HomeMy WebLinkAboutARB201600126 Plan - Other (not approved) 2017-08-17Audi T, �M FLOW AUDI AUTOMOTIVE EXPANSION ARB Submittal September 26, 2016 RECEIVED COMMUNITY DEVELOPMENT Flow Audi of Charlottesville currently occupies a small section of an existing building shared with both the Porsche and Volkswagen dealer- ships. As sales in the area have grown over the last years Flow Audi is planning a new 8 auto showroom and sales office on their existing site along the south side of US 250 on Pantops Mountain. This site falls within the US 250 Pantops Entrance Corridor and will require a Certificate of Appropriateness from the Architectural Review Board. The new show room is planned as an independent one story building along the west side of the property in the location of an existing parking lot used for display of new automobiles. The existing grade falls away to the south allowing for a lower level service pick-up and drop off area which will face away from US 250 and the Entrance Corridor. In developing a new building for this site Audi of America has created a building that responds to the guidelines for the Entrance Corridor while using modern design and materials to accomplish those goals. The Entrance Corridor along US 250 east of Charlottesville at Pantops has developed over the last 15 years into one of the more cohesive architectural environments of any of the Entrance Corridors around Charlottesville. This has been accomplished along this corridor with buildings which represent a healthy diversity of architectural approach- es to design and scale. The a majority of the buildings developed in this area since the establishment of the Entrance Corridor Overlay District have utilized the traditional palette of red brick, gable or hipped roofs and a building scale consistent with the historic character of the region. Among these are the Social Security Building, a number of restaurants, and modestly scaled commercial and office buildings. The larger, more institutional buildings have been set back from fronting on the Street edge allowing for the development of a compatible range of build- ings and street landscaping in much of the corridor. The developing success of this portion of the corridor is reinforced by the inclusion of a number of buildings using different materials and a variety of architec- tural styles. The Union Bank and UVA Credit Union buildings use painted white brick, the Montessori school and new Chick Fil A are both more contemporary designs which use scale, material and texture to ac- complish their appropriateness within the district. Even Toyota has used modern materials to modify its trademark building to break down the scale of the building down into section that reflect the historic scale of much more traditional buildings of the region. 6 R W A R C H 1 T E C T S FLOW Audi of Charlottesville is developing a design which, while using modern design and modern materials, takes its cues from the scale, texture and detail of the surrounding Entrance Corridor and the histor- ic precedents of the larger community. While doing this, they also will associate the new building with the corporate identity Audi of America has developed throughout its nationwide network of dealers. This is particuiarly important when using modern materials and design strategies associated with a nationally branded corporation. For this location we have developed a building organized by the classi- cist roots of the region. The building sits on a plinth of white brick, has a 'piano nobile' with columns and 'solid' wall surfaces, and meets the sky with a proportioned cornice. The white brick is a commonly found ver- nacular material used on both residential and commercial buildings in the region. Specifically in this district it is found at both Union Bank and the University Credit Union located at the corner of State Farm Bou- levard and US 250. For Audi we have modified their typical concrete base to a white brick plinth. The building itself will use clear glass and anodized aluminum for the frame with an aluminum mesh rain screen cladding running over portions of the building skin. We have reduced the scale of the typical Audi showroom to correspond to the human scale of significant historic precedents in the area using a four foot grid to organize the facade. The lower ceiling, exposed inside the glass wall will create the 'cornice' of the building in a proper proportion to the overall composition. This creates an appropriate way to link the design elements desired by Audi of America for their dealerships to the tradi- tions specific to this area. Rather than emphasizing elements intended to evoke images of adventurous driving on open roads the materials and composition take their inspiration from regional precedents. It would fall into the small to moderate range in comparison to other buildings in the area. This building will be smaller than the Car Max, the new Mon- tessori School, and any of the three buildings at the Social Security site. In terms of style its compatibility will relate more to the recently modern- ized Toyota dealer and the Montessori School. This building is 71 ' wide facing the Entrance Corridor, 108' deep and 20' tall. ELEMENTS OF ENTRY CORRIDOR GUIDELINES FLOW AUDI AUTOMOTIVE EXPANSION ARB Submittal September 27, 2016 Buildings should relate to their site and surrounding context The proposed building will front on the north side of US 250 with the street fagade aligning with the Volkswagen Dealership to the east. This will be consistent with the range of buildings to the east and the west and their general relationship to the street. The overall height of the building at 20 feet is consistent with the other dealerships along this sec- tion of the highway. The location of the building on the site will reduce the amount of parking immediately visible from the entrance corridor by limiting parking in front of the building to a single drive lane and a single row of parking. This reinforces the County's desire to limit front yard parking and depend primarily on relegated parking for this deal- ership. Existing street landscaping will be preserved with new understory landscaping. The basic module of the curtain wall facade is four feet. Additionally, immediately behind the 20 foot clear glass facade, the interior ceiling soffit drops to 15 feet and is easily visible from the exterior. These two components with the white brick site walls will provide the human scale of the building. Reinforcing this will be the selection of the anodized aluminum mesh rain screen system as the other primary exterior finish material. The texture of this material will provide an appropriate appearance from the highway to unify the building as well as reinforce its human scale, particularly as one ap- proaches the building. The simple modern rectangular form breaks itself down in a number of ways. Compositionally the relation- ship between the areas clad with the aluminum mesh and the glazing system provide a secondary scale to the overall composition. To break the scale down further, while reinforcing the overall composition are the repetitive 4 foot sections of glass and anodized aluminum frames. However, at the northwest cor- ner of the showroom the glazing system slips behind the large area of mesh facade creating a `translucent' corner that shows both systems overlaid with each other. Additionally the largest areas of mesh clad- ding run in front of windows to the service area, allowing for the light from the interior windows to break up the uninterrupted areas of the facade. As mentioned in the guidelines a number of times: "The Guideline's standard of compatibility can be met through building scare, materials, and forms which may be embodied in architecture which is contemporary as well as traditional." This makes it functionally difficult to conntect the buildings with each other. In this case the scale of the building is more appropriate as an individual building that if would be if connected to other buildings. Window Glass All window glass will be clear. Site Plan and Landscaping A site plan meeting the requirements of the Entrance Corridor and County Engineering will be submitted Lighting All exterior site lighting and landscape lighting will meet Entrance Corri- dor and County Engineering requirements.
