At the joint meeting held with the School Board on November 16, 1994, the following actions were
taken:
Agenda Item No.1. Call to Order. Meeting was called to order at 5:00 p.m., by Mr. Perkins and Mr.
Finley.
Agenda Item No. 2a. Discussion: Salary and compensation guidance for classified employees.
CONSENSUS of both Boards that staff use 2.5 percent as classified scale increase for initial budget planning
purposes.
Mr. Bowerman asked staff to look at each cluster group, take the total salaries paid by each jurisdiction
for its general government employees, classified employees and school employees, then divide the total salary by
the number of employees to determine the actual amount of money paid per capita by that jurisdiction.

In preparation for our joint meeting at 5:00 p.m. on Wednesday, November 16,1994 in Room
5/6, staff has identified the following three items for discussion:
· salary and compensation guidance for classified employees
. school legislative issues
· a brief executive session to provide an update on the new high school site
selection process
Salary and Compensation Guidance for Classified Employees
Each year, our Human Resources Department conducts a comprehensive survey of comparable
jurisdictions and private sector businesses which compares the midpoint of salary ranges for similar
positions. The recent survey conducted in October, 1994 indicates that our classified pay scale is
5.78% below the competitive market at the current time, before any increases given next July. Staff
is currently reviewing the data and will present further analysis of jurisdictions vs. private sector
businesses at our meeting on Wednesday.
In order to provide a framework to discuss the issues, the following numbers are presented for

Fingerprinting Costs and Timelines

This memorandum is being sent as follow-up to our
discussions of recent legislation regarding the fingerprinting of
new employees. In consultation with Captain Scott Hambrick of
the Albemarle County Police Department, I learned that the cost
of conducting a criminal history search of Virginia records,
using fingerprints, is $13.00, per person/search. The fee for a
nation-wide criminal history search, based on fingerprints and
conducted by the Federal Bureau of Investigations (FBI), is
$24.00, per person/search. For $37.00, a combined Virginia and
FBI search could be completed. I have attached for your
information and use a copy of the fee schedule provided by
Captain Hambrick. I have also attached a chart to illustrate the
impact of these costs if we were to implement such a program.
In addition, I was informed that the FBI search usually
takes 3 - 6 months, depending on the agency's backlog. The
Virginia search takes approximately 2 months.

Mr. Martin referred to a letter dated October 28, 1994, Board members received concerning traffic
problems at Sutherland Middle School. Mr. Tucker indicated that staff is scheduling a meeting with the
individuals to address the concerns. Mr. Martin asked that he be informed about the meeting.
Mrs. Thomas and Mrs. Humphris asked for a status of the Utilities Master Plan.
Mr. Perkins asked for a list of teachers, the number of students in the classrooms and the names and
number of courses they teach.
Mrs. Humphris and Mrs. Thomas said they would be attending the transportation information meeting at
Jackson- Via on November 17.
Mr. Bowerman said he would not be present for the Board meeting on November 22.
Mr. Bowerman asked for a status report on the request for a skateboard facility on December 7.
Agenda Item No. 13. Adjourn to November 22, 1994, 7:00 P.M., for Joint Public Hearing with Planning
Commission and Adjourned Meeting of Board. At 7:50 P.M., the meeting was adjourned to November 22,
1994.

BE IT RESOLVED that the Board of Supervisors of Albemarle
County, Virginia, does hereby state its intent to rezone Tax Map
60, Parcel 30F from HC, Highway Commercial, to R-l, Residential,
for the Emergency Operations Center building as a public necessity,
convenience and general welfare of the County and for good zoning
practice; and
FURTHER requests the Albemarle County Planning Commission to
hold a public hearing on said intent to rezone, and does request
that the Planning Commission send its recommendation to this Board
at the earliest possible date.

BACKGROUND:
Several years ago, in a cooperative effort, the Federal, State and Local law enforcement agencies established a program where the proceeds
resulting ITom disposition of confiscated assets would be shared by the agencies involved in the investigation.
DISCUSSION:
The guidelines for use of funds ITom the Equitable Sharing Program must be used for law enforcement purposes to enhance law
enforcement and cannot be used to supplant local funds for the operating budget. Currently funds ITom prior years, in the amount of
$34,726.42 (Federal) and $560. 14(State) , plus $2,731.68 ITom the current year, totaling $38,018.24, are available in this fund.
RECOMMENDATION:
To make these funds available for expenditure for law enforcement purposes, staff recommends approval of the appropriation as detailed
in attached form #940027. Also, to approve the appropriation as detailed on form #930085 for expenditures in FY 1993/94.

State funds :trom the Fire Service Program are received by the County on an annual basis to assist with fIre protection. It has been the
policy of the County to distribute these funds to the volunteer fIre companies on an equal basis.
DISCUSSION:
The FY 1994/95 budget projected $66,010 to be distributed to the volunteer fIre companies. Actual receipts from the State of$68,632.76
exceed the appropriation by $2,622.76. This amount, when distributed equally to the volunteer fIre companies, would provide additional
funds of$374.68 to each company.
RECOMMENDATION:

Whitewood Village is an assisted rental project developed under the Section 8 Moderate Rehabilitation Program in 1986. The project
consists of 88 two-bedroom apartments and 8 one-bedroom apartments. Currently, 83.9% of the units are occupied by single female heads
of households, with the majority having children under the age of eleven. A total of lIS residents are children. One unit is occupied by
the full-time resident manager. When Whitewood Village was constructed, there was no consideration given to the provision of recreational
areas or an interior meeting space. To alleviate the problem, management filled in an in-ground swimming pool to create a small play area
for young children. This lot is not suitable for older children and creating an exterior meeting place is next to impossible on the property.
During the past five years, an increase in drug use and related activity has occurred. This has been documented through observation by
management and residents, reports :fi-om law enforcement, social service, and mental health agencies.
DISCUSSION:
To address the needs of families in Whitewood Village, the Department of Social Services applied for secured funding :fi-om the Federal
Child Abuse & Prevention Grant funds for the following neighborhood based initiative:
1. Rental payment for a vacant one-bedroom apartment for one year. This apartment would serve as an activity center in which
services would be provided.
2. Subcontracted therapy, parent training, and substance abuse assessment services through Children, Youth and Family Services,
Inc., and
3. Drug education and prevention (DARE program) services coordinated with the Albemarle County Police Department.
RECOMMENDATION:
Staff recommends approval of appropriation 940029 in the amount of $14,045 .00 from Federal Grant funds.

The FY 1994/95 CIP included funding to landscape the widened segment of Route 250 East from the eastern city limits to the Route 64
interchange.
DISCUSSION:
Pursuant to an agreement with VDOT, the State will share in this project with their share not to exceed $44,234. The FY 1994/95 CIP
included the County's share of this project, however, since the County will be managing the entire project, the state's share of the project
is required to be appropriated. This additional appropriation will be offset by recognition of revenue in an equal amount representing the
state's reimbursement.
It has also been determined that the County's share of the entire project can be covered from the available revenue sharing project
appropriation and that the separate appropriation for this project in the amount of $12,400 is unnecessary. It is recommended that this
money be returned to the CIP fund at this time.
RECOMMENDATION:
Staff recommends approval of Appropriation #940030 in the amount of $31,834 for Route 250 East landscaping costs.

Ms. Donna Selle, Director of the Jefferson Madison Regional Library has requested that Ms. Cyndy Caughron, an Albemarle appointee to
the Library Board, be allowed to remain on the Board until the expiration of her term on June 30, 1997. Although Ms. Caughron has
recently moved to the City of Charlottesville, Ms. Selle wishes her to continue to serve on the Board due to her position as Vice President, as
well as having primary responsibility on the Board for budget development.
DISCUSSION:
At this point, the position opening has been advertised along with other Board and Commission vacancies with the idea that Ms. Caughron
would be allowed to continue her tenure on the Library Board through June 30, 1995. This will give her the opportunity to fmish out the
fiscal year with the Library and to have a County resident appointed to fill the remaining two years of her term beginning July I, 1995.
There will also be a second Albemarle Trustee appointed to the Library Board in June, 1995.
RECOMMENDATION:
Unless the Board feels otherwise, I will advise Ms Selle that Ms. Caughron may remain on the Board as a County appointee until June 30,

Albemarle County Service Authority (ACSA) Oak Knoll Subdivision Waterline
Installation.
As per Section 15.1-456 ofthe Code of Virginia the ACSA has requested the Planning
Commission to review the installation of a water transmission line to serve the four existing
structures in Oak Knoll Subdivision (Tax Map 59, Parcels 12F, 12F1, 12F2 and 12F4; 12 F3
does not have a structure). The subdivision is located in Ivy off of Route 250 (See Attachment
A).
BACKGROUND:
In September of 1994, Lewis A. Martin requested the Board of Supervisors grant Jurisdictional
Area designation for water only to existing structure(s). The request was for designation of one
structure owned by the applicant and located on Tax Map 59-Parcel 12 Fl. The applicant stated
that the existing well serving the house had dried up an attempt to dig a new well (400') had
failed. Mr. Martin provided documentation to the Board of Supervisors from the well drilling
company to validate his claim (See Attachment B-StaffReport).
At its September 21, 1994 meeting, the Board of Supervisors considered whether or not to
proceed to Public Hearing to consider the applicant's request for jurisdictional area designation.
At that meeting, Mr. Bill Brent, Director of the Albemarle County Service Authority, stated that
the groundwater in this vicinity is unreliable. Mr. Brent went on to state that within the past two
decades wells have failed and public water service had to be provided to the nearby subdivisions
of West Leigh, West Pines, and Kearsarge subdivisions as well as numerous other individual
properties. Therefore, he concluded that "it would be shortsighted for the ACSA not to assume
that public water will eventually have to be extended to the other three homes in the subdivision
and that it would be more equitable to consider water service to all four homes in the Oak Knoll
subdivision." The Board of Supervisors agreed with Mr. Brent and determined that it was
reasonable to proceed to public hearing to consider Jurisdiction Area designation for water only
to existing structures in the Oak Knoll Subdivision.
At its October 12, 1994, the Board of Supervisors voted to amend the jurisdictional area
boundaries of the Albemarle County Service Authority to extend water service only to existing
structures in Oak Knoll Subdivision (See Attachment C-StaffReport).
DISCUSSION
The Oak Knoll Subdivision is not located in a Growth Area. The Comprehensive Plan
states "only allow changes in jurisdictional areas outside designated Growth Area boundaries in

cases where the property is (1) adjacent to existing lines; (2) public health or safety is
endangered" (p. 146). The Board of Supervisors action was consistent with the Comprehensive
Plan because the subdivision is located adjacent to a waterline along Route 250 West and at least
one property in the subdivision has experienced water quantity problems. Furthermore, the
Comprehensive Plan states that: (1) water and sewer service jurisdictional designation permits
these services to be provided in a manner which can be supported by the utility's physical and
financial capabilities, and (2) that jurisdictional areas are those portions of the County that can be
served by water and sewer service (p. 146).
RECOMMENDA nON
Staff believes that since the Oak Knoll Subdivision is within the ACSAjurisdictional area for
water service only to existing structures and that no additional development will result from the
extension of a waterline that this request is consistent with the intent of the Comprehensive Plan
and recommends favorable action by the Planning Commission.

an attempt to dig a new well (400') has failed (See Attaclunent B). The Albemarle County Service Authority
indicates that a water line with adequate capacity exists along Route 250 West that can be extended south along Oak
KrÌoll Drive to serve the subject property.
-DISCUSSION: The subject property is not within a Growth Area. The Comprehensive Plan states "only allow
changes in jurisdictional areas outside of designated Growth Area boundaries in cases where the property is: (1)
adjacent to existing lines; (2) public health or safety is endangered" (p. 146). Furthermore, the Comprehensive Plan
warns that "such utilities are not to be extended to the Rural Areas as these services can increase development
pressures" (p. 146).
The property is not directly adjacent to the waterline; however, as mentioned earlier the house is only 500' from the
existing waterline. There is one parcel between the subject property and the waterline along Route 250 (See
Attaclunents C & D). The request appears to be most closely related to the second strategy listed above.
Ivy is a former Growth Area and as such many nearby parcels are within the ACSA Jurisdictional Area. The parcel
directly adjacent to the subject property to the west and the Greencroft Subdivision also located just west both have
been designated for water oruy. The Kearsarge Subdivision located just east of the subject property also has a similar
designation (See Attaclunent D).
RECOMMENDATION: As a general policy, staff has advised that public utility capacities should be reserved to
support development of designateci growth areas. Past actions by the Board have typically been to limit utility service
outside the designated growth areas. However, where properties have experienced quantity problems and are

DISCUSSION:
The attached information from the prior staff report and Mr. Brent I s
~'1ptember19 letter summarize the particulars of this consideration. At its
.-rèptember 21 meeting, the Board determined that it was reasonable to proceed
to pUblic hearing for water service to all of Oak Knoll based on the
following: (1) the problems with groundwater in the area which have lead to
water service being granted to nearby subdivisions, and (2) the Albemarle
County Service Authority's question of equitably funding connection of one
pr~perty (the Martins) when the potential exists that other parcels in the
sUbdivision will also eventually need water.
RECOMMENDATION: .
In consideration of the particular groundwater conditions in this area and
the previous allowance of water service to nearby subdivisions, staff can
support amending the service area boundaries of the Álbemarle County Service
Authority to extend water service only to existing structures in Oak Knoll
Subdivision (Tax Map 59, Parcels 12F, 12F1, 12F2, and 12F4¡ 12F3 does not
have a structure). The effect of the amendment to the intent of the
Comprehensive Plan is minimal and no additional development will result from
such change.

We have discussed the availability of public water
service to the property of Mr. and Mrs. Lewis Martin in Oak
Knoll subdivision. When this subdivision was developed in
the mid-1980's the developer had planned to install public
water to serve these lots but was unable to get the lots
included in the jurisdictional area. The lots were then
developed with wells. Groundwater in this vicinity is
notoriously unreliable. Within the past two decades wells
have failed and public water service had to be provided to
West Leigh, West Pines, and Kearsarge subdivisions as well as
numerous other individual properties. It appears Oak Knoll
will be no exception.
The Service Authority .is now faced with the dilemma of
justifying the expenditure of public funds to install a water
main to serve recently developed property. I understand
other property owners in Oak Knoll may be interested in water
service because of concern about the reliability of their
wells. It would be shortsighted for the Service Authority
not to assume that public water will eventually have to be
extended to the other lots and to not plan accordingly. I am
sure you also recognize that limiting connections to this
water main to one property lessens our ability to find an
equitable basis for funding the project.

Building Permit Review
As you may know, the Inspections Department along with members of my staff have been working
since August to improve the county's building permit issuance process. Enclosed, for your review,
is a summary of the actions taken so far and a statistical outline indicating the time savings realized
by these preliminary changes. In our effort to encourage our employees to "work smarter," we are
beginning to see some concrete measurable improvements.
Additionally, staff has had two separate, successful meetings with various "client groups" seeking
feedback to issues that are in progress. On an issue specific basis, we are beginning to see healthy
dialogue and cooperative overtures between competing and conflicting interests, that should lead
to a better understanding of problems and some joint consensus building on solutions.

Since the beginning of August, a team has been working to improve the building permit
issuance process. This team consists of the Deputy Director of Inspections, the
Inspections Department's front office staff, and others (i.e. plans examiner, Engineering
Department staff, Zoning Department staff, and Albemarle County Service Authority
engineering staff), as necessary for specific issues. Our immediate goal has been to
identify and remove unnecessary steps in the permit review process, without sacrificing
any accuracy or thoroughness of technical review. A slightly longer-term goal is to
improve the efficiency and user-friendliness of our permit intake procedures. Much of the
direction and impetus for this team's task was provided by two University of Virginia
Commerce School students, who studied the building permit review process as an
academic assignment.
The high priority placed on this project led the Inspections Department to devise a creative
method of sharing supervisory responsibilities. With the County Executive's concurrence,
the Director of Inspections has taken on the primary function of dealing with the technical
field inspection details of the building code. The Deputy Director of Inspections is to
concentrate full-time attention to facilitating the team task of seriously evaluating and
improving the permit issuance process.
The actions taken so far are as follows:
1. The process of p.hysically moving the permit application packages from one
office to another has been modified. Previously, a member of the Inspections
Department was acting as a courier and delivering the files to the various
reviewing departments. Now, the files are being picked up from the
Inspections Department, on at least a daily basis, by staff from the other
departments. This change has saved the Inspections Department's staff
about an hour a day, and has allowed the other departments to "receive" their
bundles of permits when it best suits them. Permits now travel through the
system despite any staffing problems in the Inspections Department, such as
absences. The other departments do not have to wait for their deliveries, and
the centrally located "in-boxes" allow everyone to check their workload
regularly. The attached statistical outline indicates the average time savings
realized by this change.
2. A computerized permit tracking system, of one form or another, has been
in place since 1991. Continuing improvements have made this system more
usable over the years, but one major data entry glitch existed until August.
Unfortunately, this glitch made it nearly impossible to quickly recover a
computer record and therefore, the Data Tracking System (DTS) was
somewhat unusable. Throughout most of August, the Inspections
Department's staff worked to reenter approximately 7,000 computerized
building permit files. This has made the system friendlier and encouraged
greater and more frequent use of the computer files. Easier use of these files
was necessary for the routing modification, noted above, to work efficiently.
A team of users has been formed to meet regularly with our programming staff
in Information Services to identify improvements needed in the automated
system.
3. Various staff members were consulted to seriously consider which items of
permit review were deemed necessary. This effort focused on identifying
which departments were seeing permit applications, but making no comments
on them. Although there were no departments or agencies that could be cut
out of the review loop, there were some categories of permits that did not
require review by certain departments. In particular, permits requiring review
by the Albemarle County Service Authority, and permits requiring review by
the Inspections Department's plans examiner are being more accurately
identified. There are potentially hundreds of permits per year that can now be
excluded from ACSA review. The classes of permits that no longer require
plans examiner review include residings, reroofings, residential swimming
pools, mobile homes, farm buildings, and residential storage sheds smaller
than 150 sq. ft. There has been no loss of accuracy, but many permits now
have to make one or two fewer review stops.
4. As part of the effort to improve the customer service aspect of the permit
application process, a physical remodeling of the Inspections Department is
envisioned. A proposed floor plan is now undergoing final review and
approval. This plan includes provision for work stations, or cubicles, in which
the permit intake staff can meet face-to-face with the applicants. The intent
is to alleviate the busyness and noise of the current layout, and to allow for
more thoughtful and thorough consideration of the applications and building
plans. Concurrently, the office equipment (i.e., motorized filing machine,
printer, copier, etc.) is being relocated out of the front office reception area.
By adding some chairs and designating a receptionist, customers will be more
comfortable while they wait for more specialized service.
The rate of change has been deliberately timed so that each modification to the process
can be adequately evaluated before another is enacted. Future efforts will concentrate on
further improving attention to the individual customers, more thorough and accurate
information gathering and improving up-front identification of deficiencies in the
applications.

Crozet Park is making a fonnal request of the Board to assist in the funding of a new swimming facility. The total cost of the new
facility is estimated at $330,000. The request for County assistance is in the amount of $230,000. On August 3, 1994, the Park Board
appeared before the Board of Supervisors and presented a preliminary pool replacement study and made an unspecific request for
County assistance. In that presentation the Park Board indicated that a new pool would cost approximately $300,000 and that the Park
Board had a $100,000 replacement fund. The Park Board also indicated a willingness to borrow another $100,000 and seek grants
rrom other agencies and foundations. As a result of this preliminary report the Parks and Recreation Department put in a Capital
Improvements request for a total of$lOO,OOO, spread over the next two years, to be considered along with the other County funding
priorities. The Park Board has now completed its' pool replacement study.
DISCUSSION:
The Croze e only swimming pool open to the general public in Albemarle County. The pool is facing its 35th season and is
in serio need of cement. The Crozet Park Board has analyzed the option of renovating the existing pool. The renovation
estimate s $200,300 d due to structural defects, the renovation would carry no warranty. In addition, the renovation would have a
limited l' span of 10 years even if no wûoreseen problems developed. The Park Board believes the most reasonable option is to
replace the e' g facility. A new pool would have an estimated life span of 30-40 years.
The replacement plan includes relocating the pool and filling the old pool site. The new facility would include a 25 yard X 25 meter
pool with a 30' X 30' diving well. Also included would be a 200 square foot wading pool and a new bathhouse. The Crozet Park
Board envisions that a pool bubble enclosure would be added in the future. The cost of $330,000 includes $20,000 for the foundation
of the future enclosure. The bubble enclosure foundation for a Harrisonburg pool was $45,000. It is estimated that the Park would
save $25,000 by installing the footings for the foundation when the pool is being built.
In 1994, the annual operating costs of the Park pool exceeded revenues by $13,642. It is anticipated that this operating deficit will be
reduced substantially with a new pool due to annual savings for pool paint, chemicals and water. The Park Board would continue to
cover annual operating costs with revenues rrom pool usage and other Park activities.
In 1986, the County fonnally recognized the recreational importance of Crozet Park and entered into a restrictive covenant agreement
with the Park Board on the parcel of Park property which did not include the swimming pool. Since that time the County has invested
over $100,000 in non swimming related improvements at the Park and has been responsible for the routine mowing and trimming of
the Park grounds. This agreement allowed the Park Board to put all of their financial resources toward the swimming operation and
allowed the Park Board to retire an existing debt for previous swimming pool repairs. The Claudius Crozet Park Board acknowledges
the past support by the Albemarle County Board of Supervisors and seeks continued collaboration to help meet the needs of West em
Albemarle as a designated growth area.
The 1994 swim season registered approximately 8,000 visitors at the pool. The Crozet Gators Swim Team registered 105 swimmers,
a 30 % increase over two years ago. In comparison, Mint Springs Park had about 18,000 visitors during the 1994 swim season.

RECOMMENDATION:
With this request trom Crozet Park the COWlty must examine its philosophy on providing funding for swimming facilities. Because
the Crozet Park pool has been operated as a public pool for so many years, and has built up a considerable clientele, the closing of
such a facility would be a significant loss to the residents of Western Albemarle. This is a unique situation in Albemarle COWlty,
because Crozet Park Pool is the only existing pool that is open to the general public. Even though the 1986 restrictive covenant
agreement provided no direct funding for the pool, the major intent behind it was to find a way to keep the pool open without direct
support. It is recommended if the Board decides to work with Crozet Park in developing a mutually agreeable and feasible funding
plan, that the restrictive covenant agreement should be expanded to pertain to the entire Crozet Park property.
Staff recommends, as it did when their initial request was forwarded, that the Board receive the request and table a decision pending a
recommendation trom the CIP Technical Review Committee at such time as it can be reviewed in light of all CIP requests.

applicant to discuss circulation on the above referenced site. The applicant has
addressed staff concerns regarding provision of an adequate radius by:
1. Widening the planting island adjacent to the entrance to 27 feet, thus allowing
the necessary turning radius for automobiles entering the site and immediately
turning right to parallel to State Farm Blvd.
In addition, the applicant has also addressed staff concerns regarding congestion by:
1. Narrowing the proposed entrance to thirty feet and narrowing the planting island
adjacent to the drive through, thus allowing a better alignment of the westbound
travel lane with the site entrance.
2. Pulling the sidewalk on the east side against the building so to better align the
northbound travel lane.

Given these changes, staff can support the circulation (see attached Engineering
comments).
Staff has reviewed this request in accord with Section 31.2.4.1 of the Zoning
Ordinance. Given the proposed changes, staff opinion is that the proposed use will be
in harmony with the purpose and intent of the ordinance, with the uses permitted by
right in the district, with additional regulations in Section 5.0 and with the public health
safety and general welfare.
Therefore, staff recommends approval subject to the following condition:

(SDP 94-050)GUARANTY SAVINGS AND LOAN PRELIMINARY SITE PLAN
NOTE: This staff report has been separated into two sections. The first section discusses the
Special Use Permit request and the second discusses the Site Plan. Approval of a Site Plan is
contingent upon the Board of Supervisors approval of the Special Use Permit.
(SP 94-029) HURT INVESTMENT COMPANY AND VIRGINIA LAND TRUST
Petition: Hurt Investment Company and Virginia Land Trust petition the Board of Supervisors
to issue a special use permit for a drive-through window (25A.2.2) on a portion of a 4.924 acre
parcel zoned PD-MC, Planned Development Mixed Conunercial and EC Entrance Corridor.
Property, described as Tax Map 78, Parcel 72, is located at the southwest corner of the State
Farm/Route 250 intersection in the Rivanna Magisterial District. This site is recommended for
office/regional service in urban neighborhood 2 (See Attachment A).
Character or Area: This site has recently been regraded in order to accommodate the Route 250
East road improvements. The property is flat with slopes of less tlwt 2 percent. There is a brick
sign located on site and several large white pine trees located along State Farm Boulevard.
APPLICANT'S PROPOSAL: The applicant proposes to locate a bank with three
drive-through windows (see attachment B). Access sha1l be via State Farm Boulevard.
PLANNING AND ZONING mSTORY:
(sUB 91-154) Pantons Redivision Preliminary Plat- On September 15, 1992, the Planning
Commission approved a proposal to create fourteen (14) lots with a 22.137 acre residue on Tax
Map 78, Parcels 20, 72 and 73. On April 30, 1993, the Planning Department signed a plat which
created this parcel.
SUMMARY AND RECOMMENDATION:
Historically, staff rçview of drive-through windows has been directed to issues of on-site and off-
site circulation. As part of the Special Permit, staffhas reviewed the proposed site plan to ensure
all circulation issues have been adequately addressed.

. The Site Review Committee identified the proposed entrance as a potential conflict area due to a
lack of an adequate turning radius and due to potential congestion caused by traffic exiting the
bank, the drive-through and traffic entering the site (see attachment C). Staff has discussed
several options with the applicant regarding the traffic congestion which include:
1. Consider providing an access lane from proposed Hickman Lane (see attachment
E). This option will diffuse some of the congestion at the State Farm Boulevard
entrance and will allow access via Hickman Road at a crossover on State Farm
Boulevard. In addition, traffic going towards Route 250 on State Farm Boulevard
will not have to U-Turn at the Route 250 intersection to enter the site.
2. Shorten the drive-through lanes and divert traffic to the western parking lot. This
would divert exiting drive-through traffic away trom oncoming traffic.
3. Rotate the building or relocate the drive-through so that it exits away trom
incoming traffic.
Currently, the turning radius for traffic turning into the site and to the right (toward Route 250)
overlaps with the oncoming traffic lane by approximately five feet. Staff has also discussed
options with the applicant regarding the inadequate radius which include:

1.
Move the building back in order to provide better radius.
2. Provide lOX 18 foot parking spaces so that a only 20 foot aisle would be
required. This would allow more area that could provide an improved turning
radius at the entrance.
3. Eliminate one parking space adjacent to the drive-through and eliminate the
sidewalk on the eastern side of the bank. This could push the travelway away trom
the entrance and provide a better turning radius.
In response, the applicant has proposed some changes (see Attachment D). In addition, the
applicant has verbally agreed to reducing the planting island next to the drive-through to better
transition the parking and between the entrance area. Staff can support this change. The applicant
has also verbally agreed to providing a 100 foot turn lane on State Farm Boulevard. Although the
turn lane will minimize conflict on the state road, staff is still concerned that the turn lane will
exacerbate the inadequate radius problem for drivers who wish to the Route 250 side of the site.
Staffhas reviewed this request in accordance with section 31.2.4.1:

" ... That the character of the district will not be changed thereby and that the use will be in
harmony with the purpose and intent of this ordinance, with the uses permitted by right in
the district, with additional regulations provided in section 5.0 of this ordinance, and with
the public health, safety and general welfare"

Section 4.12.6.2 states, in part:
"Parking areas shall be designed to facilitate unimpeded flow of on-site traffic in
circulation patterns readily recognizable and predictable to motorists and
pedestrians. Parking areas shall be arranged in a fashion to encourage pedestrian
access to buildings and to minimize intemal automotive movement.. . Except as
otherwise permitted in a particular case, interior circulation aisles adjacent to
parking spaces shall have a minimum travel width of twenty feet with appropriate
turning radü~ provided that the Commission may increase such width and turning
radü upon finding that such increase is necessary to accommodate emergency
vehicles together with the largest delivery or service vehicles which may
reasonably be anticipated to occasion the site, whether under proposed or potential
usage ... "
Section 32.7.2 states, in part:
"Each development shall be provided with safe and convenient ingress and egress
to one (1) or more public roads designed to: reduce or prevent congestion in the
public streets~ minimize conflicts and fiiction with vehicular traffic on the public
street and on-site...."
Staff opinion is that a lack of an adequate turning radius will require right turning motorists to
either conflict with oncoming traffic or to back up in order to complete their turn. Staff opinion is
that the applicant is not providing an appropriate turning radius. Staff opinion is that the
Commission should require a radius which conforms with AASHTO minimum turning radii
standards.
Staff opinion is that the applicant is not satisfying Sections 31.2.4.1, 4.12.6.2 or 32.7.2 of the
Ordinance.
Therefore, staff recommends denial.
Should the Board choose to approve (SP 94-029), staff recommends the following conditions:
RECOMMENDED CONDmONS OF APPROVAL:
1. Provision of a one hundred foot turn lane on State Farm Boulevard~
2. Staff approval of shortening the planting island adjacent to drive-through;

lSDP 94-050) Guaranty Savinls and Loan Preliminary Site Plan
Approval of the site plan relies on approval of the Special Use Permit. Should the Board choose
not to approve the Special Permit, a site plan cannot be approved.
Staff has identified one issue regarding the site plan:
Modification of Section 4.12.7.2
MODIFICATION OF SECTION 4.12.7.2
Section 4.12.7.2 requires this site contain 3 loading spaces. In accord with section 4.12.7.6, the
applicant requests the Comnùssion waive this requirement for all loading spaces (see attachment
F). Staff can support this request for two of three spaces only (and retention of one loading
space). Furthermore, statfrecommends reservation of an area for the two loading spaces not now
required should the use change in the future.

RE: Guaranty Savings and Loan Preliminary Site Plan
.
The Engineering Department recommends review of this plan be
suspended until the safety concerns with the internal
circulation at the entrance to State Far.m Boulevard have been
resolved. Vehicles entering this site are forced immediately
with two choices: (1) make a 90° right turn onto the travelway
parallel to State Far.m Boulevard, or (2) continue straight
along the travelway through the southern most parking area.
These two routes setup the following conflicts.
a. Vehicles choosing (1) to turn right must essentially make
a U-turn. Due to the inadequate distance separating State
Far.m Boulevard from the parallel travelway, the path of
entering traffic overlaps the path of exiting traffic from
the drive-through windows. This i·s established using

markings, cars exiting from the drive-through windows
will, in all probability, not be staying.within the
predicted lanes, which further intensifies the problem.

figures A and B on the attached pages.
b. Vehicles choosing (2) to go straight are confronted with a
median or an exiting car directly ·in front (see Fig. C for
clarification). This creates a decision point without
adequate warning or sight distance. The incoming traffic
must instantly make the decision to swerve left, take a
sharp right turn, or stop.

circulation problems will create a queue extending into
State Far.m Boulevard. The possibility of a turning lane
may move this queue out of the travelway, but the U-turn
will become more severe, which intensifies the problems of

In regards to your memorandum dated September 16, 1994 on the above referenced project, I would like to
address item # 1 of the site review comments.

It is of our opinion that by eliminating 3 parking spaces to the left of the entrance widening the entrance and
changing the radius eliminating the 3 loading spaces at the entrance to the drive thru would eliminate the
conflicts that staff is concerned about.
There will be three main groups of traffic entering this site, employees, who will most likely use the parking
spaces on the left side and rear of the building, internal bank customers who will wish to park in front of the
building or as close as possible and drive thru customers. The drive-thru customers will ultimately see the
drive thru lanes immediately upon turning into the site and either go straight or turn right and go around the
back to enter the drive thru lanes. With proper signage and common courtesy, there should be no foreseeable
problems.
Another point we would like to make is the front of the property is on State Farm Blvd. since no entrance
exits offRt. 250 East. Guaranty Savings & Loan wanted their building to front on State Farm Blvd. with the
drive thru window away fTom Rt. 250 and have designed the interior of their building in this fashion. The
Architectural Review Board has approved the position of the building and drive thru in a preliminary meeting
on September 19, 1 994.

BACKGROUND:
Although the expansion of the Thomas Jefferson Health District facility is nearly complete, several project needs, which were included
in the original renovation plan, have not been completed due to lack of funds at the close of the project. The Health Department has
requested that the County and City appropriate the additional funds at this time in order to complete the project and to take advantage of
some cost savings that will occur if the work is done now.
DISCUSSION:
The following project needs have been identified by the Health Department to complete the renovation:
$3,000 Painting and new flooring for 2 stairwells that have not been completed.
$4,000 Construction of a new entrance for the administrative management offices separate :trom the back staff entrance.
$5,000 Installation of additional built-in cabinets with sinks in the dental and clinic rooms.
$3,000 Relocation costs to return supply room :trom rental space to the health department building.
$25,000 Furnishings for clinic, conference rooms and nursing/clerical offices. New divided workunits will replace 17 -year old
deteriorated units. This reflects only 25% of what was originally allocated for furnishings.
$40,000 Total Costs
Proposed funds for these projects are:
$10,000 Remaining contingency funds
$30,000 Partial use of a $17,000 Health Dept. refund to the County received from the state in June FY 1993-94. The County's share would
be $15,000.
The second part of the request is to repave the facility's parking lots, which are in bad shape having suffered badly through the construction.
This request was originally submitted for the FY 1995-96 CIP for $30,000, or a County cost of $15,000. However, if the City includes this
project in with their contract for several other paving jobs, there will be a substantial savings. The cost to the County to repave right now
will be $8,500.
Proposed funding for the repaving is from the CIP fund balance, using approved FY 1994-95 funds for the Western Albemarle crossing
project that were not needed.
RECOMMENDATION:
Staff recommends approval of appropriation #940031 in the amount of $23,500, $15,000 to complete the Health Department expansion
and renovation project and $8,500 to repave the parking lot.

BE IT RESOLVED that the Board of Supervisors of Albemarle
County, Virginia, does hereby state its intent to rezone Tax Map
60, Parcel 30F from HC, Highway Commercial, to R-l, Residential,
for the Emergency Operations Center building as a public necessity,
convenience and general welfare of the County and for good zoning
practice; and
FURTHER requests the Albemarle County Planning Commission to
hold a public hearing on said intent to rezone, and does request
that the Planning Commission send its recommendation to this Board
at the earliest possible date.
