Dear Ms. Schweller,
The Albemarle County Architectural Review Board, at its meeting on September 18, 2017, reviewed the above noted
petition to establish a telecommunications facility consisting of a 135' steel monopole with associated equipment. The ARB
took the following actions:
Regarding the ground equipment and base station
The Board, by a vote of 4:0, approved the application as proposed.
Regarding the visibility of the monopole
The Board, by a vote of 4:0, forwarded the following recommendation to the agent:
1. The ARB finds that the proposed location will sufficiently minimize the visibility of the monopole from the
Entrance Corridor.
2. The ARB has no objection to the requests for the special exceptions.
You may consider this letter your Certificate of Appropriateness for the ground equipment and base station. This approval
is specifically conditioned on the following:
1. Execution of the design indicated on the final approved plans, attachments, materials, samples, and other submittal
items presented.
2. Mechanical equipment shall not be visible from the Entrance Corridor.

Dear Lori:
The Site Review Committee has reviewed the development proposal referenced above. Comments for the following
divisions of the Department of Community Development and other agencies, as applicable, are provided below:
Albemarle County Division of Planning Services (Planner) - Christopher Perez
[5.1.40(b)2(c), 5.1.40(a)12] Projection. You have requested a special exception (SE) to the flush mount
provisions of the ordinance to allow the closest point of the back of the antenna to project more than the
permitted twelve (12) inches from the monopole. The request specifies eighteen (18) inches from the
monopole. However, you have not requested a maximum standoff distance for the farthest point of the back
of the antenna. The ordinance permits eighteen (18) inches. Based on the drawings it appears you are
requesting a twenty-four (24) inch standoff distance for the farthest point of the back of the antenna. Please
verify. If this is correct, please revise sheet Z-5 to depict and label the dimensions for the maximum
standoff distance for all antenna on the facility. Additionally, revise the SE request (pg 10 of the
application) to mention this for the file.
2. [5.1.40(b)(11)] Fencing. Based on the location of the facility (near the school, and adjacent to residential
properties) the fencing shall be provided with brown or green privacy weave. Specify this feature on the
plans.
[5.1.40(a)4(a), 5.1.40(a)4(f), 5.1.40(b)31 Existing and
proposed improvements (significant natural features),
(trees), and (tree conservation plan). To aid in screening
and to help minimize visibility of the facility. On the site
plan depict existing wooded area to remain on the fire
station property within a 174' of the facility to the
adjacent residential properties TMP 48-18B2, TMP 48-
18B3, and 156.3' of the facility to the adjacent residential
properties TMP 48-21. This area of the site shall be
included on a tree conservation plan as tree preservation
area (see diagram of the area4).

4. [5.1.40(a)(4)(e)] Topography. Sheet Z-IA does not provide topography of 2,000 feet in all directions of the
facility. Respectably it depicts 1,400' North, 1,200' West, 500' South, and 1,200' East. Additionally, the
sheet is not legible as it is very blurry. Please revise.
5. [5.1.40(a)6(e)] Photographs. The applicant shall identify the camera type, film size, and focal length of the
lens for each photograph. Please specify this information. If digital, please state such.
6. [Comment] Revise the Zoning of the parcel, currently it is listed as R-2; however, it is truly Village
Residential (VR), Entrance Corridor (EC), and Southwest Mountains Rural Historic District.
7. [Comment] Revise the site plan sheet legend to account for the new sheet (Z-12 Tree Survey — Trees to
Remain).
8. [5.1.40(b)(1)(b)] Outdoor Lighting. On the plans please specify whether or not lighting is proposed.
Albemarle County Division Architectural Review Board (ARB) — Margaret Maliszewski
1. This proposal will be reviewed by the ARB on September 18. ARB comments and recommendations
will be provided after that meeting.
Albemarle County Engineering Division (Engineer) — Frank Pohl
1. Considering 17,499 sf of land disturbance is proposed, a VSMP permit will be required (17-302).
Albemarle County Service Authority (ACSA) - Alex Morrison
Comments not provided; however, the site is outside of any ACSA service district. As such staff does not believe
comments will be forthcoming. If comments are received staff will forward them to the applicant.
Virginia Department of Transportation (VDOT) — Adam Moore
1. An ingress/egress access easement for the proposed 10' wide gravel drive will be needed to be shown on
plat. (see attached comments dated 8-29-17)
Albemarle County Division of Planning (E911) — Elise Kiewra
1. No objection.
Albemarle County Building Inspections — Michael Dellinger
1. No objection.
Albemarle County Department of Fire Rescue - Robbie Gilmer
1. No objection.
Action after Receipt of Comments
At a minimum staff requires Planning comment #1 be addressed prior to requesting a PC public hearing. Without
this information, staff cannot recommend approval of the SE or the SP.
The tentative PC public hearing date was October 10, 2017; however, notification fees for this meeting are needed
by noon of Sept 15, additionally the ARB meeting is not till Sept 18. As such, it is not appropriate to continue with
the previous tentative PC date. Rather, the November 14' PC meeting date is the next appropriate date for this
public hearing, which will push back the tentative BOS date to Dec 13th.
After you have read this letter, please take one of the actions identified on "Action after Receipt of Comment Letter"
which is attached.
Resubmittal
When you resubmit, please use the attached form. There is no fee for the first resubmittal. The resubmittal date
schedule is provided for your convenience.
Notification and Advertisement Fees
$380 Cost for newspaper advertisement
$215.00 Cost for notification of adjoining owners (minimum $21 S + actual postage/$1 per owner after 50 adjoining
owners)
$595 Total amount due prior to Planning Commission public hearing
Prior to the Board of Supervisor's public hearing, payment of the newspaper advertisement for the Board hearing is
needed:
$380 Additional amount due prior to Board of Supervisors public hearing
$975 Total amount for all notifications Fees may be paid in advance. Payment for both the Planning Commission
and Board of Supervisors public hearings may be paid at the same time.
Additional notification fees will not be required unless a deferral takes place and adjoining owners need to be
notified of a new date.

ACTION AFTER RECEIPT OF COMMENT LETTER
Within 30 days of the date of this letter, please do one of the following:
(1) Resubmit in response to review comments
(2) Request indefinite deferral
(3) Request that your Planning Commission public hearing date be set
(4) Withdraw your application
(1) Resubmittal in Response to Review Comments
If you plan to resubmit within 30 days, make sure that the resubmittal is on or before a resubmittal date as published
in the project review schedule. Be sure to include the resubmittal form on the last page of your comment letter with
your submittal.
The application fee which you paid covers staff review of the initial submittal and one resubmittal. Each subsequent
resubmittal requires an additional fee. (See attached Fee Schedule.)
(2) Request Indefinite Deferral
If you plan to resubmit after 30 days from the date of the comment letter, you need to request an indefinite deferral.
Please provide a written request and state your justification for requesting the deferral. (Indefinite deferral means
that you intend to resubmit/request a public hearing be set with the Planning Commission after the 30 day period.)
(3) Request Planning Commission Public Hearing Date be Set
At this time, you may schedule a public hearing with the Planning Commission. However, we do not advise that
you go directly to public hearing if staff has identified issues in need of resolution that can be addressed with a
resubmittal.
After outstanding issues have been resolved and/or when you are ready to request a public hearing, staff will set
your public hearing date for the Planning Commission in accordance with the Planning Commission's published
schedule and as mutually agreed by you and the County. The staff report and recommendation will be based on the
latest information provided by you with your initial submittal or resubmittal. Please remember that all resubmittals
must be made on or before a resubmittal date.
By no later than twenty-one (2 1) days before the Planning Commission's public hearing, a newspaper advertisement
fee and an adjoining owner notification fee must be paid. (See attached Fee Schedule) Your comment letter will
contain the actual fees you need to pay. Payment for an additional newspaper advertisement is also required twenty-
two (22) days prior to the Board of Supervisors public hearing. These dates are provided on the attached Legal Ad
Payments for Public Hearings form.
Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning
Commission's public hearing will be allowed during the life of the application. The only exception to this rule will
be extraordinary circumstances, such as a major change in the project proposal by the applicant or more issues
identified by staff that have not previously been brought to the applicant's attention. As always, an applicant may
request deferral at the Planning Commission meeting.
(4) Withdraw Your Application
If at any time you wish to withdraw your application, please provide your request in writing.
Failure to Respond
If we have not received a response from you within 30 days, we will contact you again. At that time, you will be
given 10 days to do one of the following: a) request withdrawal of your application, b) request deferral of your
application to a specific Planning Commission date as mutually agreed to with staff, or c) request indefinite deferral
and state your justification for requesting the deferral. If none of these choices is made within 10 days, staff will
schedule your application for a public hearing based on the information provided with your original submittal or the
latest submittal staff received on a resubmittal date.

Fees may be paid in cash or by check and must be paid at the Community Development Intake Counter. Make checks
payable to the County of Albemarle. Do not send checks directly to the Review Coordinator.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Milestone communications,
dated July 14, 2017 and offers the following comments:
Land use
1. An ingress egress access easement for the proposed 10' wide gravel access drive will be
needed to be shown on plat.
If further information is desired, please contact Willis C. Bedsaul at 434-422-9866.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process
