SUBJECT: Board Actions of March 22, 1995
Following is a list of actions taken by the Board of Supervisors at its
meeting on March 22, 1995:
Agenda Item No.1. Call to Order. The meeting was called to order at
5:05 p.m., by the Chairman, Mr. Perkins.
Agenda Item No.2. Public Hearing to receive comments on the proposed
expansion of the Albemarle-Charlottesville Joint Security Complex (Jail).
SUPPORTED the phased expansion of the jail and recommended that the City
take similar action.
The Board requested that a copy of the revised agreement be provided to
them for rev~ew. Directed staff to provide the following information: (1)
evidence why it is better to form a Jail Authority to fund the Jail expansion
as opposed to funding the expansion through the Industrial Development
Authority; (2) a report of where the complications are on the financial
aspect; and (3) information on privatization.
Agenda Item No.3. Other Matters not Listed on the Agenda from the
BOARD. There were none.

PURSUANT TO SECTION 2. I -344(A) OF THE CODE OF VIRGINIA
UNDER SUBSECTION (3) TO CONSIDER ACQUISITION OF PROPERTY
FOR A SCHOOL FACILITY AND UNDER SUBSECTION (7) TO
CONSULT WITH LEGAL COUNSEL AND STAFF REGARDING A
SPECIFIC LEGAL MATTER REGARDING AN INSPECTION ISSUE AND
UNDER SUBSECTION (7) TO DISCUSS A MATTER OF PENDING
LITIGATION REGARDING A TAXATION ISSUE.

CERTIFICATION OF EXECUTIVE MEETING
I move that the board certify by a recorded vote that to the
best of each board member's knowledge only public business
matters lawfully exempted from the open meeting requirements of
the Virginia freedom of information act and identified in the
motion authorizing the executive session were heard, discussed or
considered in the executive session.
VOTE:
AYES: Mr. Martin, Mr. Perkins, Mrs. Thomas, Mr. Bower.man and
Mrs. Humphris.
NAYS: None.

PROCLAMATION
NA TIONAl COUNTY COVERNMENT WEEK
WHEREAS, counties trace their roots to the English shire of a thousand years ago; and
WHEREAS, county government structures today are as diverse as the people they
represent; and
WHEREAS, there are three basic forms of county government -- Commission from,
Commission·Administrator form, and county Executive form -- each having a
number of distinguishing variations; and
WHEREAS, counties provide a wide spectrum of services to their residents, and county
employees are proud of the service they provide; and
WHEREAS, state constitutions legislate the revenue sources counties may pursue to
meet their budget requirements and taxes are the primary revenue source
for counties; and
WHEREAS, counties spend more than $140 billion a year in providing libraries, hospitals,
highways, police and fire protection, health and welfare services, parks and
recreation and dozens of other services for their citizens; and
WHEREAS, in a recent Gallup poll of U.S. citizens' attitudes toward federal, state and local
government, individuals said that local governments gave the most for the
money and spent tax dollars most wisely; and
WHEREAS, it is time for this nation to recognize that it is everyone's responsibility to
ensure that our children have the opportunity to grow in a nurturing
environment to become self-reliant and productive adults. Children are this
country's most valuable resource; and
WHEREAS, like our children, America's counties are America's future.
NOW, THEREFORE, I,
walter F. Perkins, Chairman, on behalf of the county Board of
supervisors of Albemarle County, virginia, hereby proclaims
April 2 through April 8, 1995 as
NA TIONAl COUNTY COVERNMENT WEEK
