Pohl, PE County Engineer County of Albemarle 401 McIntire Rd Charlottesville, VA 22902 Re: Letter in Lieu of Certified Engineer's Report — Tommy Shull's Wrecker and Repair Facility Dear Mr. Pohl, Tommy Shull's Wrecker and Repair is a full -service wrecker company that provides towing and temporary vehicle storage to customers near the Avon St. community, as well as the greater Charlottesville -Albemarle community. Tommy Shull's Wrecker and Repair has experienced steady growth over the past few years and was recently awarded the City of Charlottesville towing contract for the Charlottesville Police ordered tows. With the recent approval of SP201600021, the company will be expanding its services to offer minor repair services on site. Per SP201600021, repair activities may take place at the facility from 7:OOam to 6:OOpm. We have addressed the performance standards of Zoning Ordinance Section 18-4.14: • Noise: o The following equipment will produce noise within the facility: Welding, grinding, hammering, cutting, pneumatic tools. All of these activities occur within the envelope of the building with doors closed. Repair, and body shop activities are only permitted to take place between 7:00am and 6:00pm o The compressor(s) is located within the building envelope which eliminates any exterior noise pollution from this source. o Towed vehicles are delivered to property, and dropped off within the temporary vehicle storage yard. The majority of the vehicles that arrive at the facility are made between 7:OOam — 8:OOpm. The tow truck drivers have been trained to use care, and take precaution to unload vehicles in the quickest, quietist manor possible. • Vibration: o The following equipment will produce noise within the facility: Welding, grinding, hammering, cutting, pneumatic tools. All of these activities occur within the envelope of the building with doors closed. Repair and body shop activities are only permitted to take place between 7:00am and 6:OOpm. Glare/Heat: o The only process causing glare for this facility is due to welding. However all welding operations take place internal to the building and will not impact adjacent properties. • Air Pollution: o A standard, down draft automotive spray booth is used in all painting operations. The booth exhausts to a vent at the front of the building. The paint particulate is filtered from the air before it exits the building. o All dust is disposed of as it accumulates. • Water Pollution: o Liquid waste such as motor oil and other vehicle fluids are captured and taken offsite to be recycled or for disposal at the appropriate facilities. • Radioactivity: o No radioactive materials are used as a part of this operation. • Electrical Interference: o No equipment is used as a part of this operation that would generate electrical disturbances.
