RE: SDP -2017-035 Old Trail Block 22- Initial Site Plan
Mr. Ledbetter:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced
site plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and
thereafter diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the
following approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
Approval of all easements for facilities for stormwater management and drainage control.
Submittal of a tree conservation checklist with areas for tree preservation identified.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of $1,613.
Please submit 8 copies of the final plans to the Community Development Department. The assigned
Lead Reviewer will then distribute the plans to all reviewing agencies (for ACSA, please submit 3 copies
of construction plans directly to them, as stated in their comments). Once you receive the first set of
comments on the final site plan, please work with each reviewer individually to satisfy their
requirements.
The Department of Community Development shall not accept submittal of the final site plan for
signature until tentative approvals for the attached conditions from the following agencies/reviewers
have been obtained:

Subject: SDP -2017-035 Old Trail- Block 22- Initial Site Plan
The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approve the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based
on further review.) [Each comment is preceded by the applicable reference to the Albemarle
County Code.]
Requirements:
1. [ZMA Application Plan] Planning staff needs to confirm with Fire/Rescue that the
emergency access connection is not needed and will not be required when Block 32
develops before the final site plan is approved.
2. [32.5.1(b)] 1"-40' is not legible, for the detailed plan. This is okay for an overall plan, but
sheets at 1"=20' should be provided as well for the details of the development.
3. [32.5.2(b)] Provide a table that shows all the blocks that have been approved and the
types of units, with totals provided.
4. [32.5.2(b)] Show the size of the lots.
5. [32.5.2(n)] It appears that there are units in the sidewalk along Golf Drive. Revise.
6. [32.5.2(n); 14-422] Planting strips and street trees are required along all streets. The
planting strips are required to be on the back of the curb. Planting strips are currently
not being provided in accordance with the ordinance. Revise so that the planting strips
are located between the curb and the sidewalk. If sidewalk is not provided an exception
from the requirement must be applied for and approved by the Planning Commission.
7. [32.5.2(n); 14-422] Some of the private streets appear to not include sidewalk. Sidewalk
is required along all streets in the development areas. Provide sidewalk along all streets.
8. [ZMA Proffers] Affordable housing is required for the proffers. Indicate on the plan
which units will be affordable.
9. [32.5.2(n)] Show the dimensions for the driveways, sidewalks, planting strips.
10. [32.5.2(n)] Note the paving material for the driveways and sidewalks.
11. [32.7.9] Street trees are required along all proposed and existing streets. Provide street
trees along Golf Drive.

12. [14-402] Lots 24 and 37 do not meet the lot shape requirements and are odd shaped
lots per the definition in the subdivision ordinance. This will be required during the
subdivision stage, however these units may not be feasible.
Sec. 14-462 Lot shape.
Each lot vathm a subdivision shall be of a shape which provides a satisfactory and desirable
building site, and shall othern,isz be at least the minimum lot "Idth allowed by the applicable provision of
the zoning ordinance. No lot shall contain peculiarly shaped elongations designed solely to prcvide the
required square footage of area or frontage on a street_ All portions of each lot shall be contiguous.
13. [14-234]Provide a request and justification for the private streets per section 14-234 of
the subdivision ordinance for staff review when the preliminary plat is submitted.

I have reviewed the above referenced initial site plan. I hereby recommend approval of SDP201700035 with the
following conditions:
• Water and Sewer Construction Plan Review will be required at the final site plan stage. Submit 3 copies of the
final site plan along with water and sewer data sheets to the ACSA, Attn: Jeremy Lynn, PE, to begin the review.
• RWSA Wastewater Capacity Certification will be required at the final site plan stage.
• The offsite sewer is currently under review.

The initial site plan for Old Trail Block 22 has been reviewed by Engineering. The following comments
will need to be addressed before approval:
1. WPO Plan must be submitted and approved before final site plan can be approved.
2. Road Plan must be submitted and approved before final site plan can be approved.
3. Please add the approved Master SWM Plan # to the note on the cover sheet
(WPO20160009). It appears facility #S-4, a biofilter, should be in this Block. Mitigation
for encroachment in the WPO buffer is also shown on the SWM Master Plan for this
Block.
4, Ensure that all critical slopes are shown and labeled on the plan.
5. Note on the cover sheet says that topography was from 2015. Was this field verified to
confirm there were no changes in the past 2 years? If so, please add a note.
6. Please add a note that proposed slopes steeper than 3:1 must be planted with low
maintenance (not grass) ground cover.
7. Sidewalks outside of the right-of-way will need to be in an easement.
8. VDOT entrance permit will be required for golf drive. Please designate the type of
entrance and show the sight distance lines.

The following roads need to be named:
1. PRIVATE STREET "D"
2. PRIVATE STREET "E"
3. PRIVATE STREET "F"
4. PRIVATE STREET "G"
5. PRIVATE STREET "B" & "C" will need the same name as "D" if they are to
connect to other roads in the future
6. PRIVATE STREET "A" must be a continuation of ADDLE HILL ROAD
7. PRIVATE STREET "H" will also need a name if it is to connect to other
roads in the future
This site will require a four (4) new private road names. Per Sec. 7-200-B of the County's Road
Naming and Property Numbering Ordinance (Page 2 of PDF),
"It is intended by this article that all roads within the county which serve or are designed
to serve three (3) or more dwelling units or business structures shall be named."
Please review the procedures in the Road Naming and Property Numbering Manual to decide upon
a road name for the road accessing Old Lynchburg Road.
We recommend providing three (3) candidate names for each road to our office for
review, in case your first choices are not acceptable.

Dear Ms. Yaniglos:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Roudabush, Gale, &
Associates, dated 22 May 2017, and offers the following comments:
1. Provide route number, speed limit, and ADT for Golf Drive, and label all street as
intended to be public or private.
2. Note that the final site plan must show conformance with the VDOT Road Design
Manual Appendices B(1) and F, as well as any other applicable standards, regulations or
other requirements.
Please provide two copies of the revised plan along with a comment response Ietter. If further
information is desired, please contact Justin Deel at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
