The Site Review Committee has reviewed the development proposal referenced above. Initial comments
from the following divisions of the Department of Community Development and other agencies, as
applicable, are attached:

Comments reflect information available at the time the proposal was reviewed and should not be
considered final. However, the Site Review Committee has attempted to identify all issues that are
required to be resolved prior to final approval. The applicant should work with each of the reviewers
individually to address the comments provided. Once all of the comments have been addressed, the Lead
Reviewer will request copies for final signature by each reviewer. Please contact me at your earliest

1. Section 4.12.16/p.10 of COD — Please confirm that each driveway is a minimum of 18 feet wide. The
driveway for Lots 5, 11, and 14 appear to be only 16 feet wide.
2. Section 32.5.2(a) — On Sheet 1, please remove the reference to critical slopes. Under Zoning, please
note this site also lies with the Steep Slopes (Managed) and Entrance Corridor overlay districts.
3. Section 32.5.2(a) — On Sheet 1, please clarify the information shown for Project Area and Area
Summaries. The area shown for Project Area is 0.78 acres and then the Total under Area Summary is
1.11 acres. Should these two numbers match?
4. Section 32.5.2(a) — On Sheet 1, please specify this site lies within the South Fork Rivanna Reservoir
water supply watershed.
5. [General Comment] — On Sheet 6, the cross-section for Orion Lane shows a 6 foot parking lane.
Please delineate these parking spaces on Sheet 3.
6. Section 32.5.2(p) — Sheet 5 shows 14 street trees in bold, but the planting schedule only shows 12
trees. Please only show the required trees in bold and confirm that the correct quantity of trees is
included in the planting schedule.
7. [General Comment] — Other blocks proposing residential uses in Old Trail have used the same table to
track the provision of affordable housing units over time. Please copy and update this table from the
last approved site plan at the time of final site plan submission. As of right now, the latest table is
from the final site plan for Blocks 10, 16, 17, and 18 (SDP201600006).

1. "Private Road A" will need to be a continuation of FENNEL RD
2. "Alley A" does not need a road name as it appears no houses will be addressed off of it
3. "Alley B" will also be FENNEL RD as it appears that the road will curve around and
connect back to Orion Ln

Dear Mr. Newberry:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Roudabush, Gale, &
Associates, dated S May 2017, and offers the following comments:
1. It is our understanding that Orion Lane will be a private street; please confirm this on the
plans by labeling all streets public or private. If it is to be a public street, the entrances
must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as
well as any other applicable standards, regulations or other requirements, in which case
comments can be provided.
2. Please demonstrate that existing drainage structures being tied -in to are adequate for the
developed site.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Justin Dee] at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
