Accordingly, T, Ronald L. Smullen, or assigns, conditioned upon apP~pval of a subdivision plat, agree to upgrade Leeds Lane to State standards at the time that the necessary road work is performed on said subdivision. This road work will be performed with expediency, following approval of a subdivision plat, but in no case will be performed later than eighteen (18) months following the date of approval of said subdivision plat.
