New Albemarle County High School
Public Hearing Fact Sheet
Purpose: The public hearing is designed to solicit community feedback on whether or not to
exercise an option on a 110 acre site adjacent to Piedmont Virginia Community College for
locating a new high school and other potential governmental uses.
· April, 1994 - Board of Supervisors endorses building a new high school.
· May-June, 1994 - Community forums held to solicit input on new high school sites.
· July, 1994 - County staff begin analyzing potential sites using selection criteria contained in
the County's Community Facilities Plan addendum to the Comprehensive Plan.
· October, 1994 - Fourteen original sites narrowed to 5 sites, Board authorizes staff to begin
negotiations with 3 owners for access to property for preliminary geotechnical investigation.
· January, 1995 - The owner of one of the three sites indicates unwillingness to sell property.
The owner of a tract adjacent to Walton School indicates reluctance to sell and relates
displeasure with condemnation proceedings on family's property when Walton School was
built in the early 1970's.
· March, 1995 - Option agreement secured on Hillcrest Property adjacent to Piedmont Virginia
Community College for 110 acre site. Board agrees to eliminate other sites from
consideration at this time.
Hillcrest Site (Proposed for New High School)
· Approximate size - 110 acres
· Adjacent to Piedmont Virginia Community College
· Easy access to 1-64 and opportunity to make road connection to Avon Street
· Served by public water and sewer on site
· Close to the greatest concentration of students which will allow for reducing the student
population at Albemarle High School
· Purchase price of$1.9 million
A 110 acre option has been secured on this site with the intention of soliciting public input as to
whether the County should exercise this option or reinitiate the site selection process to identify other
possible locations.
Site Development
If the option is exercised, it is the County's intention to transfer 60-65 acres to the School Board for
development of the new high school and associated athletic fields. The balance of the acreage would
be retained and a master plan developed which may consider possible locations for a future fire/rescue
station to serve the area, potential future library branch, future county and school maintenance
facilities, or other school or local government needs.
It should be noted that if the option on this property is exercised, a commitment will be made to build
a road to meet VDOT standards that would connect Avon Street and Route 20. This connector has
been in the County's Capital Improvement Program for a number of years and is recommended in the
Southern City Transportation Study recently completed. This connector would make access to the
new school and the 1-64 interchange much easier from Avon Street.
Walton Site
In response to public input, the School Board and Board of Supervisors considered a 108 acre tract
adjacent to Walton Middle School. It was decided not to pursue further negotiations on this site due
to:
· Owner expressed reservations about selling property due to his family's experience of having
the property for Walton condemned in the early 1970's.
· Approximately 40 acres of the property would have been very difficult to develop because
of topography.
· Roughly 2/3 of the potential students for the new high school live north of Route 708.
· Due to a lack of public utilities, there was concern over the impact on ground water supply
related to an additional requirement of the State Water Control Board to provide a capacity
of 24,000 gallons of water per day for the high school. Additionally, above ground water
storage would be required for an adequate fire suppression system.
· Due to a lack of public sewer, the school would have required a package treatment plant
estimated at $500,000 for construction and $20,000 annually for operating costs.
Construction Schedule
· June 1, 1995 - Schematic design plan, programming/goals, concept development (3 months).
· Design Development (3 months)
· Construction Documents and Bid (7 months)
· July 1, 1996 - Construction (23 months)
· June 1, 1998 - Completion
