After discussion, Mr. Van Der Werf made the following motion: Motion: Mr. Van Der Werf moved to approve the building colors as presented. Mr. Binsted seconded the motion. The motion carried by a vote of 3:0. (Stoner absent) S. OTHER BUSINESS a. T Mobile: Window Tinting Staff reported on the request for T Mobile Window Tinting. After discussing the information, it was the consensus of the ARB that a technical solution for using shades or blinds inside with a modification to the security system should be pursued. b. ARB -2017-42: Better Living Building Supply: Material Change Staff reported on the proposed roof material change. After discussion, it was the consensus of the ARB that the change from standing seam to ribbed metal for the shed roofs was acceptable. c. HTC: Visibility of Block C6 Staff reported on the degree of visibility of Block C6 in the Hollymead Town Center and asked the ARB for direction on how to process the review. After a brief discussion, it was the consensus of the ARB that staff should handle the review administratively. d. ARB -2017-70: Ashley Furniture: Countywide CofA Mr. Binsted recused himself from ARB -2017-70 Ashley Furniture. Staff reported that an application had been received for renovation of a portion of the Rio Hills Shopping Center to accommodate Ashley Furniture. After a brief discussion, the ARB agreed that staff could handle the review administratively. e, Move Mural Staff reported that a mural was proposed for the building at the southeast corner of the intersection of Rt. 29 and Greenbrier Drive, noting that a permit was not required for the work and, therefore, no ARB review was required. f. ARB -2017-43: Mechum's Trestle Staff reported on two proposed changes for the Mechum's Trestle project: 1) a request to leave the red brick at the base of the building unpainted, and 2) a request to move the durnpster from the approved location. After a brief discussion, it was the consensus of the ARB that 1) the brick could be left unpainted, and 2) the dumpster location near the west end of the EC frontage could be acceptable with supplemental planting and screening, noting that the planting would need to be "robust" and provide adequate screening on "day 1 ". ARB -2017-40: Verizon —Carters Bridge PWSF (Llandaff LC) -Personal Wireless Service Facility — Tier 3 (TM/Pareel 11200000000900) Proposal: To install a treetop tier III personal wireless service facility consisting of a 106' tall monopole with antennas and associated equipment in a 1,350 sf lease area. Location: 4323 Scottsville Road Eg arding the Certificate of Appropriateness for the ground equipment and base station: Motion; Mr. Binsted moved for approval of the Certificate of Appropriateness as proposed, for the ground equipment and base station. for ARB -2017-40: Verizon Carters Bridge PWSF (Llandaff LC). Mr. Stoner seconded the motion. The motion carried by a vote of 4:0. (Missel absent) Reaardine visibility of the mononole: Motion: Mr. Binsted moved to forward the following recommendations to the Agent regarding the visibility of the monopole for ARB -2017-40: Verizon Carters Bridge PWSF (Llandaff LC). The ARB finds that the facility is expected to have minimal visibility and is not expected to have a negative visual impact on the Entrance Corridor. However, the following revisions to the plans are required for accuracy: 1. Revise the note on Sheet C5 that reads "proposed light pole" to read "proposed monopole". 2. Revise the note on Sheet C5 to indicate that the distance from the back of the antenna to the face of the pole is 1' 2-7/16". Mr. Stoner seconded the motion. The motion carried by a vote of 4:0. (Missel absent) OTHER BUSINESS a. North Pointe: Timing of townhouse elevations approval After considering the applicant's request regarding the timing of approval for the townhouse elevations, it was the consensus of the ARB that the elevations must be reviewed and approved prior to final site plan approval. b. ARB -2017-43: Mechum's Trestle Amendment: Dumpster location After considering the revised dumpster location, it was the consensus of the ARB that the location near the southwest corner of the building was not appropriate. Next ARB Meeting: June 19, 2017 Albemarle County Architectural Review Board Final Action Memo June 5, 2017 DISCUSSION WITH ARB MEMBERS WARDELL AND BINSTED FOLLOWING LOSS OF QUORUM MAY 15, 2017 Staff noted that there were additional items that staff wanted input on, but that did not require formal action from the ARB. Regarding the earlier Oakleigh discussion, the ARB members suggested that the applicant should provide a memo documenting their efforts to coordinate planting in the utility easements. a. ARB -2017-43: Mechum's Trestle amendment Staff reported on material changes proposed for the Mechum's Trestle restaurant building. After discussing the information, the ARB members made the following suggestions: 1. Staff review of the proposal is acceptable. 2. A metal brise Soleil is an acceptable replacement for the wooden one. 3. The drawings don't reflect the modification of operating folding doors to fixed storefront windows, but staff will want this information for review. Fixed aluminum -clad doors would be acceptable. 4. The revised coping material is acceptable, but staff will want the color to be clarified on the drawings. If the color is not consistent with the previous approval, the applicant should show how the new color will be coordinated with the overall design. b. ARB -2017-46: Old Trail Village Block 6, Phase 1 Staff reported that an initial site plan had been submitted for Old Trail Village Block 6, Phase 1. After considering the Iocation of the project, the distance from the EC, and the size of the building, the ARB members agreed that staff review of the initial site plan was appropriate. c. Wineworks: deck Staff reported on the Wineworks deck proposal. After discussion, the ARB members suggested that: 1. Staff level review is acceptable. 2. If the railing and posts will be pressure treated wood, a stain would be appropriate. d. Albemarle High School: EC trees Staff summarized the EC planting proposal for the Albemarle High School frontage, The ARB members agreed that staff level review was appropriate and suggested that the smaller size street trees were acceptable because the planting would still represent a major improvement.
