I was opposed to the car tax rebate and my vote in the last gubernatorial race was cast against GoVernor Gilmore rather than for Don Beyer because I strongly feel that the state budget surpius should have been used to repair and upgrade aging school facilities and for in-service training for teachers so we can attain the high standards we have set for our students and teachers. Instead we got a car tax rebate and a budget crisis. In protest to the car tax rebate program I contribt~te my rebate to Virginia L. Murray Elementary School. Thornton COUNTY OF ALBEMARLE EXECUTIVE SUMMARY Esmont Park Property Purchase SUBJECT/PROPOSAL/REQUEST: Request for authorization for the County Executive to execute purchase agreements for Esmont Park properties. STAFF CONTACT(S): Messrs. Tucker, Huff, Mullane¥ December 2, 1998 ACTION: CONSENT AGENDA: ACTION: X INFORMATION: INFORMATION: In 1996, the Albemarle County Neighborhood Team began working with the Esmont community to help determine the needs and improve the level of County services. One of the major needs identified by the community was the need for a park. While Esmont is within the planned service radius of Walnut Creek Park and the Scottsville Community Center, a lack of transportation options makes those park facilities unusable by a large number of Esmont residents. Compounding this problem is the lack of space at the Yancey Elementary School which does not have sufficient land for the recommended community park facilities as outlined in the Community Facilities Plan. After looking at several possible sites, staff became aware of a potential site directly across Route 627 from Yancey Elementary School. The site contains approximately 13.6 acres and involves three property owners. On the enclosure, the property is identified as lot 7 and parcel A owned by Habitat for Humanity, and the adjacent parcels owned by Suber and White. A consultant hired by the County has found the park site to be feasible and has developed the enclosed conceptual plan. This past June, the Planning Commission and the Board of Supervisors found the proposed park development in this location to be in compliance with the Comprehensive Plan. Staff has been authorized by the Property Committee to negotiate the purchase of all three properties subject to final approval by the Board of Supervisors. Based upon the Property Committee's recommendation, staff has negotiated the purchase of the Suber and White parcels at $12,200 each which is equal to the January 1, 1999 County assessments. The purchase of the Habitat property has been negotiated at $17,500 which is the mid point between a value placed on the property by a private appraiser hired by Habitat ($19,000) and an opinion of value of the County Assessor ($16,000) after review of that appraisal. The County currently has $100,000 appropriated in the Parks and Recreation Department Capital Improvement Program for this project. The total park development is estimated at over $500,000 and will be phased in as funding becomes available. This site for the Esmont Park has been unanimously endorsed by the Southern Albemarle Organization. The County Attorney's office has developed the attached purchase agreements for the properties. RECOMMENDATION: Staff recommends that the Board authorize the County Executive to execute purchase agreements for the Habitat, White and Suber properties. The structure is two story, wood frame with brick veneer and totals 15,000 sr. A one story, 10,000 sf addition was constructed in 1961. Classes were held in the facility until a new elementary school was opened in 1991. The building is currently leased to Crossroads Waldorf School. DISCUSSION: The roof membrane, brick parapet and gutters serving the 1924 section of the building were replaced during the summer to maintain a water-tight condition ($325,000). Unforeseen damage to the roof structure was also temporarily corrected with shoring located in several classrooms ($40,000). Permanent repairs to the roof structure will be required next summer for an estimated cost of $90,000. Replacement of the roof membrane covering the 1961 section ($110,000) and all of the windows in the 1924 section of the building ($90,000) is also planned for next summer to maintain the environmental integrity of the building. Students from the University of Virginia School of Architecture completed a study of the facility funded by Engineering in 1997. The study recommended the building be renovated and converted to a public use center due to the history and status of the school in the Crozet community. To convert the building to a community facility, further renovations will be required to provide current ADA, life safety and building systems, including air conditioning, at an estimated cost of $2.5 million. Demolition and replacement of the building with new construction will cost an estimated $3.5 million. Funding to renovate or replace the building has not been included in the five year CIP program. RECOMMENDATION: Engineering will continue to maintain the major building systems as planned. Project scope and budgets have been 'included. Lastly, this memorandum reviews the renovation costs outlined in the 1997 Adaptive Reuse of The Crozet Elementary School Document. Items a and b below outline the construction and temporary shoring work recently completed at the Crossroads Waldorf School. a) Replace the entire roofing system on the original Old Crozet School section constructed in 1924. This scope of work was outlined in the 98/99 Approved CIP. Included in this scope are the following: 1) Replace the assorted roofing systems on the old 1924 structure; 2) Provide new brick parapet around the perimeter of the structure; 3) Provide new gutter system; 4) Replace exterior cornice/outriggers. The total project costs for this effort will be $325,000 and the work will be completed by 12/01/98. b) Provide temporary structural support to stabilize the roofing systems in the original Old Crozet School. The need for this work was identified during selective demolition of the roofing project. The following work has been identified: 1) Provide 6" x 6" shoring posts as instructed be the structural engineering firm Dunbar, Milby, & Williams in the grade 6-8 and German classrooms. These modifications will provide only a temporary fix until permanent work can be completed next summer. 2) Reinforce the existing truss system, which supports the roofing system above the Music Room. This modification will be a permanent fix. 3) Provide 6" x 6" shoring posts as instructed be the structural engineering firm Dunbar, Milby, & Williams in the cafeteria and office areas if required. These modifications will provide only a temporary fix until permanent work can be completed next summer. The total project costs for this effort will be $40,000 and the work will be completed by 12/01/98. Items c and d outline construction work scheduled to occur during summer 1999. c) Provide permanent structural support to stabilize the roofing systems, which have been temporarily shored in item b above. The following areas will need to be treated: 1) Grade 6-8 classrooms and German room; 2) Cafeteria and Office areas. The total project costs for this effort will be $90,000 ($35,000 A/E fees & $55,000 Construction) and the work will be completed by 8/01/99. d) Replace the entire roofing system on the 1961 Old Crozet School Addition and replace windows in the Original Crozet School Building constructed in 1924. This scope of work was outlined in the original fiscal year 99/00 CIP budget, which allocated $200,000 for this project. Included in this scope is the following: 1) Replace roofing systems on the 1961 Addition ($110,000 construction); 2) Provide new windows and doors on the 1923 structure ($90,000). The total project costs for this effort Mil be $200,000 and the work will be completed by 8/01/99. Engineering documentation for this effort was completed during the FY98/99 project. In summary, the County spent approximately $365,000 during the fiscal year 98/99 on work outlined in a and b above. The County anticipates funding approximately $290,000 in fiscal year 99/00 to address permanent structural concerns, replace windows in the 1924 structure, and replace the roofing system in the 1961 addition. The CIP group has also been tasked to review the renovation cost estimate outlined in the 1997 Adaptive Reuse of the Old Crozet Elementary School. This docUment reported renovation construction costs would be between $2.2 to $2.5 million or approximately $100 per square foot to renovate the existing Crossroads Waldorf School. Architectural and engineering fees would be an additional $150,000. These figures do not include site work, grading, or recreation fields. The estimate identified in the report based renovation construction scope on a variety of public use options and based costs per square foot value. The CIP group reviewed the construction estimate in order to verify the scope of work upon which it was based, the accuracy 0fthe estim ate, and how much of the ongoing Old Crozet construction work ($655,000) could be applied to a future large scale renovation of the building. The CIP group verified the square footage of the existing Crossroads Waldorf School to be approximately 25,000 square feet. The original 1924 section is 15,000 square feet and the 1961 addition is 10,000 square feet. In conclusion, the CIP group reviewed the report and felt the detailed scope of work upon which the cost estimate was based was accurate. Major divisions of work including mechanical, electrical, ADA, architectural, and fire safety were outlined and priced fairly. Construction estimates based on square foot costs were verified. In addition, Means Facilities Cost Data supports the $100 per square foot figure for renovations based on this type of public use. The CIP group would like to recommend $200,000 of additional funds be applied to structural concerns especially if the future public use for the facility will be a library requiring increased floor loading. Lastly, the CIP group would like to report how much of the ongoing Old Crozet construction work ($655,000) could be applied to a future large-scale renovation of the building. The CIP group anticipates approximately $500,000 of the $655,000 construction funds would be applied to a future Old Crozet renovation project. This is primarily due to the fact the majority of funds spent to date at Old Crozet School have been applied to the roofing, window, and exterior systems designed to stabilize the structure from the elements. Box 559 Charlottesville, Virginia 22902 Re: Official Determination, Statement of Development Rights Tax Map 58 Parcel 82 Dear Joe: On behalf of your clients, Jonathan and Judith Baker, you have asked the development rights on the above noted parcel as allowed in the RA, Rural Areas, zoning district. These rights are only hypothetical in nature but do represent the maximum number of lots of less than 21 acres allowed. In addition to the development right lots, a "parent parcel" may create as many parcels with a minimum of 21 acres as it has land to make. The subject property of 39 acres would have a maximum development potential of six lots. Of the six ots, one must be a minimum of 21 acres. The other five would be required to have a minimum of 2 acres each. Those same rights apply to dwelling units. In other words, the maximum number of dwellings allowed for this 39 acres would be six, also. In order to utilize the rights, either for subdivision purposes or for dwelling unit construction, you must meet all applicable regulations. For dwelling unit construction, these would include but not be limited to: · demonstrating that you can meet regulations for subdividing, e.g., siting dwellings at east 50 feet apart so that a property line could be placed between dwellings and both lots meet their individual 25-foot side yard requirements; · demonstrating Health Department approval of septic disposal field sites for both primary and 100% reserve areas; and, · providing adequate frontage and road access. With regard to multiple dwellings on one parcel, we routinely approve building permits for second dwellings without consulting other county departments or state agencies such as the Virginia Department of Transportation (VDOT). However, if we were aware of an unsafe entrance we would definitely consult VDOT. (Health Department approval is always required for new construction.) At all times, the third dwelling on any one parcel requires Development Rights, TMP 58-82 Page 2 November 4, 1998 the approval of a site plan or aPproval of a site plan waiver request by the Planning Commission. Both of these items require at a minimum, that our road standards are applied and that the road from the state road to the dwellings, meets those standards. There may also be other regulations that would be identified and required under either review. This informatiOn is based on your letter of September 8, 1998, the fax transmitted on October 16, 1998, the plats that you supplied, the Zoning and Subdivision Ordinances of Albemarle County in effect at this time, and current policies of the development review departments. There is no guarantee of these regulations in the future. Any requests for future development will be reviewed under the applicable regulations at the time of application. If you are aggrieved by this determination, you have the right to appeal it within thirty (30) days of the date notice of this determination is given, in accordance with Section 15.2-2311 of the Code of Virg'nia. If you do not file a timely appeal, this determination shall be final and unappealable. An appeal shall be taken only by filing with the Zoning Administrator and the Board of Zoning Appeals a notice of appeal which specifies the grounds for the appeal. In order for an appeal to be considered complete, it shall include a completed application and $95 fee. The date notice of this determination was given is the same as the date of this letter. Tucker, Ms. White, Gulati, Catlin REVIEWED BY: / BACKGROUND: During recent years staff has noticed a lack of meaningful citizen participation in the early stages of the budget process, with county residents seeming to be unaware of or uninterested in the initial discussions of funding priorities that create the basic foundations of the operating and capital improvement program budgets. This is evidenced by the lack of attendance at public hearings and other forums aimed at gaining public input. Because the budget in its ideal form should be a document that lays Out a shared vision of the community's needs and priorities, anything less than full participation by informed and aware citizens ~llurts the process significantly. DISCUSSION: As the county strives for quality improvement and customer-oriented approaches to its services, the budget process seems to be an appropriate place to try some new and different strategies. County staff held a focus group with invited citizens to brainstorm some ways that the county could be more proactive and effective in disseminating budget information as a first step towards increased citizen participation in and understanding of the process. Lee Catlin and Anne Gulati met with representatives from county businesses, organizations, neighborhoods, advocacy groups and citizens at large to discuss existing perceptions of the budget process and how budget information could be made more accessible and meaningful to citizens. From that discussion, several potential action steps were identified: · County staff will develop a slide presentation on the budget process that will be made available to interested groups who want to sponsor a discussion on that topic. Staff members will be available to talk to the groups and any Board members who wish to participate in these discussions or who may want to schedule a budget talk for any group should contact Lee Catlin · The county's website will feature indepth, frequently-updated budget information including the slide presentation mentioned above as well as a survey feature that will permit instant feedback from citizens - this will include mailing the information to organizations that have their own publications so that articles can be included in those as well · County staff will look into the possibility of developing a newspaper insert that will provide bUdget information as well as outline avenues for citizen involvement and feedback. Mr. Benish said "no". Mr. Bowerman asked where sidewalks were~~ded on East Rio. Mr. Cilimberg said there are sidewalks on one side only. Mr. Bowerman asked if urban-scale would indicate sidewalks should be on both sides. Mr. Cilimberg said "yes". Mr. Benish said any road with four lanes or more would have sidewalks on both sides. Urban-scale roadways can also imply the level the road is constructed to. The roads in a city are typically designed to a level of service "D", so it allows less traffic to flow through so the roads could be somewhat smaller in scale. The CATS Committee for the urbanized area is discussing what level of service is expected, because county roads are basically built to a scale that would be seen in a rural area, with higher speeds and wider roadways to channel more traffic to a city. Staff wants the CATS Committee to recognize the County's urban area as part of the City. Ms. Thomas said when she was chairing the CATS Committee in 1977, they were trying to protect city neighborhoods and said the roads should go to a Level of Service "C" in order to protect neighborhoods in the City. Nobody was thinking about neighborhoods in the county at that point, and everyone was expecting that roads should be built so you could zip along everywhere. Basically, a city is being planned from Rio Road to where G.E. is on Route 29 North. She thinks there is no more than a five-year window of opportunity in which to do the planning. Most people think Route 29 has been lost up to that point, so she was distressed when she realized that Neighborhood 1 and 2 stopped where she thought the County should be thinking in urban terms. Mr. Benish said that right now the terms ~urban" and "community" are irrelevant. He said urban-scale development will apply to Hollymead and Piney Mountain and it should apply to Crozet as well. The citizens in Crozet have already established (so he understands), what they want. Ms. Thomas said the County has not been paying any attention to that. Mr. Benish said to the extent possible, staff has tried to take their recommendations into consider- ation. Mr. Cilimberg said last week the Board endorsed seeking Airport Access Funds for Airport Road (Route 649). In discussing that project with VDOT, staff tried to convince VDOT that Airport Road is now an urban road and not the country road it has been in the past. It was a discussion that centered on designing that road with sidewalks on both sides, bike lanes, and, possibly street lights. That is the kind of design talked about when moving toward urbanizing. Mr. Tucker said it is important to talk in those terms, but the Board has to remember that the developer is required to put in those roads. That can have an impact on the level of housing, the affordability of housing, etc. The City shares in the construction of streets. There is a difference in the standard the County may require, and the impact that might have on other things such as affordable housing. Mr. Cilimberg said part of the concept of in-fill is that there is more public involvement in what happens. The "public" in this case is the county potentially. Mr. Benish said he would now discuss Neighborhood Two where the changes proposed are: 1). The area north of Rio Road (across from CATEC) between the rail- road and the proposed Meadow Creek Parkway is recommended for Urban Density Residential use (previously recommended for Low Density Residential. 2) The area east of Rio Road between Pen Park Road and Pen Park Lane is recommended for Urban Density Residential use (previously recommended for Low Density Residential). Mr. Benish said in Neighborhood Three the change is: 1) A general redesignation of areas previously recommended for Medium and High Density Residential to Urban Density Residential. Albemarle County established an Advisory Board to adVise the Director with respect to the duties and functions of the Department. DISCUSSION: One of the duties of the Social Services Advisory Board isto make an annual report to the governing body concerning the administration of the public welfare program. Attached to this summary is a copy of the first annual report for the department for fiscal year 1998. RECOMMENDATION: This report is for information only and requires no action from the Board. 98.258 Albemarle County Department of Social Services Annual Report to Board for Fiscal Year 1998 Service Mission The mission of Albemarle Social Services is to provide services that promote responsibility, individual worth, family integrity, and commitment to community. In Albemarle County, social services are provided via throe broad program areas. They are: Benefit Programs - provide medical, financial and food stamp assistance to the citizens of Albemarle, paid from Federal, State, and local funds. - Food Stamps - This program provides coupons to income- eligible persons for the purchase of vital foodstuffs. - General Relief- This program provides temporary maintenance payments for disabled persons, as well as payments for care of children not living with blood relatives. It also provides burial assistance for those who have no family and no means to pay burial expenses. - Auxiliary Grants: Aged and Disabled - These programs provide payments to Homes for Adults on behalf of income eligible clients to pay for shelter, food and some personal care. - TANF - Temporary Assistance to Needy Families - Provides temporary financial assistance to income-eligible families. - State/Local Hospitalization - This program uses local funds to match State funds to reimburse hospitals for care given to indigent residents. - Refugee Resettlement - Provides temporary financial assistance to refugees. - Energy Assistance - Provides assistance to low-income households for wood, coal, gas, oil, or electricity, and is administered by Social Services from October through February. - Medicaid - Determination of eligibility for Federal medical assistance. Service Programs - provide the following services directly, or via purchase of service: Adult Prevention and Support, Adult Protective Services, Child Protective Services, Foster Care and Adoption, Home Based Companion Services, Family Prevention and Support Services, Transportation, the Emergency Utility Program, and Foster Family/Provider Recruitment and Training. - Adult Protective Services - The investigation of complaints and the provision of services for adults who are abused, neglected, or exploited. - Adult Services - Program enabling an adult to remain in the least restrictive setting and to function independently. - Child Protective Services - Program investigating complaints and providing services both to children who are abused or neglected, and to their families. - Foster Care and Adoption - Services provided on behalf of children in the custody of the Department and assistance for families who adopt children. This program also performs court-ordered custody investigations. - Prevention and Support Services - Services designed to prevent family break-up and violence by strengthening family functioning. - Intake Services - Screening families in need of emergency services and the provision of information administered through a contract with the City DSS at the Community Assessment Program. - Tri-Area Foster Families - (TAFF) - This program provides for the recruitment and training of foster parents. It includes an Independent Living Program for older foster care children whose goal it is to live independently from a family. TAFF is provided through a contract between Charlottesville DSS, Greene County DSS, and Albemarle DSS. Employment and Day Care Services - provide employment, education and training, child care, transportation, and other support services to low income working families and families receiving public assistance. Day Care services assist families who are either working and/or are attending school and whose children have day care needs. Day care services are provided to families who are receiving TANF and are working towards self- sufficiency. Day care services are also provided to families who are employed in entry level positions and need day care support to allow them to be able to work and/or attend school. Special Programs: Bright Stars Program - The purpose of the program is to reduce disparities among young children upon formal school entry and to reduce or eliminate those risk factors that lead to early academic failure. The program is a collaborative effort between the Department of Social services, County schools, and community agencies to provide supportive services to at-risk four year-old children. Currently, there are Bright Stars programs in three of the County's fifteen elementary schools: Stone Robinson, Agnor-Hurt, and Greer. Administration - While this unit does not directly provide any social service, it provides the support network necessary for the delivery of services within the Department. Organizationally, the unit reflects the administrative costs of implementing and supervising all of the service and benefit progran~s of the Department. Personnel include the Switchboard Operator, the Receptionist, the Office Manager, an Administrative Secretary, clerical staff, a Management Analyst, and the Director and Assistant Director. Other activities associated with this cost center include personnel management such as payroll and leave, monitoring and reporting expenditures and statistics, budgeting, records management, policy development, program supervision, research and preparation of reports, grant applications, program evaluation, and the overseeing of the Department's mandates. Department Highlights and Accomplishments The development of an intervention program with families of elementary school children. The concept behind this innovative Family Support Program is to bridge the gap and form a partnership between Social Services, community agencies, the County elementary schools, and the families of at-risk children. Completion of the first year of the Virginia Initiative for Work not Welfare (VIEW) program. Initiation of conversion to ADAPT, a role-based computer application used to automate eligibility and benefits determinations. Preparation for the State Children's Health Insurance Program (SCHIP). Sixty-four million dollars will be allocated to Virginia with program implementation set for July 1998. Virginia could serve as many as 150,000 more children upon program implementation. For Albemarle this means adding a potential 700 more cases to our current Medicaid caseload. Development of a client file database to increase the efficiency of record searches and chent information management. Automation of data collection and charting tools to enhance planning, forecasting, and £mancial management capabilities. June 4, 1998 - Inauguration of the Department's Professional Development Center (PDC). The Center houses an impressive inventory of resource materials aimed at professional development. The first of its kind in Virginia, Albemarle's PDC draws heavily on interactive media, automation, and Internet Technology. Temporary Assistance to Needy Families Caseload Indicators: Since the implementation of Welfare Reform in the County (July 1997), Temporary Assistance to Needy Families (TANF) has continued to decline. Over the course of fiscal year 1998, the number of cases under care has declined by 24%. (See Chart 1). · The number of incoming TANF applications has decreased by 11%. This represents a drop from an average of 44 applications per month to 39. Service Efforts: The County has maintained an excellent level of customer service as evidenced by accuracy measures. On average, 98.8% of cases were processed within 45 days. This was due to an overall increase in household size, which in turn increased the amount of assistance for which an individual could qualify. Food Stamr}s Caseload Indicators: Statistics show that the food stamp caseload has also been on the decline this year. It is important to note that since Virginia's Welfare Reform only affects TANF recipients, it will only impact food stamp recipients that are also receiving TANF. However, Federal Welfare Reform does affect food stamp recipients, and this may account in part for the caseload trend. Since June of 1997, the food stamp caseload has decreased by 9.1%. (See Charts 1 and 2). · The number of incoming food stamp applications did not change significantly this year. The average number of applications received each month was 98. Service Efforts: Despite the major changes that the Benefits Program area has undergone this year, food stamp accuracy has not been compromised. In fact, 98.2% of the food stamp caseload was processed within 60 days. This is attributed to a slight increase in the number of adult food stamp cases, which in general receive lower benefits than families and children cases. General Relief Caseload Indicators: The number of cases under care in the General Relief program has diminished quite significantly since July 1997. A full 32% reduction in caseload has been realized. This Can be attributed to several factors: First, the monthly GR benefit dropped slightly for a one-person household. Secondly, there was a reduction in the number of unattached child cases (cases in which payments are made to care for children not living with their blood relatives), and this brought the overall caseload down. (See Chart 1). Service Efforts: A mechanism has been implemented whereby the General Relief program is evaluated on a periodic basis. This evaluation takes into account community resources and allows modifications to be made to the program based on client usage. This has helped to keep pace with the rising cost of medical care. Service Efforts: on an on-going basis. One would normally expect the number of disabled cases to have declined, given that fewer beds in the community are being devoted to the category of patient served by auxiliary grants. Yet the trend in Albemarle has been to provide an undiminished level of assistance on behalf of income eligible clients. Medicaid Caseload Indicators: The number of cases under care in the Medicaid Program has increased since July of 1997. By the end of the fiscal year, Medicaid cases had increased in number by 7.0% The factors that contributed to an increased caseload are as follows: Fewer cases were closed or transferred, fewer applications were denied, and several new categories were added to the Medicaid Program. The addition of these new categories to Medicaid effectively allows the Department to provide benefits to a larger population. Service Efforts: Increasingly, many of the medical facilities in the community are requiring that patients apply for Medicaid before the facilities will provide any financial assistance with medical bills. As a result, the Medicaid Program has seen an increase in the number of incoming applications each month and a corresponding increase in caseload numbers. This year's Average Medicaid Caseload Since FY 1996 2500- 2400- 2300- 2200- 2100- 2000 190£ 95/96 96/97 97/98 FY increase in Medicaid cases is not unexpected. As the chart on the left shows, historical data presents a picture of growth. Last fiscal year the increase in average number of cases was 8.3%. This fiscal year, the rate of growth has slowed to 5.1%. Medicaid Cases Under Care FY 1998 2550 25OO 2450 2400 2350 2300 2250 2200 Month Foster Care and Adoption Caseload Indicators: The increasing number of children in Foster Care with Albemarle County continues to be the topic of much discussion in both the public and internal arenas. The alarming growth trends are compounded by the fact that more and more children are requiring specialized placement, and this is causing a large burden on DSS funds. The foster care caseload increased by 94% during FY 98 alone. Although several measures have been taken to curtail spending in this program, the number of children entering foster care continues to increase, as does the severity of the children's emotional and behavioral problems. The percentage of cases requiring specialized care has grown steadily since 1994. Temporary care for seriously emOtionally disturbed children with a history of aggressiveness, chronic runaway behavior and/or suicidal behavior can cost as much as $300 per day. This maintains the child in a secure setting in order to stabilize them enough to transition to a less restrictive and less costly setting. Service Efforts: Children placed in foster care in Virginia spend an average of 2.9 years in the foster care system. This is a daunting statistic. On July 1, 1997, new legislative changes took effect in Virginia, which govern the way in which the courts and other parties involved move toward permanency for children in foster care. These changes came as a result of the Court Improvement Project. The goals of this project are to ensure that each child has a permanent home within two years of entering foster care, and to ensure the quality of the court process for these children. This increase was due to an incident at a local nursing home. Subsequent to the resolution of this issue, the caseload dropped to pre-FY 1998 levels. Child Abuse/Neglect Cases have seen an in increase of 23% Over the course of the fiscal year. This trend is also a contributing factor to the increased expenditures we have seen in the foster care program area. Service Efforts: The Multiple Response System is a three year Child Protective Services pilot that allows CPS to respond to allegations of child abuse and neglect with one of three tracks based on the severity of the alleged abuse or neglect. The investigation track is reserved for the most serious abuse and neglect allegations. The assessment track allows the social worker to assess the child's safety and the family's need without making a finding of abuse or neglect. This is less adversarial and punitive and may result in a family's working with us or seeking help from a community agency. The response track is reserved for those allegations which are not valid complaints, but which indicate a need for some sort of follow-up. Services exceeded the budget amount by $470,075. This was due to the ever-increasing foster care caseload, and the subsequent expenditures in CSA, special needs adoption, and foster care prevention. Despite the spending patterns in Services, the overall departmental budget was not affected. The under budget spending in other cost centers meant that bottom line, ACDSS came out $80,544 to the good in fiscal year 1997/98. Overall during FY 1997/98 seventy-four percent of funds came from State and Federal sources. Strategic Planning Strategic planning provides a written process for strategic improvement, which in turn allows for concrete goals and objectives to be worked towards. Of course, this also provides a process for linking the Department to the County's previously defined mission and goals. The' strategic improvement plans are designed to 1) assess department needs, 2) set specific objectives, 3) determine effective strategies, and 4) determine relevant performance measures. The strategic planning process is the key element in connecting the County's mission and goals to what is actually occurring in the Department. It is also an opportunity for each staff member to have input into the vision, goals, and objectives of the Department and to be actively involved in developing a work plan that is realistic and achievable. ACDSS has a well-developed strategic plan in place, and is aligning itself with the objectives set forth therein in preparation for FY 98/99. State law allows the County to use 3% of the transient tax revenues only for tourism and travel related expenditures, so eligibility would need to be tied to the specific development rights being purchased and the use of those development fights. Public Referendum on General Obligation Bonds for a PDR Proaram. A public referendum could be held to issue General Obligation Bonds to finance a PDR Program. HoWever, prior tu proceeding with plans for a referendum, the Board would need to decide how much it wants to borrow to implement a countywide PDP, program. Although the PDP, committee's report requested an initial commitment of $1 million dollars for the program, the amount of funding required to sustain a successful or meaningful program has not yet been determined. Before considering a referendum, the ongoing cost of a PDP, program for Albemarle requires further investigation and the possible assistance of a financial advisor. An advisor would provide a better understanding of the long-term costs of a PDR program and help establish maximum and minimum funding levels prior to a bond referendum. A financial advisor would also be able to assist staff in developing the most effective way to raise the required funds without jeopardizing the county's bond rating or our ability to borrow for other needed capital projects. If the Board only wishes to commit to an annual investment of $1 million dollars to the PDR program, combining a PDR bond referendum with a bond referendum for other capital related projects makes more sense. Since issuing general obligation bonds requires a great deal of preparation time and expense, i.e. hiring a bond consultant, preparing a bond portfolio, and obtaining a bond rating, it would be relatively expensive to issue the GO bond unless the issue was large enough that the reduced cost of borrowing would outweigh the issuance costs. The Department of Finance has indicated that a referendum should be for a minimum $20 million bond. The PDP, question could be presented to the public along with several other major capital projects for general government, such as a new juvenile courthouse, library, public safety facilities, etc. to create a viable GO bond package Virginia State law does not allow a County to hold an Advisory P,eferendum simply to pose the question of whether a Board should take a particular action. The referendum has to address the question of whether to issue long term debt for a particular project. Public Referendum on an A.qreement to Commit (x) cents on the tax rate to a PDR program. The Board could authorize a public referendum on an agreement, similar to the P,evenue Sharing Agreement, to commit a certain amount of the tax rate to a PDR program. This option would provide an opportunity for public discussion and, if approved, would give the Board the mandate to increase the tax rate to fund a PDP, program. This option would provide public input and direction without the expense of issuing GO bonds for a PDP, program. This option would require identifying an entity that the county could enter into a contract with requiring the county to expend funds for a PDP, program, which would bind future boards to what would legally be called "long term debt". A formula or benchmark for the amount of mandated payment by future boards would be a critical element of that contract. The referendum would be to accept or reject this tong-term debt. ~' Fund Balance. Should the Board wish to fund the PDP, program within current revenues and without increasing taxes, $500,000 could be approved and transferred from the county's General Fund fund balance. However, unless an immediate commitment is required to begin this program, the Board may want to defer a funding decision until they have had an opportunity to review both the FY99/00 capital and operating budgets. Although the PDP, program is important, committing sizeable funding to PDP,'s at this time may be premature outside the context of other public needs reviewed in the normal budget review process. RECOMMENDATION: · Should the Board wish to pursue the idea of funding PDR's through a referendum for GO bonds, staff will begin to develop costs and a proposed timeline to present to the Board in February. To assess the true financial costs of an effective PDR program, staff would recommend hidng a financial consultant to provide some additional fiscal analysis of the program and the bond referendum process. · Should the Board wish to commit immediate funding to the PDR program, staff will prepare a transfer appropriation for $500,000 to begin implementing the program. DISCUSSION: The FY1999/00 - FY2003/04 CIP totals $50.520 million, which includes $15.744 million for general government projects, $34.220 million for school division projects, $0.445 million for tourism projects and $0.110 million for stormwater projects. The CIP Technical Committee balanced the FY99/00 - FY03/04 projects within available revenues, i.e. general fund transfers and debt service levels, that were approved in the FY98/99 - FY02/03 ClP. This left approximately $12 million of requested general government projects unfunded and $10.5 million in unfunded school division projects. A summary of the general government reductions and project changes is found on page 7. The Technical Committee does not recommend changes to school division projects, but only recommends a funding level for the general fund transfer and debt service around which the school division can build their CIP budget. If the school CIP is approved as recommended, the School Board will then need to reduce their requested CIP by $10.5 million dollars, however, other o~3tions will be discussed at the worksession. The specific project reductions or deferrals would be determined by the School Board prior to the January public hearing. The attached CIP document begins with the general guidelines under which the CIP Technical Committee reviews projects and an overview of their recommendations. An overview of all the CIP funds is found on page 15, followed by individual project sheets for all general government projects, as well as the tourism fund and the stormwater fund. A summary of the school division CIP fund begins on page 93, although individual project summaries for school projects are found in a separate document presented to the School Board on August 24 (attached). To date the band has raised over $360,000 toward the projected $600,000 cost of the facility. They anticipate receiving' an additional $80,000 to $100,000 from in-kind donations. Ground was broken for the facility on October 17 and they project a fourteen-month completion date. DISCUSSION: The MunidPal Band is requesting a one-time contribution of $30,000 from the County and the City to help reach their fundraising goal of $600,000. The Band performs approximately 15 concerts each year to an estimated combined audience of approximately fifteen thousand persons. It is also estimated that approximately 10% of their audience members come from the Central Virginia area (Harrisonburg, Wayn~sboro, Madison, Orange and Richmond) Since the MuniciPal Band is an arts organization that brings visitors and tourists to the area from the surrounding counties, a one-time donation could be considered from the Tourism Fund. Some of yOU may remember me from my past professional life as the Director of Economic Development for the City of Charlottesville, a position I held for 16 or 17 years. Approximately 5 years ago, I resigned and founded Commonwealth Central Real Estate Investments, Inc. along with my wife, Jane. Among other activities, Jane and I have developed Berkmar~ Crossing at the intersection of Berkmar Drive and WeSt Rio Road. A little over 2 years ago, we purChased a home in Rivanwood and moved our family from town to Albemarle County. Our daughter graduated last year from Western Albemarle. Our son attends Jack Jouett Middle School, where he is presently a sixth grader. I have been heavily involved in public affairs for many years. However, I have had to restrict my volunteer work for the past few years while we established our new business. Now that CCI, Inc. is "up and nmning", I would like to become more involved once again. I have always had an interest if flying. While living in Florida and attending undergraduate and graduate schools, I had my private pilot's license and frequently flew out of Daytona Beach International Airport. In addition, I was City Manager of DeLand, Florida in the late 1970's. I was responsible for the operation of a 1700 acre airport that the City of DeLand had acquired from the Navy in the aftermath of World War II, when it was declared surplus property. I was involved in all aspects of the operation, including general aviation. In addition to my interest in flying, I have a stake in the future of Charlottesville and Albemarle County from a growth standpoint. While I am a native of Danville, Virginia, I have lived in this area for over 20 years and consider it my "real" home.
